RECOMMENDATION: Staff recommends adoption of the Resolution. FINANCIAL IMPACT: Funds for the contract are included in the 2000 and 2001 budget of Police Services, and funds for the contract have been appropriated for 2000. 0 EXECUTIVE SUMMARY: The City of Fort Collins has contracted with the Humane Society for Latimer County for animal control services for the past eighteen years. The contract requires a wide variety of equipment and services including: public education;maintaining and equipping a shelter facility; veterinary care; humane and modern vehicles equipped for transporting animals; radios; uniforms; administration of the pet licensing program;furnishing humane traps as appropriate;maintaining adequate liability insurance; quarterly reports to our Director of Finance; pick-up and disposal of dead animals, and generally respond to animal-related calls for services within the City. There is no other known organization, entity or individual capable of performing these services. The proposed contract for 2000 totals $257,000. This is an increase of$30,953, or 13.65% over 1999. The proposed contract for 2001 totals $269,000. This is an increase of$12,000, or 4.67% over 2000. Increases have been budgeted to offset increasing operation costs for both the shelter and Animal Control, and to provide better customer service for citizens calling the Society directly. j The contractual relationship between the City and the Humane Society for Latimer County remains II iexcellent, with the Society dedicated to providing professional animal control enforcement and education to the community. I RESOLUTION 2000-49 OF THE COUNCIL OF THE CITY OF FORT COLLINS . AUTHORIZING THE PURCHASING AGENT TO PURCHASE ANIMAL CONTROL SERVICES FROM THE HUMANE SOCIETY OF LARIMER COUNTY FOR 2000 AND 2001, AS AN EXCEPTION TO COMPETITIVE PURCHASING PROCEDURES WHEREAS, Section 8-160 (d)(1)(a) of the Code of the City of Fort Collins authorizes the Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive bidding process where the Purchasing Agent determines that only one responsible source exists;and WHEREAS, the Purchasing Agent has determined that only one responsible source exists to provide adequate professional animal control enforcement,public education,animal shelter and related care,transportation of animals,and pick up and disposal of dead animals,and has submitted the requisite justification for such determination to the City Manager for approval; and WHEREAS,the City Manager has reviewed and approved the justification for this service; and WHEREAS, Section 8-160(d)(3) of the City Code requires approval of this purchasing method by the City Council for items costing more than One Hundred Thousand Dollars($100,000) prior to acquisition. NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby approves as an exception to the City's competitive purchasing procedures in accordance with City Code Section 8-160(d)(3),the acquisition of services for 2000 and 2001 from the Humane Society of Larimer County for the operation and management of the animal shelter,including the maintenance and operation of all physical plant facilities necessary for the efficient operation of said shelter; the provision of such necessary personnel trained in the area of animal control; the provision of uniforms to all animal control enforcement officers; and the provision of humane and modern vehicles for the safe transportation of animals for a total payment of$257,000 in 2000 and$269,000 in 2001,together with retained impoundment and license fees.
