RECOMMENDATION Staff and the Art in Public Places Board recommend adoption of the Resolution. FINANCIAL IMPACT The funds for this item have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for the long-term care of the APP art collection. The Mason Transportation Corridor Trail Project art budget is$55,235 to be used for design,materials, installation, and contingency for this project. EXECUTIVE SUMMARY This Resolution approves expenditures of$55,235 for design,materials,installation and contingency for a proj ect with artist Mario Miguel Echevarria to create sculptural elements for Mason Transportation Corridor Trail. BACKGROUND Section 23-303 of the Code, which was added in 1995, established the Art in Public Places Reserve Account, and designated it for use in acquiring or leasing works of art,maintenance,repair or display of works of art,and administrative expenses related to the Art in Public Places Program,in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 020, 1995. The Council permanently adopted the Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998. The Art in Public Places Board("APP Board")moved to select an artist for this project using the Design Consultant Resource List. The Mason Street team interviewed and selected artist Mario Miguel Echevarria. Mr.Echevarria worked with the project team to develop design concepts appropriate to the March 21, 2006 -2- Item No. 18 site.This design concept was reviewed and recommended by the Mason Transportation Team and the APP Board. The APP Board reviewed the design for this project at the Board's regular meeting on February 15, 2006. The artist will design and fabricate sculptural elements that will include community involvement, acknowledge important individuals in Fort Collins history, and welcome the users of the trail. "A Hero's Welcome"is a procession of three open window sculptures that contain figures that wave flags or offer flowers to trail users. Two of the figures will reference Augustine and Agnes Mason, who played important roles in the development ofFort Collins,hence the name`Mason'Street."Affirmation Way"will be a series of four sculptural signs with text developed with community input. Local schools and neighboring communities will be invited to create ceramic tiles to cover the various columns that support these sculptural elements. Each of the windows will be three-dimensional constructions of metal. The windows will appear to be fully opened, each containing one or two figures ornamented in colored mosaic tile extending into the open air. There will be five figures total in A Hero's Welcome. In the last window heading north, a man waves and a woman leans down in an attempt to offer flowers. Metal flowers are inlaid into the concrete pathway beneath her, dropped from her balcony in the exuberance of the moment. These silhouetted figures in the last window reference the 19th century man and woman— Augustine and Agnes Mason, who played important roles in the development of Fort Collins, hence the name 'Mason'street. Each of the three windows will be illuminated from the inside with lighting. At night, the light from inside the windows will silhouette the figures and the windows will appear to float over the trail. These windows will be mounted on top of mosaic tiled concrete columns. The columns are arranged in a staggered pattern in order to simulate the feeling of moving through a neighborhood. These large window sculptures at the south terminus will be accompanied by four smaller signs. The artist will design and fabricate three signs that go beyond the usual "slow down", "stop", "yield", etc. Possible statements could be"U CAN DO IT"or"On the path to greatness", or"Your smile warms up this trail." These steel signs will be mounted atop standard galvanized posts. Although slightly taller than usual, the posts themselves will be adorned with tile similar to the large entryway sculptures. Each sign will have a surprise designed into it. For example, the"U CAN DO IT"sign will have a separate metal pedestrian-shaped figure standing and celebrating atop the triangle shaped sign. The statement is a positive affirmation to encourage the pedestrian to be strong and persevere along the trail. The smaller signs will be spread along the pathway to increase the presence of art along the corridor. The neighboring community will be invited to create ceramic tiles to cover the various l ,.. columns that support the sculptural PP P A6lfk�, elements. The artist will offer workshops with the local community to create these �C tiles. The tiles might contain statements, images and/or anecdotes from their 9 neighborhood. Content will be encouraged to reflect the benefits of community I building, or a theme they collectively feel j � PPP I embodies the corridor. The tiles will follow a consistent color strategy—a gradation of color from warm to cool, muted to ! = - colorful. The target audience will be primarily children from Lopez, McGraw, and