RECOMMENDATION Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY Vacancies currently exist on the Affordable Housing Board due to the resignation of Jane Phelan and the expiration of the term of Kay Rios.Applications were solicited and Councilmembers Kastein and Ohlson conducted interviews. The Council interview team is recommending Donna Wetzler and Chris Crutcher to fill the vacancies with terms to begin immediately and set forth to expire on December 31, 2007 and December 31, 2009 respectively. RESOLUTION 2006-040 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO THE AFFORDABLE HOUSING BOARD WHEREAS, vacancies currently exist on the Affordable Housing Board due to the resignation of Jane Phelan and the expiration of term of Kay Rios; and WHEREAS, Council wishes to fill said vacancies. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following named persons be appointed as members of the Affordable Housing Board with terms to begin immediately and to expire as set forth each name: Affordable Housing Board Expiration of Term Donna Wetzler December 31, 2007 Chris Crutcher December 31, 2009 Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 4th day of April, A.D. 2006. Why do you want to become a member of this particular board or commission? There are many challenges facing o community in the area of affordable housing, whether rentino or buying. I do not pretend to understand all the issues and obstacles but want to help with the education and advocacy of those seekina to find housing in our city. This application was submitted online on: Jan-27-2006 03:24 PM Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Local Economy. Recent budget cuts have affected some of the services that citizens have come to depend on. Some suggest the board is in ieapardy of being dissolved or merged with another board (HAB).This would be a regressive measure since Fort Collins has a proven record of support on a variety of affordable housing initiatives. The Affordable Housing Summit received national attention I would encourage and work toward actions and policies that need to be reexamined retooled and refined in order to keep the Affordable Housing Board in place for the service of Fort Collins citizens. 2) Widening gap between wages and income in Colorado The income required to buy a home or rent an apartment is increasing at a time when higher Paving lobs are less available and many low-and-moderate-income families struggle to provide necessities The mission of the board should be to support the preservation and production of affordable housing in our city, using the private sector and the government to find solutions that are realistic and applicable Some sources are also budget-restrained now and that adds to our challenge as avocates of affordable housing 3) The NIMBY issue There continues to be resistance to affordable housing projects by residents and businesses of Fort Collins In general our community seems to be generous and willing to donate time and money for affordable housing projects until the project gets too close to home 1 do not have an immediate solution to this bias or how to help overcome it But I do know from speaking with a member of the Affordable Housing Board that this is an issue. I would like to know how other communities have dealt with this and their successes. List any abilities, skills,certificates, specialized training,or interests you have which are applicable to this board or commission: Bachelors in Bus Admin.,concentraction in Real Estate and Finance CSU,2000. Associates Degree, Accounting, Front Range Community College 1994 Certified New Home Sales Professional (CSP)through HBA earned in 2003. Please specify any activities which might create a serious conflict of interest if you should be appointed to this board or commission: can not think of any. XYes ❑ No Comments: There was no meeting held in January but I plan on attending the February board meeting I spoke with Michelle Jacobs a current board member, whom I know from the Northern Colorado Home Builders Association.
