First Reading of Ordinance No. 148, 2005, Designating the A.M. Woods House as a Fort Collins
Landmark Pursuant to Chapter 14 of the City Code.
RECOMMENDATION
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on First
Reading. At a public hearing held on October 12, 2005, the Landmark Preservation Commission
voted unanimously to recommend designation of this property as a landmark for its historical and
architectural significance to Fort Collins.
EXECUTIVE SUMMARY
The owner of the property, Gwyneth Robe, is initiating this request for Fort Collins Landmark
designation for the A.M. Woods House. The building is judged to be both architecturally and
historically significant under Fort Collins Landmark Standards(1)and(3). The A.M.Woods House
is a good example of the locally rare Colonial Revival architectural style. The home is also
significant as one of the oldest dwellings existing in Fort Collins. Built circa 1880, the home has
been a part of the Eastside Neighborhood for nearly 125 years. The building exhibits good integrity,
and readily conveys its architectural and historical significance. The property is listed on the
National Register of Historic Places and the State Register of Historic Properties, as a contributing
element of the Laurel School National Register District.
BACKGROUND
Larimer County Assessor's property records provide a year of construction of 1880 for the A.M.
Woods House, and the dwelling is depicted on W.C. Willits' "Map of Fort Collins," prepared in
1894. It is unquestionably one of the oldest homes built in Fort Collins. Its early history is
somewhat obscure. Its first recorded occupant was painter Alex M.Woods,who had moved to Fort
Collins in 1901 and resided at this address with his wife Kate in 1902. By 1908, the Woods had
been supplanted by one of a number of occupants the home has seen over its years. In 2004, the
A.M. Woods House was purchased by Gwyneth Robe,who has made this historic house her home.
The shape and arrangement of this dwelling are indicative of the Colonial Revival architectural
style, with minimal ornamentation. This 1-1/2 story, wood frame dwelling rests on a sandstone
foundation. Walls are clad with narrow lapped board siding. The building features a symmetrical
fagade with a central entry and gabled portico, flanked by pairs of double-hung, 2-over-2 vertical

light wood-sash windows, separated by mullions and in surrounds with stepped lintels. The front
portion of the house is a tall side-gabled rectangular mass with a steeply pitched roof. A corbelled
brick chimney exits the peak of the roof at the east end of the building. The gabled canopy over the
front portico has overhanging eaves. It is supported by plain square-sided posts set in larger square
bases,atop a low clapboard sided closed rail. The porch canopy sports saw-cut board brackets. The
front and rear entries contain 15-light wooden doors. An additional entry, located on the west side,
also contains a multi-light door. Fenestration is a variety of double-hung windows.
The home exhibits good architectural integrity, and readily conveys its importance as one of the
oldest extant homes in Fort Collins. The footprint of the house is generally unchanged from that
shown on the January 1901 Sanborn map. Building records indicate that in 1931 and 1934,permits
were issued for unspecified remodeling and repairs to the house. In September 1939, a permit was
sought to remove the old rear porch and rebuild a frame addition on the rear of the house,measuring
12' x 32'. Since 1940, no significant exterior alterations have been made to the dwelling.
The owner, Gwyneth Robe, is proposing to consolidate the rooflines of the c.1940 rear addition,
which has a 1:12 pitch,and the 3'/s:12 roof slope of an earlier rear addition. The result would be one
continuous shed roof with a 4:12 slope, tying into the original section's 12:12 sloped roof at
approximately the midway point. A new cover is proposed for the west elevation entry, to offer
protection from the elements. The property does not contain a garage or any other outbuildings;the
owner is proposing to construct a two bay garage at the rear of the property.

AS A FORT COLLINS LANDMARK PURSUANT TO
CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS,pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS,by Resolution dated October 12,2005 the Landmark Preservation Commission
(the"Commission")has determined that the A.M.Woods House has individual significance to Fort
Collins under Landmark Designation Standards (1) and (3), as a good example of the locally rare
Colonial Revival architectural style, with good integrity; the home is also significant as one of the
oldest dwellings existing in Fort Collins and readily conveys its architectural and historical
significance,has been a part of the Eastside Neighborhood for nearly 125 years, and is listed on the
National Register of Historic Places and the State Register of Historic Properties, as a contributing
element of the Laurel School National Register District; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owner of the property has consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a landmark.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property known as the A.M. Woods House and the adjacent lands
upon which the historical building is located,in the City of Fort Collins,Larimer County,Colorado,
described as follows, to wit:
Lot 7, Block 143, Fort Collins
also known as 315 East Olive
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment
of historic properties will serve as the standards by which alterations, additions and other changes
to the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.

WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation
of sites, structures, objects, and districts of historical, architectural, or geographic significance,
located within the city, are a public necessity and are required in the interest of the prosperity,
civic pride and general welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical,
architectural and geographical heritage of the city and by ignoring the destruction or defacement
of such cultural assets; and
WHEREAS, the A. M. Woods House has individual significance to Fort Collins under
Landmark Preservation Standards (1) and (3), as a good example of the locally rare Colonial
Revival architectural style, and as one of the oldest dwellings existing in Fort Collins. Built circa

individual 4-over-4 light, double hung windows with plain wooden surrounds. The west side is
fenestrated with a pair of 6-over-6 light, double-hung wood sash and mullion windows on the
side gable mass. The projecting rear wing has 6-over-6 light, double hung windows on its north
and west sides.

HISTORICAL INFORMATION
Larimer County Assessor's property records provide a year of construction of 1880 for the
A. M. Woods House, and the dwelling is depicted on W.C. Willits' "Map of Fort Collins,"
prepared in 1894. It is unquestionably one of the oldest homes built in Fort Collins. Its first
recorded occupant was painter Alex M. Woods, who had moved to Fort Collins in 1901 and
resided at this address with his wife Kate in 1902. By 1908, the Woods family had been
supplanted by Robert Cameron, Assistant Chief of the Fort Collins Volunteer Fire
Department, and his wife, Gertie. Cameron was a member of the local fire department
from 1896 until 1917. In 1909, Elmer B. and Elizabeth High resided at 315 E. Olive Street.
Mr. High was employed as the manager of the Singer Sewing Machine Company store.
Occupancy had changed yet again by 1913-14, at which time A.L. Middleton, a driver, lived
here with his wife Minnie. In the 1920s the home was occupied by the Powers family.
Clarence L. Powers was a pharmacist for the City Drug Store. Emma Powers worked as a
professional nurse. She had previously opened a five-bed maternity hospital in Fort
Collins. The Powers had left by 1933, and in their stead were furniture salesman Arthur
Simpson and his wife Marie. Following Arthur's death in October of 1938, Marie Simpson
continued to reside here at least until 1954. In the late 1950s, Herman and Donald
Schumacher, both employed as carpenters, and Philip Schumacher, a student, lived here.
From 1960 until recently, the home was utilized as a rental property. The A.M. Woods
House was purchased in 2004 by Gwyn Robe, who has made this historic house her home.
ARCHITECTURAL INFORMATION
The shape and arrangement of this dwelling are suggestive of the Colonial Revival
architectural style, with minimal ornamentation. This 1 Yz story, wood frame dwelling rests
on a sandstone foundation. Walls are clad with narrow lapped board siding. The building
features a symmetrical fagade with a central entry and gabled portico, flanked by pairs of
double-hung, 2-over-2 vertical light wood-sash windows, separated by mullions and in
surrounds with stepped lintels. The front portion of the house is a tall side-gabled

Ordinance, Chapter 14 of the Code of the City of Fort Collins.
I understand that upon designation, I or my successors will be requested to notify the
Secretary of the Landmark Preservation Commission at the City of Fort Collins prior to the
occurrence of any of the following:
1. Preparation of plans for reconstruction or alteration of the exterior of the
improvements on the property, or;
2. Preparation of plans for construction of, addition to, or demolition of improvements
on the property
3. 1 further understand that if I apply for a building permit for any one of the following:
a. Alteration or reconstruction of, or an addition to, the exterior of any
improvement which constitutes all or part of a landmark structure or landmark
district;
b. Demolition or relocation of any improvement which constitutes all or part of a
landmark structure or landmark district;
c. Construction or erection of, or an addition to, any improvement upon any land
included in a landmark district;
d. Or if I proceed with any work not requiring a building permit as set forth in
Section 14-47;
The Building Inspector and the Landmark Preservation Commission shall be under the time
constraints and other requirements as outlined in Chapter 14, Article III of the Code of the
City of Fort Collins.

