GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED 1. Is Council interested in pursuing alternative funding for library services through the formation of a Library District or Library Authority? 2. Does Council have a preference for a Library District or a Library Authority? BACKGROUND The use of our libraries has risen steadily each year (annual circulation has doubled, from one million to two million items since 1997)but funding has been declining since 2002. About 15%of library cardholders live outside of Fort Collins, and the very modest amount of funding provided by the County to serve non-residents was discontinued in 2000. The City's continued ability to provide high quality library services to its citizens is at risk. Pursuant to Council direction City staff met with representatives from the County and other libraries in the County last year to discuss alternative funding options, and particularly options that would secure revenue from non-residents utilizing City library services. The group concluded that the formation of a Library District or a Library Authority was the most effective method for securing stable, long-term funding for library services from everyone using these services. The attached Power Point slides explain the need for an alternative funding source for library services. The commonalities and key differences between Library Districts and Authorities, and their pros and cons are also explained. Staff is recommending that the amount of revenue from a District or Authority should be set at a level sufficient to replace existing General Fund support (about $3.5 million), reinstate recent service reductions and operate a new southeast branch.
