1. Call Meeting to Order.
2. Transportation Update, Part II: Budget Challenges, Basic Operations and Maintenance
Needs. ( 1 hour discussion)
This is the second of three scheduled transportation-related conversations with City
Council over the course of 2008 and 2009. The first discussion served as a broad
overview of the City's Transportation services, celebrated successes and challenges in
2008 and previewed upcoming 2009 projects. Staff highlighted Federal and State
transportation funding declines, and touched on how these funding shortfalls are
affecting Fort Collins.
The intent of this second presentation is to (1) further clarify how declining revenues and
rising expenses are impacting local transportation funds and reserves; and (2) focus
specifically on how core Transportation Operations and Maintenance services currently
operate within available resources. The third discussion, scheduled for July 14, 2009,
will focus on capital project needs and available revenues, the scheduled update of the
Transportation Master Plan, and a presentation of various scenarios as to how additional
funds could best be distributed for the community's transportation related benefit.
3. Transit Strategic Plan Project. (45 minute discussion)
The purpose of this project is to update the Transit Strategic Plan (TSP), which serves the
Fort Collins Urbanized Area and to address adopted City Plan Policies relating to transit
services. The TSP update is a collaborative partnership among the City of Fort Collins-
Transfort, City of Loveland Transit (COLT), and the Poudre School District (PSD). The
planning effort has focused on fostering•a dialogue with the community, developing near-
term and build-out phases for improvements, and crafting a financial plan that provides
practical funding sources for implementation.
4. North I-25 Environmental Impact Statement. (30 minute discussion)
The purpose of this work session is to share this most recent information regarding
CDOT's North I-25 EIS process and to request additional input and feedback from City
Council regarding the proposed transportation improvements. Staff has attended the
City Transportation Board and Natural Resources Advisory Board meetings in January to
discuss CDOT's North I-25 EIS process and seek comments from Boardmembers. Staff
is also scheduled to attend the upcoming Downtown Development Authority Board
meeting and has requested attendance at several other City Board meetings over the next
two months to continue seeking input and feedback from the Fort Collins community.
This ongoing information and input from staff, City Boards, Commissions, and Council
will be forwarded to CDOT as part of the City of Fort Collins' overall comments on the
Final North I-25 EIS document, including recommendation for preferred improvements.
5. Economic Health/Financial Issues Update. (30 minute discussion)
The overall economic goal for the City is to balance high quality economic development
with quality community and environmental goals. The City has strong partnerships with
diverse organizations, strategic marketing and promotion of the area to new and
expanding businesses, and the City continues to focus on retaining and growing quality
primary jobs while also focusing on retaining and building the retail sector.
In 2009, the City will face challenges such as broad economic slowdown, decrease in
sales tax collections, decrease in use tax collections, and potential financing difficulties
for developers.
Fort Collins is not immune to the global economic climate, yet we have economic
strengths unique to our community. We have a highly educated workforce, an innovative
and globally-focused university, supportive culture for entrepreneurs, and diverse
industries.
2009 will also bring economic opportunities to Fort Collins. Colorado State University's
focus on research and development and commercialization of research will nurture and
expand start-ups that most likely will stay in Fort Collins. The City's collaboration with
the Downtown Development Authority will result in new projects that benefit the whole
community and differentiate us from other regional communities.
