SUBJECT:
Second Reading of Ordinance No. 146, 1999, Appropriating Unanticipated Revenue in the
Transportation Services Fund and Authorizing the Transfer of Appropriations for the Purpose of

RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Ordinance No. 146, 1999,which was unanimously adopted on First Reading on September 21, 1999,
appropriates unanticipated revenue for the purpose of updating the Access Control Plans(ACPs)for
South College (US287) and Harmony Road (SH68).

FINANCIAL IMPACT:
The total funding for this project is $48,681. The funding from the NFRT&AQPC is from its
"Unified Planning Work Program"and represents$38,945 of federal funds. Transportation Planning

EXECUTIVE SUMMARY:
The purpose of this project is to update the Access Control Plans(ACPs)for South College(US287)
and Harmony Road (SH68). These ACPs were originally completed in 1988/1989 and need to be
updated to reflect the land use and hgnspo n changes experienced in these areas over the.last
10 years. The Plans also need to be brought' nfortance wjttli the new State Highway Access
o..,.
Code categories designated forthese corridors. he'updated Plans will be developed jointly by the
City and Colorado Department of—T ansportation staff. The work-effort will include analysis of the
current and projected traffic data and landuse changes/development activity trends. Staff will also
work directly with property owners along each of the corridors as well as hold public open house
meetings to address the concerns of area residents and business owners. As part of this project,the
City and CDOT will be required to amend their existing Intergovernmental Agreements (IGAs)
related to these Access Control Plans in order to reflect the necessary revisions/updates. Staff
anticipates bringing the updated ACPs and amended IGAs to City Council in the spring of 2000.
BACKGROUND:
As background,the principles of access management include establishing the type of allowed access
points (ex. a full movement, signalized intersection vs. a median controlled right-in/right-out
driveway)and setting the desired spacing of access points in order to maximize roadway capacity,

reduce traffic congestion, and enhance safety due to fewer turning conflicts and delays. In order to
achieve the most effective results,it is best to implement access management strategies on a corridor
wide basis rather than a parcel by parcel approach.
Given the high level of development activity and traffic growth that has been experienced by the
southern portion of the Fort Collins community since these plans were originally composed in
1988/89,City staff believes it is very important to bring the existing Access Control Plans for South
College Avenue and Harmony Road up to date.
In addition,City staff recently worked with the Colorado Department of Transportation(CDOT)to
develop new highway categories according to the; evise&State Highway Access Code. These
categories were selected based upon evaluatiori�oflhe current and projected traffic operations of
these roadways as well as the City ad ped Mi&e Street Plan and the City Plan `Structure Plan".
Staff considered how these roadways serve local traffic within Fort Collins as well as the regional
significance these roadways provide for travelers from other parts of the North Front Range region.
Based upon this process,the category for South College(US287)is a Non-Rural Arterial "B" from
Swallow Road to Harmony Road and a Non-Rural Arterial"A"from Harmony Road to County Road
32. The category for Harmony Road(SH68)is a Non-Rural Arterial "A" from South College to I-
25. (Please see attached Resolution regarding the revised access categories). The updated Access
Control Plans will be done in conformance with the new State Code requirements.
As part of this project, the:Citty and'�CDQT_Ti;+'rll;,be required to amend their existing
Intergovernmental Agreements•(IGAs)related i6-.these,Access Control Plans in order to reflect the
necessary revisions/updates. Staff anticipates bnngn the updated ACPs and amended IGAs to City
Council in the spring of 2000.
City staff is planning to use the consulting services of Felsburg, Holt, &Ullevig to assist with the
preparation of these ACP updates.
Additional City projects concerning access management based upon the new State Highway Access
Code include current projects forNorth College,Jefferson,Riverside,and Mulberry. Access Control
Plans are being developed for these corridors with the anticipated completion date of January 2000.
These plans will also need to incl1Ze1ep " e4nte tal-Agreements between the City of
