EXECUTIVE SUMMARY Every two years,staff and City Council take an opportunity to highlight the accomplishments of the City Council during its two-year term. This work session will review Council's achievements and celebrate the progress the community has made on achieving its seven key priorities and desired outcomes. GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED I. What additional accomplishments would Council like to highlight for the community? 2. What other ongoing issues or projects do Councilmembers wish to underscore for the next Council to be seated in April? BACKGROUND In 2007, the newly seated City Council identified the seven key priorities and outcomes it wished to work on during the upcoming two-year Council term. These outcomes were the foundation for the 2008-09 City budget and have served as a focal point for the many accomplishments achieved over the past two years. City Council identified seven priorities and desired outcomes for the 2008-2009 Council term: I. Economic Health 2. Environmental Health 3. Neighborhood Quality 4. Community Safety 5. Cultural and Recreational Opportunities 6. Transportation 7. High Performing Government As this two-year term comes to a close, we appreciate this opportunity to share highlights of the achievements and accomplishments that have come about under Council's direction. Citizens recognize these efforts at providing high quality services and gave the City high approval ratings in the recent Citizen Survey. Three-quarters of residents felt the overall quality of services was March 10, 2009 Page 2 "very good"or"good"with especially high marks for the environment,recreation programs and the overall safety of the community. Below is a summary of some of the most significant achievements for each area. 1. Economic Health City Council and the City organization have continued to focus on our economic health over the past two years. Our efforts to retain, help expand and attract new business to Fort Collins is consistent with our economic vision. These efforts will yield long-term results both for our residents and the City's financial future. The naming of Fort Collins as the second "Best Place for Business and Careers" in the United States by Forbes.com is validation that the work the City, together with our economic partners, have done over the past years is paying off. While the current economy is challenging for everyone, we believe that we are in a position meet those challenges in a positive way. Economic Health accomplishments over the past two years include: • The Economic Advisory Commission was established • The City has enhanced it role as a leader in the economic health of the community through participation in a variety of innovative and forward-thinking projects: o UniverCity Connections o Northern Colorado Clean Energy Cluster o Rocky Mountain Innovation Initiative (RMI2) o Business Communication o Larimer County Biotech Cluster o Mayor and City Manager Primary Employer Visits o Business Incubation, Retention, Expansion and Attraction o Metro Districts Policy 0 BEET Street o Mountain Vista Subarea Plan o Downtown Alley improvements in partnership with DDA • A number of significant business expansions and additions will help ensure a sustainable local economy: o Front Range Village o Pads at Harmony o North College Marketplace and Urban Renewal Authority o Mason Corridor o Harmony Technology Park o Custom Blending o CSU Engine Lab o Prospect and College Urban Renewal Authority • The City has also continued to improve its development processes by creating a pre- application hearing process for new development projects. March 10, 2009 Page 3 2. Environmental Health Stewardship of our environment continues to be a core community value that has been reflected in a number of City Council's actions over the past two years: • The City participated in the Northern Integrated Supply Project (NISP) by reviewing and commenting on the Environmental Impact Statement. • City Council adopted an updated Climate Action Plan. • The Soapstone Prairie Natural Area Management Plan was completed and construction of roads and visitor facilities at Soapstone Prairie Natural Area are nearly complete. A grand opening of this major community asset is scheduled for June 2009. • Work continued to protect the City's water supply via the expansion of Halligan Reservoir. • Bobcat Ridge Open Space was awarded the Blue Grama Award by the Colorado Open Space Alliance in recognition of the City's outstanding management and programs. • The Climate Wise program has continued to expand, including adding the City as a partner. • Solid Waste and Hazardous Waste Studies were completed in the past two years, with implementation actions planned for 2009. • Council recently updated the City's Energy Policy. • Fort Collins became the first municipality in Colorado to adopt an ordinance banning disposal of e-waste in the trash. Old computers,televisions, and other electronics must now be recycled. • Utility Services has just completed a review of the City's use of chemicals in City operations, with the goal of identifying opportunities to limit the impact of our operations on the environment. • Council will soon adopt the plan for"Utilities for the 21st Century." • Fort Collins is the first municipal utility registered as a member of the international Global Reporting Initiative(GRI),an organization that developed the leading reporting framework to benchmark organizational performance and commitment to sustainable practices. This will be an important part of implementing the "Utilities for the 21 st Century" initiative. 