RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This Ordinance appropriates $1,687,389 in anticipated General Fund revenues. Council did not appropriate the total estimated General Fund revenues when adopting the 2001 Annual Appropriation Ordinance, thereby leaving General Fund revenues available to appropriate for 110 this purpose. EXECUTIVE SUMMARY: City Council adopted the 2001 Classified Employees Pay and Classification Plan in January 2001. At that time, it was noted that an additional appropriation would be necessary to fully fund the Police Services Pay Plan and that an appropriation ordinance would be submitted to City Council in the first quarter of 2001. BACKGROUND: In accordance with City policy, an annual survey is conducted to set City pay ranges at the market 70th percentile. This was completed and the results reported to City Council in December 2000. On January 2, 2001, Council adopted on Second Reading Ordinance No. 191, 2000, adopting the 2001 Classified Employees Pay and Classification Plan. This plan outlines the pay structure, at the 70th percentile, for all classified positions. Appropriations to cover the updated market rates were included in the 2001 budget appropriations approved by Council, except for a portion of the Police Services Pay Plan. It was noted that a supplemental appropriation would be necessary in 2001 to cover the Pay and Classification Plan as it applied to Police Services. Ordinance No. 30, 2001 is the supplemental appropriation of available General Fund revenues in the amount of$1,687,389. ORDINANCE NO. 30, 2001 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING AVAILABLE REVENUE IN THE GENERAL FUND FOR TIIE 2001 POLICE SERVICES PAY PLAN WHEREAS, in January, 2001, Ordinance No. 191, 2000 (the "Ordinance") was adopted by the City Council approving the 2001 Classified Employees Pay and Classification Plan; and WHEREAS, the financial impact statement that accompanied the Ordinance stated that "funding for the Pay and Classification Plan will be accomplished with existing funds, as proposed by the 2001 budget with the support of a supplemental appropriation in 2001 for Police Services"; and WHEREAS, it has been determined that supplemental appropriations in the amount of $1,687,389 are needed for the Police Services Pay Plan; and WHEREAS, Council did not appropriate the total estimated General Fund revenues when the 2001 Annual Appropriation Ordinance was adopted; and WHEREAS, these funds for the Police Services Pay Plan are available from the General Fund 2001 revenue which has not been appropriated in 2001; and WHEREAS, Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from available revenue in the General Fund the sum of ONE MILLION SIX HUNDRED EIGHT-SEVEN THOUSAND THREE HUNDRED EIGHTY- NINE DOLLARS($1,687,389)for expenditure in the General Fund for the Police Services Pay Plan. Introduced and considered favorably on first reading and ordered published this 20th day of February, A.D. 2001, and to be presented for final passage on the 6th day of March, A.D. 2001.
