SUBJECT
First Reading of Ordinance No. 105, 2005, Appropriating Unanticipated Revenue in the General
Fund for E911 and Emergency Medical Dispatch Systems at Fort Collins Police Services
Dispatch Center.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT
This Ordinance appropriates the funds provided to Fort Collins Police Services by Larimer
Emergency Telephone Authority ("LETA") to purchase equipment, train users and maintain
equipment for Emergency Services Dispatching. The total amount to be appropriated is $55,217.
EXECUTIVE SUMMARY
LETA collects a monthly fee from all county telephone users and allocates those funds to
purchase and maintain equipment used to process E911 phone calls; train users; and dispatch
appropriate Emergency Services Providers. In 2003, LETA developed a budget allocation
formula for each Public Safety Answering Point (also known as Emergency Services Dispatch
Center or "Center") based on the number of Dispatchers and the number of E911 phones calls
received in each Center. Based on the formula, LETA provides the funds to the individual
Centers to pay expenses. The 2005 amount based on 2004 expenditures for Fort Collins Police
Services is $10,391.
In the same manner, a formula was developed for each Center for Emergency Medical Dispatch
("EMD") based on the number of dispatchers and the number of EMD calls handled by the
Center. The 2005 amount based on 2004 expenditures for EMD based on the formula for Fort
Collins Police Services is $44,826.
The total amount to be appropriated from these two budgets is $55,217.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND
FOR E911 AND EMERGENCY MEDICAL DISPATCH SYSTEMS
AT FORT COLLINS POLICE SERVICES DISPATCH CENTER
WHEREAS, Larimer Emergency Telephone Authority ("LETA") collects a monthly fee
from Larimer County telephone users and allocates funds to purchase and maintain the equipment
used to process E911 telephone calls, train users, and dispatch appropriate Emergency Services
Providers; and
WHEREAS,LETA distributes funds to each Emergency Services Dispatch Center based on
the number of dispatchers and the number of E911 telephone calls received at that location; and
WHEREAS,LETA also distributes funds to each Emergency Services Dispatch Center based
on the number of dispatchers and the number of Emergency Medical Dispatch calls handled by that
location; and
WHEREAS, in 2005 the City will receive a total amount of$55,217 from LETA; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the Larimer Emergency
Telephone Authority funds,as described herein,will not cause the total amount appropriated in the
General Fund to exceed the current estimate of actual and anticipated revenues to be received in that
fund during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum
of FIFTY-FIVE THOUSAND TWO HUNDRED SEVENTEEN DOLLARS ($55,217) for
expenditure in the General Fund for E911 and Emergency Medical Dispatch Systems at Fort Collins
Police Services Dispatch Center.
Introduced, considered favorably on first reading, this 20th day of September, A.D. 2005,
and to be presented for final passage on the 4th day of October, A.D. 2005.
