This Ordinance appropriates$ ,000 f anti a r 'en i into the General Fund.The funding
is provided by the Colorado P ution P venti of ory rd to help provide direct technical
assistance to business partner tlye a W e Progra (the "Program"). The technical

partner business progress, and providing follow-up implementation support and quantification of
reductions to existing partner businesses in the program.
The City of Fort Collins began the Program in 2000 as a local adaptation of the federal Climate Wise
program (run by the Environmental Protection Agency). The Program works directly with
businesses in the city to reduce greenhouse gas emissions and achieve a number of important
environmental goals: air and water pollution prevention, solid waste reduction, water and energy
conservation, renewable energy, travel demand reduction and more. The Program has been very
successful, surpassing goals both in terms of number of businesses participating and in pollution
prevention and greenhouse gas reduction.

Highway Administration and administered by the Colorado Department of Transportation. These
funds will be used to conduct a pilot program to identify high-emitting vehicles in Fort Collins using
roadside remote sensing of tailpipe emissions. Vehicle owners will be invited to receive an
emissions test to confirm high emissions, then receive subsidized repairs of their vehicle. The
project also will test a voluntary"Change of Ownership"emissions testing program by offering half-
price emissions tests to potential vehicle buyers. The goal is to gain experience with alternative
ways to cost-effectively identify and repair high-polluting vehicles.