3. Neighborhood Quality Money Magazine's recognition of Fort Collins as the nation's "Second Best Place to Live" highlights the City's efforts to ensure that our neighborhoods continue to be well maintained, friendly, safe places for residents. • The City decriminalized nuisance codes to bring enforcement action more in line with violations. The decriminalization keeps violations out of the municipal court system and makes the process faster and more efficient. • International Building Code, Energy Code and Exterior Property Maintenance Codes were adopted and updated to keep them current and relevant to our community. • Occupancy Code Changes were implemented, including a significant outreach program to ensure that residents and property owners were aware of the changes. Increased enforcement will improve our effectiveness in ensuring that some resident don't unduly impact their neighbor's quality of life. • A process for addressing Unrecorded/Non-Approved Rental Dwelling Units is underway. • A Downtown River District Plan was adopted and is being implemented beginning in 2009. • The Mountain Vista Subarea Plan has been discussed and will be adopted in the near future. March 10, 2009 Page 4 • The Southwest Annexation plan was implemented with the first phase of the area brought into the City. 4. Community Safety Protecting our community from crime and safely providing vital public utility services are critical services provided by the City. Accomplishments include: • The City celebrated the grand opening of the new Police Services Building, providing a state-of-the-art, LEED Certified facility and consolidating staff to improve efficiency, communication and community safety. • 2008 Crime Rankings listed Fort Collins as one of the Safest Cities in Colorado. • Utility Services completed the Electric Under-grounding Project, enhancing safety during inclement weather and helping the City achieve reliability ratings among the highest in the nation. • City Council created a West Nile Technical Advisory Committee and adopted City policies to mitigate and respond to future outbreaks. • The City worked with Larimer County to revise floodplain regulations in the City's Urban Growth Area to improve safety and consistency. • By removing more than 150 structures from the floodplain and installing new bridges, Fort Collins completed pre-disaster mitigation work on Spring Creek. • Boxelder Basin Regional Stormwater Authority was established in cooperation with Latimer County and the Town of Wellington. • Council approved a surcharge on traffic tickets to pay for more traffic enforcement. In the 2008 Citizen Survey, residents recognized and appreciated these increased efforts. Police Services statistics bear out that these efforts have improved both safety and resident satisfaction. 5. Cultural and Recreational Opportunities Our community's parks, recreational programs and cultural opportunities continue to be essential components of the quality of life in Fort Collins. Residents continue to cite these programs as being a reason for their high opinion of the community. Achievements in this area over the past two years include: • Council adopted an updated Parks and Recreation Policy Plan which includes policies to create more sustainable parks in the future. • The City completed construction of Spring Canyon Community Park. This 100-acre park is home to Inspiration Playground, Colorado's first universally-accessible playground, providing a place where children of all abilities can play together. • City Council adopted the community's first Cultural Plan. • The Museum/Discovery Science Center Partnership was signed in 2008. The staffs of the two organizations are actively working to blend the institutions within a new state of the art facility in the northwest corner of Downtown. • The City celebrated the grand opening of the new Northside Aztlan Community Center which provides a larger facility, new equipment, and increased programming to serve the entire community. The Center is the nation's first LEED Gold Certified full-service recreation facility and is a model for other communities. March 10, 2009 Page 5 • The City finalized the funding and operational independence of our community's library system by creating an Intergovernmental Agreement between the County, the City, and the new voter-approved Library District. The new District assures high quality library services for many years to come, including restored library hours, reinstated drop boxes, expanded programming, and improved resources. • The City and the Poudre River Public Library District have worked cooperatively on the development of new Council Tree Branch Library at Front Range Village,scheduled to open in March 2009. • City Council updated the City's Holiday Display Policy and joined the community in celebrating a new display on the museum grounds. • The Art in Public Places Policy was recently reviewed and affirmed by City Council. 