RECOMMENDATION Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY A vacancy currently exists on the Affordable Housing Board due to the resignation of Sunshine Workman. Councilmember Kastein reviewed the applications on file and is recommending Kevin Brinkman to fill the vacancy with a term to begin immediately and set to expire on December 31, 2009. A vacancy also exists on the Zoning Board of Appeals due to the resignation of Steve Remington. Councilmembers Ohlson and Weitkunat reviewed the applications on file and conducted interviews. The Council interview team is recommending Jim Pisula to fill the vacancy. The term will begin immediately and is set to expire on December 31, 2007. RESOLUTION 2005-067 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO THE AFFORDABLE HOUSING BOARD AND THE ZONING BOARD OF APPEALS WHEREAS, a vacancy currently exists on the Affordable Housing Board due to the resignation of Sunshine Workman; and WHEREAS, a vacancy currently exists on the Zoning Board of Appeals due to the resignation of Steve Remington; and WHEREAS, Council wishes to fill said vacancies. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following named persons are hereby appointed as members of the boards hereinafter indicated, with terms to begin immediately and to expire as set forth after each name: Affordable Housing Board Expiration of Term Kevin Brinkman December 31, 2009 Zoning Board of Appeals Expiration of Term Jim Pisula December 31, 2007 Passed and adopted at a regular meeting of the City Council held this 7th day of June, A.D. 2005. I want to become a member because affordable housing is an issue that significantly impacts a great deal of people in Fort Collins I believe the squeeze on affordable housing will continue and I want to have a positive impact on providing the opportunity for affordable housing in the future. Briefly explain what you believe are the three most important issues facing this board or commission,and how do you believe this board or commission should address each issue? 1) The increasingly scarce inventory of land in the citv's GMA will make it very difficult for affordable housing in the future. The production costs need to be decreased to compensate for the exasperating land costs Labor and materials will increase with inflation and the market,which the city has no control over. The city does have control over the review process which currently takes an enormous amount of time and money. All affordable housing projects need to get through the review process in 120 days and creative solutions on how to limit up-front design costs need to be implemented. 2) 1 don't believe the public understands the options that are available to them for affordable housing I know that there are many well intended efforts to educate the public on many fronts but 1 believe we need to get more aggressive The Board of Realtors and Home Builders Association are very strong organizations with extensive networks that need to be used to disseminate information on affordable housing Not only to explain the affordable housing programs, but to also"put a face"on affordable housing and in turn reduce the cost created by the Not In My Backyard (NIMBY) mentality. 3) 1 believe the current polarized political climate of Fort Collins will have a detrimental impact on affordable housing Many policies are being constructed for ideological reasons that add production costs to housing for the community. Not enough effort is spent on considering the cost implications of the"it's only$50"mentaility to the most vulnerable in the Fort Collins. List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this board or commission: Bachelor's degree in Civil Engineering, Masters Degree in Real Estate Finance and Construction Management Real Estate License. Without putting my arm out of joint I'm also pretty good at this stuff. Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Not in any particular order, and relating to planning and zoning in Fort Collins in general:Apply land use codes consistently and fairly in such a way that residents know the rules and are able to make lawful use of their property, while minimizing undesirable effects on their neighbors. p) Maintain desired character of neighborhoods and facilitate residents'actions to improve their quality of residence and life, especially in areas near downtown and CSU. 3) In growth management and redevelopment areas, help provide for orderly development and maintain a climate that is friendly while respectful of those most impacted by the transitions. List any abilities,skills, certificates, specialized training, or interests you have which are applicable to this board or commission: Demonstrated interest in land use issues and ability to apply laws consistently and fairly.
