GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED 1. Do the Policy Goals in the attached draft document capture City Council's goals for the coming two years? 2. Are there other "Potential Approaches and Actions" that Council would like to provide for staff as it develops work plans for achieving Council's goals? 3. Of the "Potential Approaches and Actions" which would City Council members deem to be "high priority?" 4. Does Council wish to develop an overall Vision statement based on that proposed by Mayor Hutchinson? On September 6, City Council and staff met in work session to review a second draft of Council's 2005-2007 Policy Agenda. The draft was based on discussions by City Council at the August 5 Council retreat. The purpose of this work session was to make changes to the draft document, including additions, deletions and editorial changes. City Council members offered ideas about a number of items they wished to see added to the list as either Policy Goals or project suggestions. Staff has compiled the input from the September 6 work session with the previous draft and synthesized the information to create a third draft of the Policy Agenda that categorizes items from the list as either Policy Goals or "Potential Approaches and Actions." Staff is also in the process of analyzing which projects or goals are already underway. Council members should note that the far right column of the Policy Agenda draft includes a place for individual Council Members to identify any approaches or actions which they deem to be "high priority." If individual Council Members can provide this information to staff at the conclusion of the meeting, the combined tally of all Council Members can be developed for Council's next steps in finalizing the Policy Agenda. An "x" placed next to the individual item will provide enough direction for staff to compile the data. At the September 6 work session, Council also agreed to discuss developing a Vision Statement to be included in the Policy Agenda. Mayor Hutchinson suggested considering the following draft statement as Council works to develop one that all can agree to: "Quality of life is a careful balance among environment, community and economy.
