ITEM NUMBER: 20 AGENDA ITEM SUMMARY DATE: February 7, 2006 FORT COLLINS CITY COUNCIL STAFF: Karen McWilliams SUBJECT First Reading of Ordinance No. 021, 2006, Designating the Kirby/Wade House and Historic Garage, 816 Laporte Avenue, as a Fort Collins Landmark Pursuant to Chapter 14 of the City Code. RECOMMENDATION The Landmark Preservation Commission and staff recommend adoption of the Ordinance on First Reading. At a public hearing held on January 25, 2006, the Landmark Preservation Commission voted unanimously to recommend designation of this property as a landmark for its historical and architectural significance to Fort Collins under Landmark Standards (1) and (3). EXECUTIVE SUMMARY The owner of the property, Thomas Trumbower, is initiating this request for Fort Collins Landmark designation for the Kirby/Wade House and Historic Garage. Built in 1905 for the John E. Kirby family, this historic five-room frame cottage at 816 Laporte Avenue is over 100 years old. A longtime fixture along this West Side neighborhood thoroughfare, the house is a very nice example of working-class residential architecture. The vernacular hipped roof dwelling, with projecting front gable, exhibits very good integrity. The historic front-gable frame garage, likely dating to 1927, is also architecturally significant to the property. A non- historic side gable workshop/garage exists on the property. While built to be compatible with the architecture of the property, this outbuilding does not have historical or architectural significance, and is considered a non-contributing element of the property. BACKGROUND The Kirby/Wade House is a single story, wood frame home on a sandstone foundation. The house is clad with painted white horizontal weatherboard siding, with red corner boards. It has a moderately pitched hipped roof with an intersecting gable. The gable features eave returns and imbricated shingles in the gable end. The front porch comprises the east half of the fagade. The porch has Tuscan columns supporting a low pitched hip roof. Two entry doors lead from the porch to the home's interior, one with a beautiful oval light. A historic hipped-roof mud-porch extends across most of the rear elevation, with both beadboard and weatherboard siding and multi-light windows. The rear porch was enlarged, likely in the fall of 1941, when a building permit was sought for unspecified "repairs on porches & bathroom." The home has very good architectural integrity. February 7, 2006 -2- Item No. 20 The property contains a historic, rectangular plan garage, built of white horizontal weatherboard siding, with red corner boards and trim. This garage likely dates to 1927, when James Wade received a building permit for a garage, expected to cost $300 to construct. The garage features a moderately pitched front gable roof, with exposed rafter ends. A set of paired wood plank side-hinged garage doors are located on the south elevation. Vehicular access to the garage is provided by means of a concrete strip drive from Laporte Avenue, which extends along the east side of the house. A non-historic side-gable garage/workshop building exists on the property. Built about fifteen years ago, this building apparently utilized older siding and window materials in its construction, making it appear to be older than it is. While not detracting from the historic and architectural character of the property as a whole, this building is of too recent construction to have significance, and would be considered a non-contributing element of the property. The Kirby/Wade House's first occupants were the family of John and Katherine Kirby. Mr. Kirby earned his living as a barber. Circa 1920 the home was purchased by Samuel and Zerelda Wade. Retired, the Wades lived in the home with their two sons. James Wade was a fireman, and in 1914, when the City Commissioners voted to make the transition from a volunteer fire department to a paid department, James Wade was hired as one of the city's first professional fire fighters. When he died, his funeral procession was led by the City's Fire Engine No. 1, draped in black, and his fellow firefighters served as his honorary pallbearers. In the 1980s, the Kirby/Wade property became a rental. Tom Trumbower rented the property in the 1990s, and, following the death of the property's owner, Tom purchased the residence in 1996. Community Planning and Environmental Services Advance Planning Department City of Fort Collins RESOLUTION 2, 2006 OF THE CITY OF FORT COLLINS LANDMARK PRESERVATION COMMISSION RECOMMENDING LANDMARK DESIGNATION OF THE KIRBY/WADE HOUSE and HISTORIC GARAGE 816 LAPORTE AVENUE, FORT COLLINS, COLORADO WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of sites, structures, objects, and districts of historical, architectural, or