RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: City Council adopted the 2001 Classified Employees Pay and Classification Plan in January 2001. At that time, it was noted that an additional appropriation would be necessary to fully fund the Police Services Pay Plan and that an appropriation ordinance would be submitted to City Council in the first quarter of 2001. Ordinance No. 30, 2001, was unanimously adopted on First Reading on February 20, 2001. Council did not appropriate the total estimated General Fund revenues when adopting the 2001 Annual Appropriation Ordinance, there via ne emips available to appropriate for this purpose. EXECUTIVE SUMMARY: City Council adopted the 2001 Classified Employees Pay and Classification Plan in January 2001. At that time, it was noted that an additional appropriation would be necessary to fully fund the Police Services Pay an d at a o y nance would be submitted to City Council in the first quart of 2001 BACKGROUND: In accordance with City policy, an annual survey is conducted to set City pay ranges at the market 70th percentile. This was completed and the results reported to City Council in December 2000. On January 2, 2001, Council adopted on Second Reading Ordinance No. 191, 2000, adopting the 2001 Classified Employees Pay and Classification Plan. This plan outlines the pay structure, at the 70th percentile, for all classified positions. Appropriations to cover the updated market rates were included in the 2001 budget appropriations approved by Council, except for a portion of the Police Services Pay Plan. It was noted that a supplemental appropriation would be necessary in 2001 to cover the Pay and Classification Plan as it applied to Police Services. Ordinance No. 30, 2001 is the supplemental appropriation of available General Fund revenues in the amount of$1,687,389.
