RECOMMENDATION Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY Ordinance No. 056, 2006, unanimously adopted on First Reading on April 4, 2006, appropriates unanticipated revenue in the Street Oversizing Fund for the Ziegler and Kechter Roundabout Project which includes intersection and arterial street improvements for Ziegler Road, from Kechter Road south to Kinard Junior High School. These street improvements include widening Ziegler Road to minor arterial street standards from its existing two-lane configuration and the construction of a modern roundabout at the intersection of Ziegler Road and Kechter Road. The Fort Collins Loveland Water District will install a 24-inch water main prior to roadway paving and is including some of this work in conjunction with the Project. Roadway improvements include the installation of curb-and-gutter, sidewalks, asphalt paving,bike lanes, and storm sewers. The funds will be used to construct arterial roadway improvements for Zeigler Road, including the construction of a roundabout intersection at Zeigler and Kechter Roads. This project will go to bid as soon as funds are available. These street improvements include widening Ziegler Road to minor arterial street standards from its existing two-lane configuration and the construction of a modern roundabout at the intersection of Zeigler Road and Kechter Road. April 4, 2006 -2- Item No. 15 The construction is planned to begin in June 1, 2006 and be completed prior to the start of fall semester of the Poudre School District on August 16, 2006. BACKGROUND City Council adopted Resolution 2001-120 on September 4, 2001, establishing criteria for arterial intersection analysis and requiring that at any time an arterial/arterial intersection in the City is planned to be substantially improved, an alternative analysis between a traditional signalized intersection and a modern roundabout is required. If a roundabout is recommended as the preferred alternative, then the City Council is required to make a determination on the finding. Following an analysis of intersection improvements and'recommendation by staff planned for the intersection of Kechter and Ziegler Roads,City Council,on May 3,2005, adopted Resolution 2005- 043, authorizing the construction of a modern roundabout at the crossing of Ziegler and Kechter Roads. Ziegler Road and Kechter Road are two-lane arterial roadways with moderate traffic volumes compared to other roadways in the City. However, there are four schools within one mile of the intersection, including a high sch j un' i tw m schools where the majority of students are bussed. Trans atio ff fe i pr in a y is a key design criteria at this location. The Street Oversizing Program is preparing to construct the last leg of Zeigler Road in conjunction with a proposed development by the Everitt Companies, including the intersection of Ziegler Road and Kechter Road. In accordance with City Council policy,anytime an arterial/arterial improvement is planned, an analysis of the intersection for potential placement of a roundabout is required. The analysis included a review of intersection level of service and delay times, automobile emissions/environmental calculations,accident severity and related costs,altemativemode mobility, cost to construct,and spatial requirements for right-of-way acquisition. The analysis concluded that a modern roundabout would be the best intersection design at this location. City Council adopted Resolution 2005-043, concurring with the City Traffic Engineer's recommendation and authorized the construction of a modem roundabout at the crossing of Ziegler and Kechter Roads. At that time, funding was appropriated for the engineering design. Staff has completed the engineering design of the roundabout. Staff met with representatives from the Poudre School District,including personnel from Facilities, Transportation(School Bus),and Training Department,to coordinate implementation ofthe modem roundabout in its programs. A brochure was developed as a"how to" guide, which will be made available for distribution to parents of school children in the area, and incorporated into the orientation of school bus drivers. On the east side,property is being acquired through normal development dedication. Staff is confident a roundabout will reduce vehicle speeds near Fossil Ridge High School, Kinard Junior High, and Zach Elementary School. Research indicates a modem roundabout will virtually eliminate vehicle crashes and injuries at the intersection, even with the introduction of hundreds of inexperienced drivers of high school age into the existing traffic load. Staff believes pedestrians and bicyclists will be safer and congestion will be reduced,even during school