geographic significance, located within the city, are a public necessity and are required in the interest of the prosperity, civic pride and general welfare of the people; and WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic standing of this city cannot be maintained or enhanced by disregarding the historical, architectural and geographical heritage of the city and by ignoring the destruction or defacement of such cultural assets; and WHEREAS, the Kirby/Wade House and Historic Garage has individual significance to Fort Collins under Landmark Preservation Standards (1) and (3), as a good example of a vernacular hipped roof dwelling with projecting front gable, with very good integrity, and because the property, which contains a historic dwelling, historic garage, and non-contributing, non-historic workshop/garage, is also significant as a very nice example of working-class residential architecture that has contributed to its Laporte Avenue neighborhood for over 100 years; and WHEREAS, the Landmark Preservation Commission has determined that the Kirby/Wade House and Historic Garage meets the criteria of a landmark as set forth in Section 14-5 of the code and is eligible for designation as a Fort Collins Landmark; and WHEREAS, the owner of the property, Thomas Trumbower, has consented to such landmark designation. Revised 09-2004 Page 2 HISTORICAL INFORMATION The Fort Collins Weekly Courier of December 27, 1905 provides documentation that the Kirby/Wade House, at 816 Laporte Avenue, was constructed that year by the contracting firm Golden and Runyan. Golden likely refers to Will Golden, a carpenter who lived nearby at 616 Laporte Avenue, and Runyan was likely J.E. Runyan, also a carpenter. The home's first occupants were the family of John E. Kirby and his wife Katherine, or Katie, as she was commonly known. Mr. Kirby earned his living as a barber, working at various times in partnerships with Harry C. Schreck, Bert H. McCarty, and with Will Burlingame, who lived across the street at 813 Laporte. In 1906, shortly after this home was built, Kirby had a shop in the basement of the Elks Building on Linden Street. The Kirbys remained in the home for only a few years. By 1908, the property was occupied by Charles D. and Mrs. Hunt. Charles Hunt was a practitioner of the viola, and gave lessons in the Forrester Block. The next year, the home was empty, followed in the early 1910s by a brief occupancy by Charles Manke. In the late 'teens or early twenties, ownership of the home was transferred to Samuel and Zerelda Wade. Samuel Wade was born in Virginia on February 3, 1846. A Civil War Veteran, he and his wife Zerelda, moved to Fort Collins in the late 1890s. Five of their seven children, sons James, Charles, Lewis and Fred, and daughter Nellie all settled in Fort Collins, while daughter Florence lived nearby in Loveland. (The last child, Mrs. Burton Farris, lived in Washington.) Sons James and Charles lived with their parents in the Laporte Avenue home. Charles earned his living as a painter. James was a fireman, serving first with the volunteer fire department. In June 1914, when the City Commissioners voted to make the transition from a volunteer department to a paid full-time department, James Wade became one of the city's first professional fire fighters. James never married. He lived with his parents during their old age, and remained in the family's home after their deaths, Zerelda Wade in 1925 and Samuel Wade in 1928. James Wade lived to be 71, passing away on June 19, 1941. His funeral procession to his burial place in the Firemen's Lot at Grandview Cemetery was led by Fire Engine No. 1, draped in black, and his fellow firefighters served as his honorary pallbearers. Following James Wade's death, the property was sold to Paul S. and Ella Moe. The Moes owned the home for the next four decades, enjoying their retirement years in this charming cottage. Ella Moe lived to be 92 years old, passing away on January 2, 1971. Paul Moe lived until October 1979. The residence was then occupied for six years by Thomas E. Aurand, a Colorado State University student, followed by a series of fairly short term tenants, including, in the 1990s, Tom Trumbower. In 1996, following the death of the property's owner, Vernon Willey, Tom purchased the residence for his own. Today, the dwelling serves as the home of Tom and Kelly Trumbower and their young daughter, Marley. Tom and Kelly are both from the Shenandoah Valley region of Northern Virginia. Tom came out to study at CSU and loved Colorado so much that he stayed. The couple met in Virginia in 2003. Shortly thereafter, Tom moved Kelly across the country. Tom is a carpenter specializing in custom decks. He also builds rustic furniture on the side. Kelly stays home with daughter Marley, and