ITEM NUMBER: 16 AGENDA ITEM SUMMARY DATE: October4, 2005 FORT COLLINS CITY COUNCIL STAFF: Karen McWilliams SUBJECT First Reading of Ordinance No. 115, 2005, Designating the Blanchard/Bates House and Garage, 1201 Laporte Avenue, as a Fort Collins Landmark Pursuant to Chapter 14 of the Code of the City of Fort Collins. RECOMMENDATION The Landmark Preservation Commission and staff recommend adoption of the Ordinance on First Reading. At a public hearing held on September 14,2005,the Landmark Preservation Commission unanimously recommended designation of this property as a landmark for its architectural and historical importance to Fort Collins. EXECUTIVE SUMMARY The owners of the property,Marian and Kurt Schwabauer,are initiating this request for Fort Collins Landmark designation for the Blanchard/Bates House and Garage. The property qualifies for designation as a Fort Collins Landmark under Preservation Standards (1) and (3). The property embodies the distinctive characteristics of a type, period, and method of construction, and contributes to the historical and architectural significance of Fort Collins. An excellent example of the Classic Cottage architectural style, the brick dwelling remains relatively unchanged,with very good individual integrity. For over 100 years, this quaint Classic Cottage has continuously added to the historic nature of the area. The property also contains a notable single car wooden garage, with a very interesting and unusual garage door and historic hardware. The garage exhibits excellent integrity, and would likely qualify for Landmark designation in its own right. BACKGROUND Architectural and Historical Background The Blanchard/Bates House was built circa 1902. This one and a half story Classic Cottage style dwelling is constructed of double wythe red brick, laid in running bond. The home features a hip with gable roof of moderate pitch, with overhanging boxed eaves and eave returns. In each gable end are imbricated shingles of square-cut wood,and squared single pane windows with lattice lights. The west elevation contains a boxed bay window. The open front porch has a brick half wall, topped by dressed stones. Its hipped roof rests on squared porch supports of red brick. Windows are predominately narrow, 1-over-I double hung, and sash and transom, with an interesting combination of dressed stone sills and blonde brick headers, laid in a squared fan pattern. The October 4, 2005 -2- Item No. 16 home's blonde brick water table rests on a foundation of parging over brick. There is a non-historic shed-roof addition at the rear of the house,possibly a closed-in porch or mud-room. This addition is clad with wood shakes stained brown. While not historic,the addition is small, inset,and located at the rear of the house. It does not detract from the home's architectural importance, and is an element of the dwellings history. Of special note is a wood frame, single car, detached garage, located at the rear of the home, immediately adjacent to the shed roofed addition. A building permit, dated July 14, 1929, was obtained by Beulah Bates for the construction of this garage, at an estimated cost of$160. The garage is comprised of narrow lapped wood siding, under a gable roof. This garage features a locally rare and very interesting set of garage doors, comprised of three sections. Each section contains a pair of vertically oriented fixed pane windows, with clipped outer corners. The center panel features the same pattern in its wood work. The garage doors are built of vertically oriented boards, utilizing historic hardware, including strap hinges and an overhead roller system, for operation. This garage has excellent architectural integrity, and would likely qualify for Landmark designation in its own right. Larimer County Assessor's records indicate that the Blanchard/Bates House was constructed in 1902, which is consistent with the dwelling's architectural style and with the construction dates of nearby dwellings. However,the home's early history is obscure. The house first appears on record in the 1909-1910 city directory under the ownership of Elmer H. Blanchard and his wife Ella. Also residing at the address is Dale Blanchard, who earned his living by repairing automobiles—one of only three individuals or firms listed under Automobile Repairs at this time. Little else is known about the Blanchards. By 1913-14, the home was owned briefly by Roy G. Coffin and his wife, famous for his association with the Lindenmeier Archeological Site. The Coffin's residency was followed in 1917 by Charles P. Bates and his wife, Beulah B. Bates. Charles was variously a cattleman,farmer,and finally,insurance agent and stockbroker. It was during the Bates'ownership that the existing wood frame garage was constructed, in 1929. The home changed hands again during the 1930s and in the 1940s. By the mid-1950s, the home's longest residents, John M. and Ruth Ireland, appear. John "Jack" Ireland worked for the Colorado & Southern Railroad as a telegraph operator and a station manager. He began his career with the C&S in Chugwater, Wyoming, and moved to various Wyoming and Colorado communities as the railroad needed, before the family's final move to Fort Collins in the early 1940s. Ruth Ireland had a series of careers. She taught school in Wyoming,and,while the couple lived in Chugwater,was the publisher of the Chugwater Record