Beattie Elementary Schools, and seniors, but it could be opened up to `u°'' ` anyone in the neighboring community, and perhaps the Larimer County Youth Corp.. Unanimously approved. IV. Citizen Participation:none V. Mason Transportation Corridor Project: Ms.Martin outlines the project. Project Team Member Mike Herzig adds that bridges are part of the construction project,and trail work will begin when the freezing stops. The nail is on the east side of the railroad tracks until Harmony Road,where it crosses over to the west side. Project construction began in December 2005. The project has been under development for three years. Construction will end this July if weather permits. There are 3.5 miles of nail in the project. Project artist Mano INfiguel Echevama presents his concept for the site. He will be using,steel,concrete,tile,and lighting elements. The theme is meant to convey positive values. Community involvement will be in the form of file-work on columns that support the window frame structures and signs— reflective of local neighborhood values. There will be three window columns total,each with steel silhouette figure(s) framed in a window. One figure represents Agnes Mason.Mosaic riles will also be added to some of the figures.L.E.D.lights will surround the frame of each window. Other signage elements promote good trail etiquette,a`positive push,'and convey positive energy. These four signs are double sided. Beaty,Lopez,and McGraw Elementary school students will be included for community involvement. Layout of poles is based on the Golden section system of proportion. Ms.Liska-Smith asks,will there be interpretive signage on Agnes Mason? Mr. Echevama and Ms. Martin state that this can be included into the signage. Mr.Needham motions to accept the proposal for the Mason Transportation Corridor Project, Ms.Liska-Smith seconds the motion. Unanimously approved. VI. 2006 APP Work Plan Amendments: Ms.Martin outlines the Work Plan. The Work Plan has been amended as requested by City Council. Ms. Martin states that APP staff is already working on the requests made by Councilmember Karen Weitkenaut. Drafts will be brought to the board at an upcoming meeting. Ms. Wilmsen states that CRB is planning to promote A&H month this October,and would like to tie in APP with that effort. Ms.Hison motions to accept the annual report with amendments. Mr.Russell seconds the motion. Unanimously approved. VII. Board Elections: Ms. Martin outlines the process. Mr.Howe motions to nominate Mr.Needham as Chair. Ms.Liska-Smith seconds the motion. Adjournment: 4:39 p.m. Respect fuJk Sub ed,� W l/phY'YlJ'' Co undlach RESOLUTION 2006-034 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION AN ARTIST TO CREATE ART ELEMENTS FOR THE MASON TRANSPORTATION CORRIDOR TRAIL PROJECT WHEREAS, the City will soon begin work on the Mason Transportation Corridor Trail project(the"Project"); and WHEREAS, pursuant to Section 23-304 of the City Code, one percent of the funds appropriated for the Project was required to be set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund, for use in the acquisition or leasing of works of art; maintenance, repair or display of works of art; and administrative expenses related to the Art in Public Places Program,in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 047, 1998 (the"Guidelines"); and WHEREAS,the Art in Public Places Board(the`Board"),moved to select an artist from the pre-approved Design Consultant Resource list; and WHEREAS,the Mason Transportation Corridor Trail Project Team selected Mario Miguel Echevarria(the "Artist") to create a design concept appropriate to the Project site; and WHEREAS,the Board evaluated the Artist's final design at its regular meeting on February 15, 2006, pursuant to the Guidelines; and WHEREAS,based on that evaluation,the Board voted to recommend the Artist's proposal for artwork at the Project site that will include three open window sculptures containing figures,and four sculptural signs (the "Art Project"); and WHEREAS,the estimated cost to create the Art Project,including commission of the Artist, fabrication, installation and contingency for the Art Project, is $55,235; and WHEREAS, those funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund,and are appropriated as part of the 2006 budget,to provide for the artist design fees, fabrication, installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval,because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby authorizes the expenditure of up to FIFTY FIVE THOUSAND TWO HUNDRED THIRTY FIVE DOLLARS ($55,235) from the Art in Public Places reserve account in the Cultural Services and Facilities Fund for the Art Project consisting of three open window sculptures containing figures, and four sculptural signs, which project is proposed by the artist Mario Miguel Echevarria, and the conceptual design of which was reviewed and approved by the Art in Public Places Board on February 15, 2006.
