SUBJECT:
First Reading of Ordinance No. 4, 1999, Appropriating Unanticipated Revenue in the Flood
Mitigation Fund- Project Impact Grant.

RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
The Project Impact Grant consists of the following:
• $500,000 Federal share
• $166,666 Local share
The$166,666 local share will be from in-kind contributions from the City and other local businesses
or agencies. The City has identified over$52 million of potential in-kind services to satisfy the local
match requirement. This grant reflects a 75% federal/25% local split mandated by Congress.
EXECUTIVE SUMMARY:
The City has received approval from the Federal Emergency Management Agency (FEMA) for a
grant funded under the Omnibus Consolidated Appropriations Act of 1997 which authorized the
Disaster Resistant Community Initiative. The City's Office of Emergency Management, Utilities,
and the Poudre Fire Authority will be involved in the implementation of the Initiative in Fort
Collins.
The Fort Collins area is subject to potential riverine flooding, flash flooding, sheet flooding, hail,
severe sutnmer and winter storms,gale force winds,tornadoes,urban wildland fires,and dam breaks.
The heavy rainfall that caused the Flood of 1997 resulted in 5 deaths, 160 injuries, and over $500
million in losses to individuals,businesses, and institutions. The loss of life and property impacted
the whole community.
Fort Collins has a Class 6 rating in the Community Rating System and has implemented many
mitigation techniques during the past 20 years. The Project Impact Initiative will provide the
community with the next level of mitigation goals - risk reduction through public education and
training while incorporating new methods to make the community a safer place to work and live.
Implemented actions will maintain and sustain the hazard mitigation capability to support a Disaster
Resistant Community.

Results and Benefits
Anticipated results from Project Impact include: (1)increased awareness and education to prepare
for and mitigate against the threats facing the community; (2) enhanced education and training
combined with promoting mitigation techniques to reduce threats to individuals, families, and
businesses; (3) enhanced and strengthened public/private partnerships through planning, hazard
assessment,and coordination; (4)improved floodplain management and risk reduction for existing
facilities; and(5) education programs to reach school children-our future decision makers.
Benefits derived from these actions will be a new generation of citizens with skills and knowledge
of prevention, risk reduction, mitigation and preparedness for the hazards that impact the
community. This will result in reduced loss of life and reduced damages in the event of a disaster.
The community will be safer because Fort Collins will be more disaster resistant by having well-
educated citizens and efficient and cost-effective mitigation methods incorporated into the
community.
Among the projects expected to be funded by the grant are: irrigation gate activation, Office of
Emergency Management web site,theater-based hazard and mitigation education,school education
program,mitigation training videos,Coloradoan newspaper articles,and real time flood inundation
mapping and notification system. According to the grant agreement, all of these projects are to be
completed by September 30,2000.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE
IN THE FLOOD MITIGATION FUND - PROJECT IMPACT GRANT
WHEREAS, on July 28, 1997, a flash flood hit Fort Collins, causing severe damage to
certain areas of the City and resulting in the loss of life and property; and
WHEREAS,on August 1,1997,President Clinton declared Latimer County a federal disaster
area thereby qualifying the City for various types of disaster assistance programs; and
WHEREAS,on November 5, 1998,the Federal Emergency Management Agency announced
that the City would receive $500,000 of federal funds authorized under the Omnibus Consolidated
Appropriations Act of 1997, which authorized the Disaster Resistant Community Initiative; and
WHEREAS,under the Disaster Resistant Community Initiative--Project Impact,the City will
utilize the$500,000 of federal funds for risk reduction through public education and training while
incorporating new methods to make the community a safer place to work and live; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins(the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
• fiscal year,provided that the total amount of such supplemental appropriations,in conjunction with
all previous appropriations for that fiscal year, do not exceed the current estimate of actual and
anticipated revenues to be received during the fiscal year.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue the sum of
FIVE HUNDRED THOUSAND DOLLARS($500,000)from the Federal Emergency Management
Agency in the Flood Mitigation Fund - Project Impact Grant to be used to develop a Disaster
Resistant Community Initiative.
Introduced, considered favorably on first reading, and ordered published this 5th day of
January, A.D. 1999, and to be presented on final passage on the 19th day of January, A.D. 1999.
