HomeMy WebLinkAboutCOUNCIL - PROCLAMATION - 09/21/1999 - RESOLUTION 99-115 APPROVING AN INTERGOVERNMENTAL A AGENDA ITEM SUMMARY ITEM NUMBER: 12 DATE: September 21, 1999 • FORT COLLINS CITY COUNCIL STAFF: Eric Bracke SUBJECT: Resolution 99-115 Approving an Intergovernmental Agreement with the Colorado Department of Transportation Providing for the Operation and Maintenance of Traffic Control Devices that are on State Highways Within or Adjacent to the City. RECOMMENDATION: Staff recommends adoption of the Resolution. FINANCIAL IMPACT: This action will require the Colorado Department of Transportation to reimburse the City of Fort Collins Transportation Division for maintenance of traffic signals, signing and pavement markings on the state highway at the rate of: Monthly Yearly Traffic Signals, Crosswalks and Stop Bars $ 12,250 $147,000 • Signs and Striping 592 7 104 Total $ 12,842 $154,104 Payment is made to the City monthly. This contract has been written for a maximum amount of $154,104. The contract is effective for a term of Five (5) years and is renewed annually by submitting an Option Form Letter. EXECUTIVE SUMMARY: The State of Colorado currently reimburses the City of Fort Collins for the operation and maintenance of 49 traffic signals, 89 crosswalks, stop bars, and 7.4 miles of signs and pavement markings. A listing of locations is attached, (Attachment A). The contract amount has been increased from $2906.52 to $3,000 annually per traffic signal and from $887.70 to $960 annually per mile for signing and striping. During the five year contract period, traffic signals, crosswalks and stop bars can be added to the contract by submitting a Bilateral Change Order Letter. For the efficiency of travel flow and the safety and convenience of the public, the City of Fort Collins maintains and operates CDOT's traffic signals within the Urban Growth Area. The traffic signals are connected to the City's VMS Master Computer System.A review of the costs has shown that the reimbursement rate from CDOT is consistent with the City's costs. OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION PROVIDING FOR THE OPERATION AND MAINTENANCE OF TRAFFIC CONTROL DEVICES THAT ARE ON STATE HIGHWAYS WITHIN OR ADJACENT TO THE CITY WHEREAS,the Colorado Department of Transportation has prepared and presented to the City an agreement providing for the City to operate and maintain all traffic control devices that are on state highways within or adjacent to the City; and WHEREAS, the City has entered into previous intergovernmental agreements with the Colorado Department of Transportation, providing for the maintenance of such traffic control devices and no problems have developed from those agreements; and WHEREAS, Colorado law and the City Charter authorize governments to enter into contractual agreements with one another for the purpose of cooperating together in joint activities; and WHEREAS, the Council has determined that it is in the best interests of the City that an agreement be entered into with the State of Colorado providing for the operation and maintenance of all traffic control devices that are on state highways within the City and payment therefor by the State. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Mayor be,and hereby is,authorized to enter into an intergovernmental agreement between the City of Fort Collins and Colorado Department of Transportation,which agreement shall provide for the operation and maintenance by the City and payment therefor by the State at an annual rate of THREE THOUSAND DOLLARS($3,000)per traffic signal location and NINE HUNDRED SIXTY DOLLARS ($960)per mile for signing and striping.
