First Reading of Ordinance No. 13,2001,Appropriating Unanticipated Revenue in the Water Fund
Master Plan Facilities Project.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY:
An Intergovernmental Agreement between the Soldier Canyon Filter Plant and the City of Fort
Collins provides for water sharing between the water treatment facilities owned by the two entities.
The City of Fort Collins Utilities, using funds appropriated for the Water Master Plan Facilities
Project, built a 24-inch pipeline with flow control and metering facilities between the two plants.
The Soldier Canyon Filter Plant has reimbursed the City$554,883 for its share of the project costs.
An appropriation of this amount is needed in order to makd the Master Plan Facilities Project budget
complete. This Ordinance appropriates the amount received as unanticipated revenue for Water
Fund Master Plan Facilities Project.
ORDINANCE NO. 13, 2001
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
WATER FUND MASTER PLAN FACILITIES PROJECT
WHEREAS, the City of Fort Collins Utilities, using funds appropriated for the Water
Facilities Master Plan, has built a 24-inch pipeline with flow control and metering facilities
interconnecting the City's Water Treatment Facility and the Soldier Canyon Filter Plant; and
WHEREAS, an intergovernmental agreement was established between the Soldier
Canyon Filter Plant and the City of Fort Collins for the purpose of allowing the two facilities to
share water; and
WHEREAS, in accordance with the intergovernmental agreement the Soldier Canyon
Filter Plant has reimbursed the City for its share of the expenses related to the construction of the
line in an amount of$554,883; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the
City Council to make supplemental appropriations by ordinance at any time during the fiscal
year, provided that the total amount of such supplemental appropriations, in combination with all
previous appropriations for that fiscal year do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, it is the desire of the Council to appropriate $554,883 from the Soldier
Canyon Treatment Plant in the Water Fund Master Plan Facilities Project.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that there is hereby appropriated for expenditure in the Water Fund the sum of
FIVE HUNDRED FIFTY-FOUR THOUSAND EIGHT HUNDRED EIGHTY-THREE
DOLLARS ($554,883) for the Master Plan Facilities Project.
Introduced, considered favorably on first reading, and ordered published this 6th day of
February, A.D. 2001, and to be presented for final passage on the 20th day of February, A.D.
2001.