and owned a grocery store. Ruth also worked as a telegraph operator for the Colorado& Southern,and was the station agent for Windsor for a year. Following the Irelands, in 1980,the home was sold to John J. Little and his wife Joyce. John Little is a Project Manager for the Poudre R-1 School District, while Joyce is a utilities specialist for Colorado State University's Facilities Department. The Littles remained at 1201 Laporte Avenue until the mid-1980s,when the family outgrew the three bedroom home. At this time, the current owners, Marian and Kurt Schwabauer, purchased the house as an investment property. Since 1983, the Blanchard/Bates property has been continuously occupied by various tenants, primarily graduate students and teachers. Kurt has spent most of his career in management positions with telecommunication companies, and is currently employed as a sales manager for a commercial lighting firm. Marian worked 10 years as a graphic artist, became a homemaker when the children were born, and is currently employed as a paraprofessional, teaching children with special needs. NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of Fort Collins as follows: Section 1. This is consistent with the dwelling's architectural style and with the construction dates of nearby dwellings. However, the home's early history is obscure. The house first appears on record in the 1909-1910 city directory under the ownership of Elmer H. Blanchard and his wife Ella. Also residing at this address was Dale A. Blanchard, who earned his living by repairing automobiles — one of only three individuals or firms listed under Automobile Repairs at this time. Little else is known about the Blanchards and the family did not stay long, as the 1913-14 directory lists the home's owners as Roy G. and Ruth Coffin. Roy Coffin was an assistant at the Colorado Agricultural College, which is now known as Colorado State University. Maj. Roy G. Coffin was the brother of District Judge Claude C. Coffin. In the early 1920s, Claude and his son A. Lynn Coffin unearthed some unusual stone projectiles on the cattle ranch of William Lindenmeier, Jr., just 28 miles north of Fort Collins. Claude and Lynn enlisted the help of Roy to record the artifacts, and the details of their discovery were published in 1934. At this time the points were identified as Folsom Points, as they were similar to a discovery made near Folsom, New Mexico in 1926. The site was of such significance that the Smithsonian Institute conducted extensive evacuations of the locality over a period of several years. It seems that the Coffins were not long-time residents of 1201 Laporte either, as in 1917 there is another owner. Charles P. Bates and his wife, Beulah B. Bates, are listed as residing in the home from around 1917 to 1922, and owned the property through at least the mid-1930s. Charles' trade was variously documented as cattleman, farmer, and finally, insurance agent. The September 2, 1924 Fort Collins Courier ran an advertisement for C.P. Bates, offering stock in North Poudre water. During the Bates' ownership, the existing wood frame garage was constructed, in 1929. It appears that the Bates rented the property out for a period during the 1920s and 1930s. In the 1927 directory, the residents are Clyde C. Ligget, a scaler, and his wife Florence. The house was then briefly occupied by William E. Code. An engineer, William and his wife Anna G. moved on a few years later, and Lyle W. Burns appears in the directory for 1936. The 1940 city directory lists yet a different occupant for 1201 Laporte — Lewis W. Dollarhide. A salesman for Leverett Appliance, located on North College Avenue, Lewis and his wife Elizabeth had at least three children: Louise (16), Robert (14), and Norma (12) are all listed in the directory. Continuing the trend, the Dollarhides moved on relatively quickly. New owner Harry E. Miller, a salesman, along with his wife Mae and family, appear in the 1948 directory. A son, Norris, resided in the home, and supplemented the family's income by working as a clerk for the Poudre Valley Creamery at 145 West Oak Street. The Blanchard/Bates home was then purchased circa 1951 by Daniel F. Parker, a farmer, and his wife Eliza. The Parkers had previously resided at 414 East Oak Street. Daniel Parker farmed for Mr. O. J. Wheatley, on Rural Route 1 southwest of Fort Collins. In the 1957 city directory, the home's longest residents, John M. and Ruth Ireland, appear. John "Jack" Monroe Ireland was born in Pennsylvania in 1879. He married Ruth Homey on June 4, 1912, in Beaver Crossing, Nebraska. Ruth was born in Beaver Crossing on May 14, 1890. The couple had three sons, Jerome "Jerry", Rex, and David. John Ireland worked for the Colorado & Southern Railroad as a telegraph operator and a station manager. He began his career with the C&S in Chugwater, Wyoming, and moved to various Wyoming and Colorado communities as the railroad needed, before the family's final move to Fort Collins in the early 1940s. Ruth Ireland had a series of careers. She Revised 09-2004 Page 3 graduated from teacher's college in Freemont, Nebraska, and taught school in Wyoming. While the couple lived in Chugwater, Ruth was the publisher of the Chugwater Record and owned a grocery store. In Fort Collins, city directory records indicate that the family lived first at 331 Locust Street, then at 429 E. Magnolia, where Ruth