RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT The City has been awarded a grant for Landmark Preservation Commission and Staff Education and Training in the amount of $1,494 from the Colorado Historical Society's Certified Local Government Program. This grant has no cash match requirement. EXECUTIVE SUMMARY The City of Fort Collins is recognized by the Colorado Historical Society as a Certified Local Government, and as such, is eligible for grants financed in part by Federal funds from the National Historic Preservation Act. The Advance Planning Department has been awarded a $1,494 grant with no cash match for the purpose of education and training of Landmark Preservation Commission members and staff. The grant funds will be used to send Commission members and staff to Colorado Preservation Inc.'s statewide conference "SAVING PLACES 2006: Building on the Past" in Denver. This is the largest preservation conference in the country. Accepting this grant will enable the Fort Collins Advance Planning Department to provide training for three new Landmark Preservation Commission members and also three staff persons. Ongoing training is an activity that is a requirement of maintaining the City of Fort Collins' Certified Local Government status. ORDINANCE NO. 012, 2006 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE LANDMARK PRESERVATION COMMISSION AND STAFF EDUCATION AND TRAINING WHEREAS,the City of Fort Collins has been awarded a grant from the Colorado Historical Society in the amount of$1,494 (the "Grant); and WHEREAS,the Grant is to be used by the Advance Planning Department for education and training, and WHEREAS, accordingly, the Grant funds will be used to send Landmark Preservation Commission members and City staff to Colorado Preservation, hic.'s statewide conference "SAVING PLACES 2006: Building on the Past"in Denver; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, do not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of Colorado Historical Society grant revenues described herein will not cause the total appropriation in the relevant fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of ONE THOUSAND FOUR HUNDRED NINETY FOUR DOLLARS ($1,494) for expenditure in the General Fund for education and training of Landmark Preservation Commission members and City staff.
