RECOMMENDATION: Staff recommends adoption of the Resolution. FINANCIAL IMPACT: Funds have been budgeted for the purchase. EXECUTIVE SUMMARY: The Streets Department switched to using Elgin truck-mounted sweepers in the mid-nineties. Sweeping costs in 1995, prior to the switch, were $29.75 per lane mile. In 2001 that cost had fallen to $23.01 per lane mile. The reduction in costs are due to several factors. The sweeper unit is powered by a separate diesel engine and is totally independent of the truck power plant. This makes for a more flexible application and less stress on the sweeper systems, minimizing brer.kdown and repair. Fleet Service stocks those parts which are most often needed to maintain the machines but does not need to stock parts for other, dissimilar sweepers. Mechanic and operator training is focused on a single machine, leveraging the City's investment in this pool of experience. Faris Machinery, the sweeper supplier, has provided excellent service and support for the Elgin Eagles in the fleet. The Eagle has a unique conveyor system, which works well for the City's sweeping conditions. It moves large debris without jamming and has a built-in washdown feature for ease of cleaning. The two units to be purchased are to replace machines reaching the end of their service life. Previous Elgin Eagles have been procured using State or other public entity bids. In addition, because of the solid performance and superior service provided by the Eagle sweepers, staff would like to continue to standardize on this type of machine for the foreseeable future. Faris Machinery has offered two Elgin Eagle Series F units to the City for $94,382 each, for a total price of$188,764, which is a fair price. Section 8-161 of the Code states that any exemption to the use of competitive bidding in excess of$100,000 must be approved by the City Council. This Resolution will authorize the purchase of two Elgin Eagle Series F street sweeper bodies as an exemption to the use of competitive bid or proposal as provided in Section 8-161(d)(4). . RESOLUTION 2002-001 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE PURCHASE OF TWO ELGIN EAGLE SERIES F STREET SWEEPER BODIES FROM FARIS MACHINERY AS AN EXCEPTION TO THE COMPETITIVE PROCUREMENT PROCESS WHEREAS, Elgin Eagle street sweepers have been reliable and effective in service since the Streets Department began using them in 1996; and WHEREAS, the Streets Department has three Elgin Eagle units in service, with one more to arrive shortly, and the City has received excellent service and support from Faris Machinery; and WHEREAS,the Purchasing Agent has determined that the purchase of the Elgin Eagle street swe--per bodies as an exception to competitive processes is in the best interests of the City, due to the proven reliability of the unit,the reduced maintenance costs and lower lane mile sweeping costs stemming from standardizing on the Elgin Eagle sweeper; and WHEREAS, funds have been budgeted and approved in the Streets Department budget and are available; and WHEREAS, Section 8-161(d)(1)(a) of the Code of the City of Fort Collins authorizes the . Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive bidding process where the Purchasing Agent determines that only one responsible source exists;and WHEREAS, Section 8-161(d)(1)(d) of the Code of the City of Fort Collins authorizes the Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive bidding process where the Purchasing Agent determines that a particular material is required in order to maintain standardization for the purpose of reducing financial investment or simplifying administration; and WHEREAS,the Purchasing Agent has determined that only one responsible source for Elgin Eagle street sweeper bodies exists and that this item is required in order to maintain standardization; and WHEREAS, the Purchasing Agent has submitted the requisite justification to the City Manager for approval; and WHEREAS, the City Manager has reviewed and concurred in that determination for this acquisition; and WHEREAS. Section 8-161(d)(3) requires approval of this purchasing method by the City Council for items costing more than One Hundred Thousand Dollars($100.000)prior to acquisition. • NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the purchase of two Elgin Eagle Series F sweeper bodies, in the amount of ONE HUNDRED EIGHTY-EIGHT THOUSAND, SEVEN HUNDRED SIXTY FOUR DOLLARS ($188,764),as an exception to the City's competitive procurement requirements,is hereby approved.
