HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 04/20/1999 - RESOLUTION 99-47 APPROVING EXPENDITURES FROM THE A 10 AGENDA ITEM SUMMARY ITEM NUMBER: -1 DATE: April 20, 1999 • FORT COLLINS CITY COUNCIL STAFF: Ellen Martin ISUBJECT: Resolution 9947 Approving Expenditures from the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund for the Commission of an Artist Designed Terrazzo Floor, Stair Treads and Landings for the Civic Center Parking Structure Main Pedestrian Tower. RECOMMENDATION: Staff recommends adoption of the Resolution. FINANCIAL IMPACT: The funds for this item have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund for 1998. The City is in the process of constructing a parking structure to be located on Mason Street. One percent(I%)of the total Art in Public Places budget for the parking structure is S105,753. The total of$51,844 will be used for artist design fees, project contingency and to create and install the art piece. The remaining money will be used for maintenance, administration, and additional artworks that will be added to the public right of way area in front of the parking structure and perhaps to the interior space. EXECUTIVE SUMMARY: I In connection with the Civic Center Parking Structure project,staff and the Art in Public Places("APP") Board have proposed to use$51,844 for artist design fees,project contingency,and to create and install the terrazzo floors,stair treads and landings. The City will contract with the building contractor,Hensel Phelps Construction to install the work and the artist,David Griggs,to oversee the installation. The rustic terrazzo floor will incorporate designs of various modes of transportation,which will differ from floor to floor. Represented will be tracks left by a bicycle,car and a train. Included in the design are animal tracks, which will represent playful additions to the transportation tracks and will lead the pedestrian traffic up the staircases to the next floor. David Griggs was the APP Design Consultant on the project who worked as part of the parking structure design team. The APP Board members reviewed artful opportunities for the parking structure and focused David Griggs on creating designs for terrazzo floors on the second,third and fourth floors for the main pedestrian tower of the parking structure. The APP Board members voted unanimously at the January 20, 1999, Board meeting to proceed with the terrazzo floor art. The APP Board is currently reviewing additional art opportunities for the Civic Center project that include the public right of way, City Administration Building and Transit Center. RESOLUTION 99-47 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNTS IN THE CULTURAL SERVICES AND FACILITIES FUND FOR THE COMMISSION OF AN ARTIST-DESIGNED TERRAZZO FLOOR_ STAIR TREADS AND LANDINGS FOR THE CIVIC CENTER PARKING STRUCTURE MAIN PEDESTRIAN TOWER WHEREAS, pursuant to Section 23-304 of the City Code, one percent (1%) of the funds appropriated for the Civic Center Parking Structure was required to be set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund, for use in the acquisition or leasing of works of art,maintenance,repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 47, 1998 (the"Guidelines"); and WHEREAS, the City is currently in the process of constructing the Civic Center Parking Structure (the"Project"); and WHEREAS,an artist,David Griggs,was previously hired as the Art in Public Places Design Consultant on the Project and has worked with City staff and the building contractor to identify . opportunities to incorporate artwork into the design of the Project; and WHEREAS, the Art in Public Places Board (the `Board") evaluated proposed designs for incorporating works of art into the Project that were presented by David Griggs at its January 20, 1999, regular meeting, and reviewed those proposed designs pursuant to the Guidelines; and WHEREAS, based on that evaluation, the Board voted unanimously to recommend the creation of terrazzo floors, stair treads and landings to be installed in the main pedestrian tower of the Project; and WHEREAS, the estimated cost to create the proposed landscape art, including administration,commission ofthe artists,contingency and maintenance ofthe pieces is$51,844;and WHEREAS,adequate funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund, and are appropriated in the 1999 budget, to provide for the artist design fees, construction and installation of the pieces in the Civic Center Parking Structure; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art for the Civic Center Parking Structure be presented for Council review and approval, because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the expenditure of up to FIFTY-ONE THOUSAND EIGHT HUNDRED AND FORTY-FOUR DOLLARS($51,844)from the Art in Public Places reserve account in the Cultural Services and Facilities Fund, for terrazzo floors, stair treads and landings for the main pedestrian tower of the Civic Center Parking Structure,proposed by artist David Griggs,the conceptual design of which was selected and approved by the Art in Public Places Board on January 20, 1999,is hereby authorized. Passed and adopted at a regular meeting of the City Council held this 20th day of April A.D. 1999. Parking Structure: Four Comers Ms. Martin described her conversations with 'he project manager, and artist on the carking structure project. The board's discussion centered around the terrazzo floor and ciferent materials available for the paw print imbeds. Preliminary estimates for the floor cf the parking structure are under the budget allocated to the artist on the ;inject, David . Griggs. Mr. Sherman moved to proceed with the terrazzo floor art and ask the artist to return to the board with a plan to spend any funds allocated that are not spent on the floors. Ms. Liska-Smith seconded Approved Unanimously Ms. Martin updated the board on the process that will be used for the sidewalk art on the Four Comers project. The board revisited the discussion concerning the new light poles in the four comer area and artist Andrew Dufford's design for those fixtures. Ms. Sternlieb moved to hire Andrew Dufford to redesign the art for the new light poles. Mr. Sherman seconded Approved Unanimously Staff will negotiate a fee with the artist and bring the new design back to the beard for their consideration. VI. Annual report Ms. Martin distributed a draft of the 1998 annual report. The board reviewed the draft and made changes. Ms. Liska-Smith moved to accept the annual report as amended Ms. Sternlieb seconded Approved Unanimously VII. Design Consultants Ms. Martin discussed the history of the art consultant program and asked the board to consider if they want to open the list for new artists in 1999. After discussing upcoming projects and the current use of artists as designers in the 1% program, the board decided to open the process to add new artists to the list sometime in the fail of 1999.
