SUBJECT
Second Reading of Ordinance No. 005, 2009, Appropriating Unanticipated Grant Revenue in the
General Fund for the Natural Resources Radon Program and Authorizing the Transfer of Matching
Funds.
RECOMMENDATION
Staff recommends adoption of this Ordinance on Second Reading.
EXECUTIVE SUMMARY
The City has received a $4,051 grant from the Colorado Department of Public Health and
Environment for continuing radon education and outreach. This grant requires a local match of
$4,051 that will be provided from the existing 2009 Air Quality Improvement Budget. This
Ordinance, unanimously adopted on First Reading on January 20, 2009, appropriates the grant
revenue and authorizes the transfer of the matching funds.

$4,051 that will be provided from the existing 2009 Air Quality Improvement Budget.
EXECUTIVE SUMMARY
The City has received a $4,051 grant from the Colorado Department of Public Health and
Environment for continuing radon education and outreach to encourage radon testing and mitigation
through media advertising and low-cost test kit sales. The grant period is from October 1, 2008
through September 30, 2009.
The required matching funding of$4,051 will be provided from the air quality program budget
contained in the 2009 General Fund.
ORDINANCE NO. 005, 2009
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE GENERAL FUND FOR THE NATURAL RESOURCES
RADON PROGRAM AND AUTHORIZING THE
TRANSFER OF MATCHING FUNDS
WHEREAS, the Fort Collins Natural Resources Radon Program (the "Program") is part
of the City's indoor air quality program, which is guided by the Air Quality Plan, the goal of
which is to educate and encourage residents to reduce their exposure to indoor air pollution; and
WHEREAS, the Program includes aggressive education, a voluntary radon testing
program, mandatory radon mitigation in new construction, and an ordinance requiring the
distribution of radon information to all residential home-buyers at point-of-sale; and
WHEREAS, the City has been awarded a grant from the Colorado Department of Public
Health and Environment ("CDPHE") in the amount of$4,051 (the "Grant") to be used to pay for
advertising and low-cost test kits to encourage radon testing and mitigation; and
WHEREAS, the Grant requires $4,051 of matching funds, which funds have been
included in the 2009 Natural Resources budget and are available for transfer to the CDPHE
project for the Program; and
WHEREAS, Article V, Section 9, of the City Charter (the "Charter") enables the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided the total amount of such supplemental appropriations, in combination with all previous
appropriations for the fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the Grant will not cause
the total amount appropriated in the General Fund to exceed the current estimate of actual and
anticipated revenues to be received in that fund during the fiscal year; and
WHEREAS, Article V, Section 10, of the Charter authorizes the City Council to transfer
by ordinance any unexpected and unencumbered amount or portion thereof from one project to
another project, provided that the purpose for which the transferred funds are to be expended
remains unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of FOUR THOUSAND FIFTY ONE DOLLARS ($4,051) for expenditure
in the General Fund for the Fort Collins Natural Resources Radon Program.
Section 2. That the unexpended appropriated amount of FOUR THOUSAND FIFTY
ONE DOLLARS ($4,051) is authorized for transfer from the Natural Resources operating
budget in the General Fund to the Natural Resources Radon Program and appropriated therein.
Introduced, considered favorably on first reading, and ordered published this 20th day of
January, A.D. 2009, and to be presented for final passage on the day of February, A.D. 2009.
