First Reading of Ordinance No. 171,2005,Amending Section 2-474 of the City Code Pertaining to
the Membership of the Fort Collins Housing Authority.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY
The Board of Commissioners of the Fort Collins Housing Authority has requested that its
membership be decreased from nine members to seven members because a seven-member body
would be more manageable and would still allow for proper representation from related fields and
backgrounds. Section 29-4-205, C.R.S., provides that the Housing Authority shall consist of no
more than nine commissioners appointed by the Council. This Ordinance would amend Section 2-
474(2) of the City Code to reflect the change recommended by the Commissioners.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING SECTION 2-474 OF THE CODE OF THE
CITY OF FORT COLLINS PERTAINING TO THE
MEMBERSHIP OF THE FORT COLLINS HOUSING AUTHORITY
WHEREAS , the City Council has, in Section 2-473 of the City Code, established a Housing
Authority (the "Authority"), and the commissioners of such Authority have been appointed in the
manner provided in Section 2-474(2) of the Code and Section 29-4-205 , C .R. S . ; and
WHEREAS, Section 29-4-205 , C .R. S . , provides that the Housing Authority shall consist of
no more than nine commissioners appointed by the Council ; and
WHEREAS , the Authority currently consists of nine commissioners ; and
WHEREAS , the Authority has recommended that the number of commissioners be reduced
from nine to seven; and
WHEREAS , the Council wishes to accommodate the Housing Authority's request to decrease
its membership to seven members.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that subparagraph (2) of Section 2-474(2) of the Code of the City of Fort Collins is
hereby amended so as to read in its entirety as follows :
Sec. 2-474. Membership ; term.
(2) Alternatively, the authority shall consist of mire--(9)seven (7)
commissioners appointed as set forth in Section 29-4-205 , C.R. S . One ( 1 )
of such commissioners may be a city official. Under this method of
appointment, each commissioner shall serve without compensation for a
term of five (5) years . No commissioner shall serve more than two (2) full,
consecutive terms .

OF THE FORT COLLINS HOUSING AUTHORITY
DECREASING BOARD SIZE TO SEVEN MEMBERS
WHEREAS, State law specifies that housing authority boards of commissioners
be comprised of no less than five and no more than nine members including the resid t
commissioner;and
WHEREAS2'1'lte Fort Collins Housing Authority Board of Commissioners
determined that a sever member board is more manageable and will still allow for pm per
representation from related fields and backgrounds; and
WHEREAS,the Fort Collins City Council must pass the necessary resolution for
this change.
NOW,THEREFORE,BE RESOLVED BY THE BOARD OF
COMMISSIONERS OF THE FORT COLLINS ROUSING AUTHORITY that a
request be made to the Fort Collins City Council to reduce the size of the Board of
Commissioners from nine(9)to seven(7)members. Dated this 27'"day of October