6. Transportation The community's transportation system provides an essential, core service that supports business, recreation and the daily activities of residents. A safe,efficient system continues to be an important focus for Mayor and City Council. Highlights of City Council's achievements toward these goals during the past two years include: • I-25/Highway 392 Interchange Improvement Plan and Environmental Impact Study (EIS) were completed to plan for the future of this community gateway. • Funding for the next stage of the Mason Corridor has been secured and construction of this enhanced transportation and business corridor is imminent. • Harmony-Ziegler Project and Roundabout (H-Zip) was completed improving roads and intersections surrounding the site of Front Range Village. The improvements have eased traffic and increased convenience for residents and shoppers at the new development. The new Ziegler Road, from Horsetooth to Drake Road provides a vital link in the City's transportation system. • The City completed construction of an additional three miles of bike lanes on College Avenue, from Harmony to Carpenter Road. • The City added three new Transfort routes to the system, providing options for many residents who could not previously access public transit or para-transit services.By adjusting Dial-a-Ride services, the Council helped move this service toward a more sustainable and affordable level. • The Bike Library has brought a new service to the community, encouraging the use of bicycles and adding a unique service for community visitors and residents. • The League of American Bicyclists awarded Fort Collins the Gold Level Award for Bicycle Friendly Community. • Council approved the creation of a Bicycle Advisory Committee to further enhance the use of alternative transportation modes. High Performing Government The City continues to strive to be a model of an entrepreneurial, high quality city government. • The Finance Department has improved accountability in revenue forecasting and financial reporting over the past two years. Staff has worked closely with the Council Finance Committee to ensure that this information is clear, reliable, understandable and timely. • The first year of the Performance Based Pay System is complete. Implementation of this program will improve accountability for City employees and ensure that the City is a good steward of the community's resources. • After several years of work, employee benefits programs are now aligned with the local labor market. • The Community Branding Initiative includes implementation plans for a new City logo. • Fort Collins stepped up to help the Town of Windsor in its tornado relief efforts as many Fort Collins City employees brought their expertise and resources to aid our neighboring community in its time of need. • Council's adoption of the Newsracks Ordinance moved a high priority downtown appearance and maintenance goal forward. • The City's Budgeting for Outcomes process was utilized for a second time, resulting in a transparent, focused budget for City services. • In the face of a challenging economy,the City has stayed within its adopted budget and kept expenditures within, and in many cases below, anticipated levels. • Council and staff worked closely to negotiate an agreement with the Town of Timnath regarding annexation at I-25 and Harmony Road as well as stormwater issues along our mutual border. • The City and Platte River Power Authority have worked closely to update the "Organic Contract" between the two entities. In addition to working toward the seven core outcomes, the organization also continues to build infrastructure that focuses on the community's future as a safe, attractive, appealing place to live work and play. Highlights of the capital construction projects undertaken during the past two years have included: • Building Community Choices program • New Northside Aztlan Community Center- Construction Completed • Mason Corridor- in process • Building on Basics Program • Street Maintenance Tax Renewal continues program • Community Enhancement projects began • Harmony Road, Seneca to College construction began • Museum/Discovery Center Joint Facility in design 6 Pedestrian Plan - on-going program March 10, 2009 Page 7 • Open Space, Yes!Natural Area Program • Natural areas acquisitions have continued • Primrose Studio opened in Reservoir Ridge Natural Area • New trails added • Soapstone Prairie Natural Area set to open in 2009 The information presented above represents just a snapshot of the many accomplishments and efforts undertaken over the course of the past two-year term.