operated the Barter Mart, an exchange and consignment shop. In the mid 1950s, Jack and Ruth purchased the brick home at 1201 Laporte Avenue. Following John's death in 1960, Ruth continued to own the home. Son David recalls that at one point during this time, Ruth worked as a telegraph operator for the Colorado & Southern, and she and David lived in Windsor for a year while his mother worked as the town's station agent. Ruth is listed as residing in the Laporte Avenue home through the late 1970s, when she moved to an apartment at 327 Mathews Street. Ruth passed away on September 23, 1994, having lived to be 104 years old. Oldest son Jerome became a career Navy man; following his retirement from the military, he worked as an electrical inspector and manager for the State of Wyoming. Rex began his career as a high school vocational-agricultural teacher, working briefly in Laramie and Lowell, Wyoming, circa 1946. Shortly thereafter, he joined the Ford Motor Company's Tractor Division, retiring from the company in 1980. Rex passed away in 2003. The youngest brother, David Ireland, is an accomplished musician, and played viola for the Detroit Symphony Orchestra for 48 years, beginning in 1952. He was trained by Fort Collins' outstanding musician Editha Todd Leonard, whom he recalls as providing him with a "world-class music education." He originally began playing the violin, but Mrs. Leonard lent him her viola to use, and he soon switched instruments. In 1980, the home on Laporte Avenue was sold to John J. Little and his wife Joyce. John Little is a Project Manager for the Poudre R-1 School District, while Joyce is a utilities specialist for Colorado State University's Facilities Department. The couple's two oldest children, Matt and Andrea, were born while the family lived here. Matt is now in construction, while Andrea is a senior at CSU. (Their younger daughter, Jennifer, a freshman at CSU, was born after the family moved to Crescent Drive.) While living in the Blanchard/Bates home, John remodeled all three of the bedrooms, by laminating drywall directly over the multiple layers of wallpaper adhered to the plaster and lathe walls. The family appreciated the house's proximity to City Park, which especially came in handy each year during the 4`" of July fireworks display. Following the fireworks, the Littles and several of their friends would walk to the home, where they would proceed to host their own party while watching the massive traffic jam the fireworks display always produced. The Littles remained at 1201 Laporte Avenue until the mid-1980s, when the family outgrew the three bedroom home. The current owners, Marian and Kurt Schwabauer, purchased the house at 1201 Laporte Street in 1983 as an investment house. They liked the proximity of the house to downtown Ft. Collins as well as to the university campus. Kurt spent most of his career in management positions with telecommunication companies, and is currently employed as a sales manager for a commercial lighting firm. An interior chimney, also of red brick, is topped with a modern metal cap. The open front porch features a brick half wall, topped by dressed stones. Its hipped roof rests on squared porch supports of red brick. Windows are predominately narrow, 1-over-1 double hung and sash and transom, with an interesting combination of dressed stone sills and blonde brick headers, laid in a squared fan pattern. The Blanchard/Bates home looks very similar in style to at least three of its neighbors, lending credence to the conception that all were probably built at the same time by a common builder. Since 1983, when the current owners purchased the property, improvements to the property include interior paint and exterior porch paint, bathroom sink, shower, and toilet, front step restoration, gutters, and furnace. One item of interest is an old safe in the basement, which is a permanent fixture due to its great weight. It is primarily made of iron with a locked combination. A filigree design surrounds the locking mechanism. When the safe was installed is unknown. Of special note is a wood frame, single car, detached garage, located at the rear of the home, immediately adjacent to the shed roofed addition. A building permit, dated July 14, 1929, was obtained by Beulah Bates for the construction of this garage, at an estimated cost of $160. The garage is comprised of narrow lapped wood siding, under a gable roof. This garage features a locally rare and very interesting set of garage doors, comprised of three sections. Each section contains a pair of vertically oriented fixed pane windows, with clipped outer corners. The center panel features the same pattern in its wood work. The garage doors are built of vertically oriented boards, utilizing historic hardware, including strap hinges and an overhead roller system, for operation. This garage has excellent architectural integrity, and would likely qualify for Landmark designation in its own right. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property historically known as the Blanchard/Bates House and Garage, including the adjacent lands upon which the historic buildings are located, in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit: Lot 22, Hensels Addition, Fort Collins also known as 1201 Laporte Avenue be, and hereby is, designated as a Fort Collins Landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
