RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. At a public hearing held on March 13, 2008, the Landmark Preservation Commission voted to recommend designation of this property as a landmark for its significance to Fort Collins as an intact example of the Bungalow variation of the Craftsman architectural style. EXECUTIVE SUMMARY The owners of the property, Dale and Mary Eggleston, are initiating this request for Fort Collins Landmark designation for the property. The W. A. Hall House and Detached Garage qualify for individual Landmark designation under Landmark Standard (3). The buildings embody many distinctive characteristics of the Bungalow variation of the Craftsman architectural style popular during the early twentieth century. Notable features include square cut shingles in the gable ends, narrow horizontal lap siding, and 4 over 1 light paired windows. Additionally,its front gabled roof, wide eaves, and porch with square, slightly sloped columns sitting on a solid balustrade exemplify this once popular home design. The property is also listed on the National and State Registers of Historic Places as a contributing element to the Laurel School National Register District. BACKGROUND Architecture Built in 1926, toward the end of the Craftsman style's popularity, the W. A. Hall House is an unblemished remnant of a distinctive chapter in Fort Collins history. The absence of many building permit records for this house corroborate with photographic evidence to suggest its high level of historical integrity. Circa 1950, an exterior stairway and entry were added to provide access to the basement unit. However, this alteration represents the building's only significant structural modification. The egress windows added to the rear in 1995 significantly interfere with the home's original appearance. The structure retains a preponderance of its historical integrity as a Craftsman style Bungalow. June 3, 2008 -2- Item No. 22 History William and Mae Hall were 910 Matthew's first owners.Their home's Craftsman style exemplified the most popular form of construction among the middle classes built homes in the Laurel School neighborhood prior to the Great Depression. The Halls lived at 910 Mathews until 1936 when William died. The house was eventually purchased by Mary Brothers. She divided the interior into separate apartments for renting purposes,thus determining the Hall House's future use.The property was sold in 1972 to Dale and Mary Eggleston, the current owners seeking Landmark Designation. STATEMENT OF SIGNIFICANCE (Please describe why the property is significant, relative to the Standard(s) above.) The house and garage located at 910 Mathews is eligible for recognition as a Fort Collins landmark under Landmark Preservation standard number three. The property embodies many distinctive characteristics of the bungalow form of Craftsman style architecture. Furthermore, the property is a contributing element of the Laurel School National Register District. HISTORICAL INFORMATION (Please include city directory research and/or a title search if the property is important for its association with a significant person.) This residential property, built in 1926, was originally owned and occupied by William Hall and his wife Mae. They lived together in the home until 1936 when William died. It remains unclear who owned the house after the Halls, but it appears that it was occupied by renters until the mid-to-late 1940s when the home was purchased by Mary Brothers. Between 1948 and 1954 the home was divided into two apartments and would serve as rental property for several decades. In 1972 the house was purchased by Dale and Mary Eggleston, the current owners seeking Landmark Designation. Revised 09-2004 Page 2 ARCHITECTURAL INFORMATION Construction Date: 1926 Architect/Builder: UNKNOWN Building Materials: Concrete foundation, wood framed. Architectural Style: Craftsman Bungalow Description: (Please include any special features of the property/surroundings, as well as dates and descriptions of any additions or alterations to the buildings or structures.) The origins of the Craftsman Bungalow can be traced to the American and English Arts and Crafts Movements of the 1880s and 1890s. While England was embracing this new modest and practical building type, Americans also began to adopt the building type and the principles behind it. The Arts and Crafts movement was an explicit attack on the blatant materialism of the Victorian era. The movement emphasized modest, efficient buildings constructed of local materials made to blend relatively seamlessly with their surroundings. The Craftsman Bungalow style was a derivative of this movement. Bungalows made their first appearance in the United States on the eastern seacoast. Initially they were popular as inexpensive summer cottages. However, it was not long before this building form found a home on the west coast; principally Southern California. American Arts and Crafts as expressed in the Bungalow form and the Craftsman style spread