ARCHITECTURAL DESCRIPTION: This single story, wood frame historic vernacular dwelling is located on the south side of
East Olive Street facing Library Park. It is a side-gabled structure with a symmetrical facade and an
asymmetrically-pitched roof extending over a rear wing that projects westward. The house rests on a sandstone
foundation and its walls are clad with lapped board siding. The roof is covered with shingle-pattem composition
rolled roofing.
The shape and arrangement of this dwelling are suggestive of the Colonial Revival style, although it is relatively
devoid of ornamentation. It features a symmetrical facade with a central entry and gabled portico, flanked by pairs
of double-hung, 2-over-2 light, wood sash windows in surrounds with stepped molding lintels. The front portion of
the house is a tall side-gabled mass with a steeply pitched roof. A corbelled brick chimney exits the peak of the
roof at the east end of the building. The gabled canopy over the front portico has overhanging eaves and is
supported by plain square-sided posts set in larger square bases atop a low clapboard-sided closed rail. The porch
canopy is attached to front wall with saw-cut board brackets.
The main entry to the dwelling is centered on the front(north) facade, and consists of a glazed wooden door with
15 lights. A secondary entry is located on the west side of the dwelling, near the projecting rear wing;this entry is
equipped with a glazed multi-light wooden door. A third entry is located on the back (south) side of the structure,
and is equipped with a 15-light glazed wooden door.
The house is fenestrated with a variety of double-hung windows. On the front facade, flanking the central entry,
are pairs of double-hung, 2-over-2 light wood sash windows separated by mullions. The east side of the house is
penetrated by three individual 4-over-4 light, double-hung windows with plain painted wooden surrounds. The
west side is fenestrated with a pair of 6-over-6 light, double-hung wood sash and mullion windows on the side-
gabled mass. The projecting rear wing has 4-over-4 light, double-hung windows on its front (north) and west sides.
This small historic house appears to be externally unmodified and is in well maintained condition. No detached
garage or other outbuildings are associated with the dwelling.

CONSTRUCTION HISTORY(include description and dates of major additions,alterations,or demolitions): This modest vernacular wood frame
dwelling was erected prior to 1894, and possibly in 1880 as indicated by the Larimer County Assessor's property
record. The general configuration of the house is unchanged from the footprint shown on the January 1901 Sanborn
map. Building permit records indicate that the building was re-roofed in 1928 and again in 1943. In 1931 a permit
was issued to "remodel and repair house." Permits were also issued in 1934 for unspecified remodeling, and
another in September of 1939 for an unspecified addition to the structure. A small wood frame shed or chicken
coop formerly stood at the southwest corner of the lot, but was removed sometime after 1948.

obscure. It was erected prior to 1894 on the south side of Lincoln(later renamed"Library") Park. Its earliest
recorded occupant was painter Alex M. Woods, who had moved to Fort Collins in 1901 and resided at this address
in 1902 with his wife Kate. By 1908 the Woods family had been supplanted by Robert Cameron, assistant chief of
the Fort Collins volunteer fire department, and his wife Gertie. Robert Cameron was a member of the local
volunteer fire department from 1896 to 1917. The following year(1909), Elmer B. High, manager of the Singer
Sewing Machine Company store resided at 315 East Olive street with his wife Elizabeth. The occupancy had
changed yet again by 1913-14, at which time driver A.L. Middleton occupied the home with his wife Minnie.
In the 1920s the home was used by the Powers family, consisting of Clarence L. Powers, a pharmacist for the City
Drug Store, and his wife Emma, a professional nurse who had previously opened a five bed maternity hospital in
Fort Collins. The Powers had left by 1933, and in their stead was furniture salesman Arthur Simpson and his wife
Marie. Clarence Simpson passed away in October of 1938, but his widow remained in the dwelling at least until
1954 (she passed away ten years later, in 1964). In the late 1950s Herman and Donald Schumacher, both employed
as carpenters, lived at 315 East Olive Street along with Philip Schumacher a student. Since 1960 the home has
been occupied by a series of occupants, including widow Edna Weeks, secretary Elaine Wells, Mary M.Russell, a
secretary for the L.C. Wilson Insurance Agency, substitute teacher Carolyn Puleo, and Jack and Sarah Manno,
instructors at the High Plains Art Center. The house is utilized today (1998) as a rental property. additional page(s)

the Laurel School Historic District that was entered on the National Register of Historic Places in 1980. It is not '
associated with historically important events,patterns of events, or persons,nor does it embody sufficient
architectural importance to qualify as individually eligible for the National Register of Historic Places nor for
designation as a Local Landmark. However, the home has been an integral part of the Eastside residential area
since prior to 1894, and contributes to the historic architectural character and diversity of the area. For these
reasons the home would be considered a contributing element of a potential locally designated historic district
encompassing the largely residential Eastside neighborhood bounded roughly by Remington Street, E. Mulberry
