SUBJECT:
Second Reading of Ordinance No. 8, 2000, Appropriating Unanticipated Revenue in the
Transportation Services Fund and Authorizing the Transfer of Appropriations to be Used for the
Design and Construction of the Timberline Road Bikeway Project.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
The contract between the City and CDOT will allow work to proceed to prepare preliminary design
plans and final engineering documents, as well as complete construction of the Timberline Road
bikeway project. The scope of this project will include design and construction of bikelanes along
Timberline Road from Willow Springs Way/County Road 36 south to Trilby. Ordinance No. 8,
2000, was unanimously adopted on First Reading on January 18, 2000.

BACKGROUND:
Timberline Road south of Harmony to Trilby Road was identified by the City of Fort Collins Bicycle
Program Plan (1995) has a high priority for improvements. The northern portion of the bikelane
improvements along this section of Timberline (from Harmony south to Willow Springs) was
completed last year via the City's Street Oversizing fund as part of the development-related
improvements in this area. TEA-21 funds are now available to the City from CDOT in order to
complete the southern portion of the bikelane improvements along this corridor (from Willow
Springs to Trilby). This is a much needed safety improvement due to the current lack of roadway
shoulders and the heavy bicycle (and vehcular)Uaffic along this segment of Timberline.
Once this segment of bikelan&&�ds-complete; thei'evwill be�Ca_continuous bikelane system on
Timberline Road/County Road I 1 from the north end of Loveland to International Boulevard on the
northern side of Fort Collins. This continuous link in the Fort Collins' bikeway system provides a
safer and more direct travel route for local and regional cyclists and is an important accomplishment
toward the implementation of the City's Bicycle Plan.
