Please call 221-6515 (TDD 224- 6001)for assistance. WORK SESSION January 13, 2009 1. Call Meeting to Order. 2. Net MeteringRates. (1 hour discussion) The purpose of this work session is to discuss the maximum net metering level to be defined in Fort Collins Utilities rates. Establishment of this maximum will not preclude the City from establishing net metering agreements above the maximum threshold set in rates. Generating levels greater than the maximum will require the establishment of a special agreement between the customer and the City. 3. Electric Service Code Changes. (90 minute discussion) Proposed changes to Chapter 26 of the City Municipal Code clarify that the City's Utility is the sole provider of retail electric service within the City. The revised Code has been drafted with the goal of addressing three key issues. The first is the establishment of service territory protections similar to those afforded investor owned utilities, rural electric associations and other municipal utilities throughout the State. The second goal is to align service area definitions with bond holder expectations. The third goal is to support the development of renewable generation projects, including those owned by third-party entrepreneurs selling electricity at retail within City limits. 4. Placement of Portable Signs in the Public Right-of-way in the Downtown Area. (1 hour discussion) The City of Fort Collins Municipal Code currently prohibits the placement of portable signs in the public right-of-way (ROW). Portable signs, generally known as "sandwich board" or "a-frame" signs, are a common type of advertising device in many downtown areas and other areas that are predominantly pedestrian oriented. There has been interest expressed by some in the downtown business community in legalizing the use of such signs in the downtown area. The purpose would be to display menus and other information for downtown businesses in a way that would enhance the downtown pedestrian experience. 5. Other Business. 6. Adiournment.