throughout the U.S. during the first three decades of the twentieth century. The most prominent advocate for this movement in America was Gustav Stickley (1858-1942). Stickley was an architect and furniture designer as well as the publisher of a monthly magazine called The Craftsman. Stickley's ideas would become the guidelines for American Bungalows of all forms including the Craftsman style. The buildings were modest in size and scale, holding true to the earlier Arts and Crafts notion of Humanism versus blatant materialism. Typically the buildings were wood framed and one to one-and-a-half-stories tall. However, some Craftsman Bungalows were originally constructed as two stories. The second story, or half story, was usually contained directly under the roof, which maximized living space but left little or no attic space. The buildings were to emphasize their horizontal elements and remain grounded with low pitched roofs and wide rectangular or square footprints. Wide eaves with exposed rafter tails and deep roof overhangs further contributed to the illusion of a wide, grounded, and horizontal building. More often than not a large front porch was included. Typically the exterior walls and gable ends were composed of different materials to add contrast and visually break up the otherwise simple structure. The most commonly used materials for this purpose were stucco, horizontal lap siding, or shingles. As a further holdover from the early Arts and Crafts movement, Craftsman buildings were composed of regional materials matching the colors and tones of the surrounding environment. With all or most of these features included, the final result was a building which "stressed comfort and utility...and a lack of pretension."(Colorado's Historic Architecture, pg 40) Just as the rest of the country chose to embrace this form and style, Fort Collins was no exception and the city boasts many buildings of this type. The Craftsman style bungalow located at 910 Mathews holds true to many of Stickely's above mentioned criteria. The moderately pitched roof, wide eaves and overhangs, and exposed rafter Revised 09-2004 Page 3 tails serve as excellent intact examples of Craftsman style bungalow architecture as derived from the Arts and Crafts Movement. The use of horizontal lap siding on the exterior walls and decorative, square cut shingles on the gable ends are typical of the Craftsman style's use of contrasting materials to visually break up the exterior of the structure. The building's modest one-story height and rectangular, grounded nature, tie the building to the earth. As Stickley explained, the Craftsman style bungalow is "a house reduced to its simplest form, which never fails to harmonize with its surroundings because its low broad proportions and absolute lack of ornament give it a character so natural and unaffected that it seems to sing into a blend with any landscape." (Cigliano, 12) The modest home at 910 Mathews is just such a building. The building is a single story residence with a rectangular floor plan, a front gabled, moderately pitched roof, and narrow horizontal siding with decorative, square cut shingles within the two front gables. It has a front porch supported by square, slightly battered columns that sit upon a solid porch balustrade. The balustrade walls have the same horizontal lap siding as the main body of the house. Furthermore, the house features craftsman style double-hung four over one windows, with vertical lights in the upper sash. The front door also has vertical lights in the upper third of the door. Circa 1950, an exterior stairway and entry were added to provide access to the basement unit. This alteration represents the building's only significant structural modification. Egress windows were added to the basement in 1995. The alterations to the basement for egress purposes do not affect the historic integrity of the building. The property also features a detached garage, which is a contributing element. The garage has many similar features to the house, including a rectangular floor plan, moderately pitched, front gable roof, wide eaves and overhangs, exposed rafter tails, and narrow horizontal siding. The garage features a door on the side elevation with five horizontal panels, and a modern roll-up door. The addition of the modern roll-up door does not affect the historic integrity of the building. HALL HOUSE AND GARAGE 910 MATHEWS STREET,FORT COLLINS, COLORADO WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of sites, structures, objects, and districts of historical, architectural, or geographic significance, located within the city, are a public necessity and are required in the interest of the prosperity, civic pride and general welfare of the people; and WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic standing of this city cannot be maintained or enhanced by disregarding the historical, architectural and geographical heritage of the city and by ignoring the destruction or defacement of such cultural assets; and WHEREAS, the W.A.
