RECOMMENDATION Staff recommends adoption of the Resolution. The Planning and Zoning Board recommended approval of this updated Plan on the consent agenda at its October 18, 2007 meeting. EXECUTIVE SUMMARY This is a review of updates to the Three-Mile Plan for the City of Fort Collins.The Three-Mile Plan is a policy document that is required to ensure that the City complies with the regulations of the Colorado Revised Statutes. BACKGROUND The current Three-Mile Plan has been in use since it was last amended by Council on September 19, 2006. According to the Colorado Revised Statutes, the Plan should be updated and revised annually. This update is presented for Council review. Section 31-12-105 of the Colorado Revised Statutes requires that the City complete a plan within three miles in any direction from any point of such municipal boundary as follows: Prior to the completion of any annexation within the three-mile area, the municipality shall have in place a plan for that area, that generally describes the proposed location, character, and extent of streets, subways, bridges, waterways, waterfronts, parkways, playgrounds, squares, parks, aviation fields, other public ways, grounds, open spaces, public utilities, and terminals for water, light, sanitation, transportation, and power to be provided by the municipality and the proposed land uses for the area. November 20, 2007 -2- Item No. 17 This Three-Mile Plan describes each of the items listed in the Statute in four categories as follows: Transportation-related items: Utilities and related items: • Streets • Subways Public Utilities • Bridges Terminals for Water, Light, • Parkways Sanitation, and Power provided by the • Aviation Fields Municipality • Other Public Ways • Terminals for Transportation Parks, Natural Areas and Open Lands- Proposed Land Uses: related items: • Inside Growth Management Area Waterways (GMA) Waterfronts Outside Growth Management Area • Playgrounds (GMA) • Squares • Parks • Grounds • Open Spaces The Three-Mile Plan lists the plans,policies,maps,and other documents that have been adopted by the Council which generally describe the proposed location, character and extent of the specific characteristics listed above. In addition, there are some plans and policies that have been adopted not by the City, but by Larimer County, CSU or adjoining municipalities, as these are also located within the boundaries of the Three-Mile Plan for the City of Fort Collins, Colorado. City of Fort Collins Departments consulted for updated information include: • Park Planning Light and Power • Engineering Transportation Planning • Water/Wastewater Natural Resources • Stormwater Advance Planning External agencies consulted for updated information include: • Colorado State University Facilities • Larimer County Planning and Building Services • Boxelder Sanitation District • East Larimer County Water(ELCO)Water District RESOLUTION 2007-101 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE 2007 UPDATE TO THE THREE MILE PLAN FOR THE CITY OF FORT COLLINS WHEREAS,Colorado law provides at Section 31-12-105, C.R.S.,that each municipality in the State must prepare a plan for the area within three miles in any direction from any point of the municipality's boundaries (a "Three-Mile Plan"),which Plan must generally describe the proposed location, character, and extent of streets, subways, bridges, waterways, waterfronts, parkways, playgrounds,squares,parks,aviation fields,other public ways,grounds,open spaces,public utilities and terminals for water, light, sanitation, transportation and power to be provided by the municipality, and the proposed land uses for the area; and WHEREAS, the City's original Three-Mile Plan was adopted in 1998, which Plan again is in need of being updated; and WHEREAS, City staff has prepared and presented to the Council a proposed update of the Three-Mile Plan for the City, which plan update the Council has determined should be approved. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the updated Three-Mile Plan for the City of Fort Collins, attached hereto as Exhibit "A" and incorporated herein by this reference, is hereby approved and adopted.