drop-off and pick-up times. ORDINANCE NO. 056, 2006 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE STREET OVERSIZING FUND FOR TRANSFER TO THE CAPITAL PROJECTS FUND - TRILBY AND ZIEGLER ROAD IMPROVEMENT PROJECT AND AUTHORIZING THE TRANSFER OF EXISTING APPROPRIATIONS FROM THE STREET OVERSIZING FUND TO THE CAPITAL PROJECTS FUND - TRILBY AND ZIEGLER ROAD IMPROVEMENTS PROJECT TO BE USED TO CONSTRUCT A ROUNDABOUT AT THE INTERSECTION OF ZIEGLER AND KECHTER ROADS WHEREAS,on June 7, 2005, City Council adopted Ordinance No. 61, 2005, appropriating a contribution from the Poudre School District($692,342) and authorizing the transfer of existing appropriations ($498,1 l3) in the Street Oversizing Fund to the Capital Projects Fund to be used construct improvements on Ziegler Road, adjacent to Kinard Core Knowledge Junior High School, from Kechter Road south to Trilby Road; and WHEREAS,the scope of improvements to the aforementioned project included installation of curb-and-gutter, sidewalks, bike lanes from Kechter Road on the north to Trilby Road on the south, and initial design of roundabout improvements at the intersection of Ziegler and Kechter Roads (the"Project'); and WHEREAS, with the aforementioned improvements to be completed this summer, intersection and arteria l improvements associated wit h tth Phase [I of the Project can commence; and WHEREAS, Phase II improvements will include the widening of Ziegler Road to a minor arterial street standard from its existing two-lane configuration,installation of a 24-inch water main, and the construction of a modem roundabout at the intersection of Ziegler and Kechter Roads; and WHEREAS, on May 3, 2005, City Council adopted Resolution 2005-043, authorizing the construction of a modern roundabout at the crossing of Ziegler and Kechter Roads; and WHEREAS,the estimated cost to construct intersection and arterial improvements associated with Phase Ii of the Trilby and Ziegler Road Improvements Project is $1,759,552; and WHEREAS, City staff has identified the following sources to be used to fund the Phase II improvements: Contributions - Everett Enterprises Development $ 309,224 Contributions - Fort Collins-Loveland Water District 551,113 Street Oversizing Fund - Existing Appropriations 899,215 Total $ 1,759,552 WHEREAS, upon completion of the bid process, Phase II improvements to the Trilby and Ziegler Road Improvements Project are scheduled to begin in June 1, 2006 and be completed prior to the start of fall classes for the Poudre School District on August 16, 2006; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins(the"Charter") permits City Council to make supplemental appropriations by ordinance at anytime during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, Article V, Section 10, of the Charter authorizes City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital account to another fund or capital project,provided that the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, the appropriation of the contributions from Everitt Enterprises Development and the Fort Collins-Loveland Water District as described herein will not cause the total amount appropriated in the Street Oversizing Fund budget to exceed the current estimate of actual and anticipated revenues to be received during any fiscal year; and WHEREAS, it is the desire of City Council to appropriate ro riate the sum of $860 337 from contributions within the Street Oversizing Fund,for transfer to the Capital Pro'J Y Projects and Ziegler Road Improvements Project - Phase It, and to authorize the transfer of existing appropriations,totaling$899,215,in the Street Oversizing Fund to the Capital Projects Fund-Trilby and Ziegler Road Improvements Project - Phase It to be used to construct intersection and arterial street improvements for Ziegler Road, from Kechter Road, south to Trilby Road. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated from unanticipated revenue in the Street Oversizing Fund, the sum of EIGHT HUNDRED SIXTY THOUSAND THREE HUNDRED THIRTY-SEVEN DOLLARS ($860,337) for transfer to the Capital Projects Fund - Trilby and Ziegler Road Improvements Project - Phase II, and appropriated therein, to be used to construct intersection and arterial street improvements for Ziegler Road, from Kechter Road, south to Trilby Road. Section2. That the unexpended appropriated amount of EIGHT HUNDRED NINETY-NINE THOUSAND TWO HUNDRED FIFTEEN DOLLARS($899,215)is hereby authorized for transfer from the Street Oversizing Fund to the Capital Projects Fund - Trilby and Ziegler Road Improvements Project - Phase II, and appropriated therein, to be used to construct intersection and arterial street improvements for Ziegler Road, from Kechter Road, south to Trilby Road.
