RECOMMENDATION: Staff recommc nds adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City has r ceived a grant for the Larimer County Drug Task Force (LCDTF) in the amount of $21,060 from the Colorado Department of Public Safety Division of Criminal Justice for the purchase of a mobile lab trailer to be used in dismantling methamphetamines labs. EXECUTIVE SUMMARY: Intelligence gathered by the Latimer County Drug Task Force (LCDTF) indicates that as many as 777 instances of distribution of methamphetamines and 313 instances of manufacture of methamphetamines occurred between May 2001 and May 2002. During this same time period,45 arrests were rt ade and 52 labs were dismantled. In addition, 16 methamphetamine labs have been dismantled during the first 9 months of this year. In order to better address this problem,LCDTF applied for,and was awarded,a grant in the amount of $21,060 from the Colorado Department of Public Safety Division of Criminal Justice for the period of December 1, 2002 to July 31, 2003, for the purchase of a mobile lab trailer. The purpose of this trailer, which is handicapped accessible and will be available for use by other Northern Colorado law enforcement agencies, is to transport equipment and evidence to and from rural methamphetai nine laboratories and to provide facilities from which officers may work to safely dismantle such labs. The equipped trailer will bring LCDTF into compliance with federal agency safety standards for use in laboratory situations by providing: 1. a safe area for detectives to don protective clothing and equipment; 2. a secure compartment for storage and transportation of evidence and equipment; 3. restroom facilities for extended stays at lab sites; DATE: ITEM NUMBER: 13 4. an eye wash station; 5. decontamination areas; and 6. fans for complete air exchange. ORDINANCE NO. 170, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR POLICE SERVICES FOR THE LARIMER COUNTY DRUG TASK FORCE WHEREAS,intelligence gathered by the LCDTF indicates that as many as 777 instances of distribution of methamphetamines and 313 instances of manufacturing of methamphetamines occurred between May 2001 and May 2002; and WHEREAS, during this same time period, 45 arrests were made and 52 labs were dismantled; and WHEREAS,during the first nine months of 2002, sixteen methamphetamine labs have been dismantled; and WHEREAS, the City of Fort Collins Police Services received a grant from the Colorado Department of Public Safety Division of Criminal Justice,in the amount of$21,060,for the Larimer County Drug Task Force (the "LCDTF'); and WHEREAS, the grant was provided for the purchase of a mobile lab trailer; and WHEREAS, the trailer will be used to transport equipment to and from rural . methamphetamine laboratories and to provide facilities from which officers may work to safely dismantle such laboratories; and WHEREAS,the mobile lab trailer will bring the LCDTF into compliance with federal safety standards for use in laboratory situations; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year. provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,City staff has determined that the appropriation of the Colorado Department of Public Safety Division of Criminal Justice Grant funds as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of TWENTY-ONE THOUSAND SIXTY DOLLARS ($21,060) for expenditure in the General Fund for Police Services for the Larimer County Drug Task Force. i Introduced, considered favorably on first reading, and ordered published this 19th day of November, A.D. 2002, and to be presented for final passage on the 17th day of December, A.D. 2002.
