EXECUTIVE SUMMARY: Ordinance No. 175, 1999,which was unanimously adopted on First Reading on November 16, 1999, appropriates unanticipated revenue in the General Fund for the Cities for Climate Protection Campaign that Fort Collins joined in 1997. RECOMMENDATION:Staff recommends adoption of-fie Ordinance on`First Readm �, FINANCIAL IMPACT: This action will allow the City to spend $9,175 received from the International Council for Local Environmental Initiatives (ICLEI). EXECUTIVE SUMMARY: This Ordinance appropriates$9,175 of unanticipated revenue in the General Fund for the Cities for Climate Protection Campaign that Fort Collins joined in 1997. The funds are part of a grant to the City for use by the Natural Resoureeg-Hepar♦mant t etpdevelopment of our Local Action Plan to Reduce Greenhouse Gas Emissions! Ptis atnount!r ` seis the second half of the City's grant allocation,to be received in 1999 upon tlbmittal oftTie final r�ort to ICLEI. BACKGROUND: In 1997, Council adopted Resolution 97-97,authorizing Fort Collins' participation in the Cities for Climate Protection Campaign. Participation in the campaign, which is sponsored by the nonprofit International Council for Local Environmental Initiatives(ICLEI),Public Technology,Inc.,and U.S. Environmental Protection Agency, involves conducting an audit of current greenhouse gas emissions in the city,setting a greenhouse gas reduction target,and developing a Local Action Plan for meeting that target. The City applied for and received a"Local Action Plan Development Grant" from ICLEI to assist in developing the City's Local Action Plan. A total of $18,150 awarded by ICLEI, with an additional$6.725 of in-kind match provided by the City of Fort Collins. Grant funds were awarded ')ATE: November 16, 1999 2 ITEM NUMBER: 14 to reimburse $8,750 worth of staff time and will provide $9,600 for a local Pollution Prevention consultant to help quantify measures in the Plan. A Staff Technical Team and a Citizen Advisory Committee were convened in 1998 to develop the Local Action Plan. The Local Action Plan is scheduled for Council consideration on November 16, 1999,completing our contract obligations to ICLEI under this grant. Natural Resources intends to submit a final project report to ICLEI on November 4, 1999. Upon receipt of the report,they will issue the remaining funds($9,175). Only half the funds were actually received in 1998, per contract agreement.
