FORT COLLINS CITY COUNCIL STAFF: Kathleen Reavis SUBJECT: First Reading of Ordinance No. 146, 1999, Appropriating Unanticipated Revenue in the Transportation Services Fund and Authorizing the Transfer of Appropriations for the Purpose of Updating Access Control Plans For South College Avenue and Harmony Road. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The total funding for this project is $48,681. The funding from the NFRT&AQPC is from its "Unified Planning Work Program"and represents$38,945 of federal funds. Transportation Planning has the local matching funds required($9,736) in its current budget. EXECUTIVE SUMMARY: The purpose of this project is to update the Access Control Plans(ACPs)for South College(US287) and Harmony Road(SH68). These ACPs were originally completed in 1988/1989 and need to be updated to reflect the land use and transportation changes experienced in these areas over the last 10 years. The Plans also need to be brought into conformance with the new State Highway Access Code categories designated for these corridors. The updated Plans will be developed jointly by the City and Colorado Department of Transportation staff. The work effort will include analysis of the current and projected traffic data and landuse changes/development activity trends. Staff will also work directly with property owners along each of the corridors as well as hold public open house meetings to address the concerns of area residents and business owners. As part of this project,the City and CDOT will be required to amend their existing Intergovernmental Agreements (IGAs) related to these Access Control Plans in order to reflect the necessary revisions/updates. Staff anticipates bringing the updated ACPs and amended IGAs to City Council in the spring of 2000. BACKGROUND: As background,the principles of access management include establishing the type of allowed access points (ex. a full movement, signalized intersection vs. a median controlled right-in/right-out driveway)and setting the desired spacing of access points in order to maximize roadway capacity, DATE: September 21, 1999 2 ITEM NUMBER: 10 reduce traffic congestion,and enhance safety due to fewer turning conflicts and delays. In order to achieve the most effective results,it is best to implement access management strategies on a corridor wide basis rather than a parcel by parcel approach. Given the high level of development activity and traffic growth that has been experienced by the southern portion of the Fort Collins community since these plans were originally composed in 1988/89,City staff believes it is very important to bring the existing Access Control Plans for South College Avenue and Harmony Road up to date. In addition,City staff recently worked with the Colorado Department of Transportation(CDOT)to develop new highway categories according to the revised State Highway Access Code. These categories were selected based upon evaluation of the current and projected traffic operations of these roadways as well as the City's adopted Master Street Plan and the City Plan`Structure Plan". Staff considered how these roadways serve local traffic within Fort Collins as well as the regional significance these roadways provide for travelers from other parts of the North Front Range region. Based upon this process,the category for South College(US287)is a Non-Rural Arterial "B" from Swallow Road to Harmony Road and allon-Rural Arterial"A"from Harmony Road to County Road 32. The category for Harmony Road(SH68)is a Non-Rural Arterial "A" from South College to I- 25. (Please see attached Resolution regarding the revised access categories). The updated Access Control Plans will be done in conformance with the new State Code requirements. As part of this project, the City and CDOT will be required to amend their existing Intergovernmental Agreements (IGAs)related to these Access Control Plans in order to reflect the necessary revisions/updates. Staff anticipates bringing the updated ACPs and amended IGAs to City Council in the spring of 2000. City staff is planning to use the consulting services of Felsburg, Holt, & Ullevig to assist with the preparation of these ACP updates. Additional City projects concerning access management based upon the new State Highway Access Code include current projects for North College,Jefferson,Riverside,and Mulberry. Access Control Plans are being developed for these corridors with the anticipated completion date of January 2000. These plans will also need to include separate Intergovernmental Agreements between the City of Fort Collins and CDOT. Attachment:Resolution 98-161,Highway Categories per the Revised State Highway Access Code, including Exhibit "A". • RESOLUTION 98-161 OF THE COUNCIL OF THE CITY OF FORT COLLINS RECOMMENDING HIGHWAY CATEGORIES TO THE COLORADO DEPARTMENT OF TRANSPORTATION AND THE COLORADO STATE TRANSPORTATION COMMISSION PURSUANT TO THE REVISED COLORADO STATE HIGHWAY ACCESS CODE WHEREAS, the Colorado Department of Transportation has recently adopted a revised Colorado State Highway Access Code, which Code affords local agencies such as the City of Fort Collins the opportunity to recommend preferred highway categories for state highways within such local agency jurisdiction; and WHEREAS,the staff has prepared and presented to the Council certain proposed highway access categories, attached hereto as Exhibit"A"and incorporated herein by this reference; and WHEREAS,the proposed highway access categories have been reviewed and approved by the Transportation Board, Growth Management Lead Team and the City Council Growth Management Committee; and WHEREAS,the Council has determined that the proposed highway categories as identified on Exhibit "A" are in the best interests of the City and should be recommended to the Colorado Department of Transportation and the Colorado State Transportation Commission for approval and adoption. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FG:PT COLLINS that the highway access categories as established on Exhibit "A", attached hereto and incorporated herein by this reference, are hereby recommended to the Colorado Department of Transportation and the Colorado State Transportation Commission for approval and adoption pursuant to the requirements of the revised Colorado State Highway Access Code. ORDINANCE NO. 146, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS FOR THE PURPOSE OF UPDATING ACCESS CONTROL PLANS FOR SOUTH COLLEGE AVENUE AND HARMONY ROAD WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins(the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended appropriated amount or portion thereof from one fund or capital project to another fund or capital project,if the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, access control plans are used to maximize roadway capacity, reduce traffic congestion, and enhance safety by reducing turning conflicts and delays; and WHEREAS, access control plans for South College Avenue(US 287)and Harmony Road (SH 68) were completed in 1988/1989; and WHEREAS, given the level of development activity and traffic growth that has been experienced in the southern portion of the City during the past ten years,staff believes it is important to bring the existing access control plans for South College Avenue and Harmony Road up to date; and WHEREAS,the estimated cost to update the aforementioned access control plans is Forty- Eight Thousand Six Hundred Eighty-One Dollars ($48,681); and WHEREAS,the North Front Range Transportation&Air Quality Planning Council(NFRT &AQPC)has made available to the City,federal funds from their Unified Planning Work Program, in the amount of Thirty-Eight Thousand Nine Hundred Forty-Five Dollars($38,945)to fund the cost of updating the access control plans; and WHEREAS, local matching funds, totaling Nine Thousand Seven Hundred Thirty Six Dollars($9,736)have been identified and are appropriated in the 1999 Transportation Services Fund; and WHEREAS,it is the desire of the Council to appropriate the sum of$38,945 in federal funds through the North Front Range Transportation Air Quality&Planning Council,and to authorize the • transfer of$9,736 in local matching funds to be used to update access control plans for South College Avenue (US 287) and Harmony Road(SH 68). NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund, the sum of THIRTY-EIGHT THOUSAND NINE HUNDRED FORTY-FIVE DOLLARS ($38,945)upon receipt from the North Front Range Transportation Air Quality&Planning Council to be used to update access control plans for South College Avenue(US 287) and Harmony Road(SH 68). Section 2. That the unexpended appropriated amount of NINE THOUSAND SEVEN HUNDRED THIRTY-SIX DOLLARS ($9,736) is hereby authorized for transfer from the Transportation Services Fund, 1999 Planning budget,to the Access Control Plans Update Project in the Transportation Services Fund and appropriated therein to be used to update access control plans for South College Avenue (US 287) and Harmony Road(SH 68).
