RECOMMENDATION Staff recommends adoption of this Ordinance on Second Reading. EXECUTIVE SUMMARY This Ordinance,unanimously adopted on First Reading on May 6, 2008,appropriates funds for the widening of Harmony Road. The proposed improvements include widening West Harmony Road between Seneca and College Avenue to 4-lane arterial street standards including bike lanes, sidewalks and a reconstruction ofthe Harmony/Shields intersection. Construction is planned in 2008 for West Harmony from Seneca to the Burlington Northern Railroad,including the Harmony/Shields intersection. ATTACHMENTS 1. Funds have been appropriated to begin this project as follows: Use Tax Carryover Reserve $ 750,000 Previous Street Oversizing Contribution $ 104,977 Federal Grant—Congestion Mitigation and Air Quality(CMAQ) $ 698,538 Sales & Use Tax—Building on Basics (BOB) $3,955,371 Total $5,508,886 There will be an additional 2008 appropriation to the project from the Street Oversizing Program of$2,500,000. This appropriation will provide the funds needed to proceed with construction of the roadway improvements on schedule this r '1_�% Y EXECUTIVE SUMMARY k, 0 V West Harmony Road is a major east-west arterial route in the City of Fort Collins. The project area has seen substantial residential and commercial development in recent years and also serves the major destinations of Front Range Community College and the Harmony Library. Numerous sections of the corridor have been widened, but due to substantial gaps, the roadway generally functions as a two-lane street through most of this section. Many sections also lack adequate May 6, 2008 -2- Item No. 9 sidewalks and bike lanes. The Harmony/Shields intersection produces long delays and has one of the highest accident rates in the City. For these reasons, improvements to this corridor have been prioritized by the City of Fort Collins. Location Map ORDINANCE NO. 042, 2008 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE TRANSFER OF EXISTING APPROPRIATIONS FROM THE STREET OVERSIZING FUND TO THE CAPITAL PROJECTS FUND FOR BUILDING ON BASICS -HARMONY, SENECA TO COLLEGE AVENUE PROJECT WHEREAS,West Harmony Road from College Avenue to Seneca Street is a major east-west arterial route in the City of Fort Collins and serves the major destinations of Front Range Community College and the Harmony Library; and WHEREAS, sections of this route have been widened but most of the roadway operates as a two-lane street and many sections lack adequate sidewalks and bike lanes; and WHEREAS,the intersection of Harmony Road and Shields Street produces long delays and has one of the highest accident rates in the City; and WHEREAS,City staff prioritized constructing improvements to this route to improve traffic flow and safety,and construction of the improvements is scheduled for the summer and fall of 2008; and WHEREAS,the improvements include widening west Harmony Road between Seneca Street and College Avenue to four-lane arterial street standards including bike lanes, sidewalks and a reconstruction of the Harmony/Shields intersection; and WHEREAS, in prior years $5.5 million has been appropriated to begin this project and in 2008 an additional $2,500,000 is needed to proceed with the construction of the roadway improvements; and WHEREAS, fund are available for transfer to the Capital Projects Fund from existing appropriations in the Street Oversizing Fund; and WHEREAS,Article V, Section 10, of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered appropriated amount or portion thereof from one fund to another fund, provided that the purpose for which the transferred funds are to be expended remains unchanged. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the unexpended appropriated amount of TWO MILLION FIVE HUNDRED THOUSAND DOLLARS ($2,500,000)is hereby authorized for transfer from the Street Oversizing Fund to the Capital Projects Fund, Building on Basics-Harmony, Seneca to College Avenue capital project to be used for roadway and intersection improvements.