enjoys throwing pottery in her spare time. Revised 09-2004 Page 3 ARCHITECTURAL INFORMATION Construction Date: 1905 Architect/Builder: Golden & Runyan, Builders Building Materials: Wood Frame on Sandstone Foundation Architectural Style: Vernacular hipped roof dwelling with projecting front gable Description: The Kirby/Wade House was constructed in 1905 as a single story wood frame home on a sandstone foundation. The house is clad with painted white horizontal weatherboard siding, with painted red 1-inch x 4-inch corner boards. It has a moderately pitched hipped roof over the main mass, and an intersecting gable on the west end of the north elevation (fagade). The gable features eave returns and imbricated shingles in the gable end. The roof, which has boxed eaveE is covered in asphalt composition shingles. A historic red brick chimney is located at the roof's peak. Windows are predominately 1-over-1 double-hung sash, with painted white wood frames and painted red wood surrounds, with simple wood pediments. Two non-original wood steps lead to the front porch, which comprises the east half of the fagade. The porch features a wood floor, painted white Tuscan columns, and a low pitched hip roof. Two entry doors lead from the porch to the home's interior. Both are painted white wood paneled doors, with painted white wood frame screen doors. The east-facing door has a beautiful oval light. A low pitched hipped roof mud-porch addition extends across most of the rear elevation. The rear entry door is flanked by a 16 light window and an 8-light window, set above vertical bead board siding. These windows appear to date to the 1930s or early 1940s, and may have been changed out at the same time that the mud porch was extended to the east, utilizing horizontal weatherboard wood siding. This work may have occurred in the fall of 1941, when a building permit was sought by L.F. Wade on September 10 of that year for unspecified "repairs on porches & bathroom." The property contains a historic, rectangular plan garage, built of painted white horizontal weatherboard siding, with 1-inch by 4-inch painted red corner boards and trim. This garage may date to the late 1920s. On May 3, 1927, James Wade received a building permit for a garage, expected to cost approximately $300 to construct. The garage features a moderately pitched front gable roof, with brown asphalt composition shingles laid over I wood decking and 2x wood rafters; the rafter ends are exposed beneath the eaves. A set of paired wood plank side-hinged garage doors are located on the south elevation. Vehicular access to the garage is provided by means of a concrete strip drive from Laporte Avenue, which extends along the east side of the house. A single entry door is located at the east end of the west elevation. The west elevation also contains a 9-light hopper window. A new non-historic side-gable garage/workshop building exists on the property. Built of white painted wood weatherboard, with red corner boards and trim, this relatively large accessory building has windows in wood surrounds, boxed eaves and an asphalt shingle roof. A 9-light paneled single entry door is located on the south elevation. Four symmetrically placed skylights pierce the building's roof on the south elevation. This Revised 09-2004 Page 4 building apparently utilized older siding and window materials in its construction, making it appear to be older than it is. According to the property's owner, Tom Trumbower, the building was erected by the previous owner, Vernon Willey, only about fifteen years ago, in the early 1990s. While not detracting from the historic and architectural character of the property as a whole, this building is of too recent construction to have significance, and would be considered a non-contributing element of the property. The home has very good architectural integrity. Historical photographs show that at an unspecified time prior to 1948, the front porch was enclosed with wood frame half walls, and glass windows. By the 1980s or 1990s, a photograph shows that the window openings were covered with plastic sheeting. In 1998, the half walls and window frames were removed and the porch's Tuscan columns refurbished, returning the home to its current, more historically appropriate appearance. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property known as the Kirby/Wade House and Historic Garage and the adjacent lands upon which the historical buildings are located, in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit: East'/<ofLot 29 and West'/z ofLot 30,Block 292,West Side Addition,Fort Collins, together with the Vacated Portion of Laporte Avenue adjacent to the Property on the South also known as 816 Laporte Avenue is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
