RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: Staff has compiled a list of minor changes necessary to help "clean up" the City of Fort Collins Master Street Plan (Reference Attachment #1). These proposed changes to the MSP consist of correcting alignments and classifications shown currently on the map to more accurately reflect . actual built alignments or to conform to alignments shown in approved Overall Development Plans (ODPs), and removing reference to a "New Urban Street System" on the map. In addition, the extension of Rolland Moore Drive, connecting Shields Street to Centre Avenue is to be added. These changes are minor in scope and do not require extensive public process. MSP changes as a result of approved ODP's have already gone through public process as part of the development process. Proposed Master Street Plan amendments include: (Reference Attachment#2) 1. Remove"New Urban Street System"grid and legend reference from MSP. Revise Rigden Farm area roadway network to conform to approved ODP. The MSP currently shows a grid representing New Urban Street design principles in what is now the Rigden Farm development area. This grid and reference were added to the MSP prior to the adoption of City Plan. Transportation Planning and Advance Planning staff feel this designation is no longer warranted as City Plan includes New Urban Street design as part of its development standards. The reference to a New Urban Street System is,in effect,now redundant. Staff recommends removal of the New Urban Street System grid and legend reference. In addition, update MSP to reflect revised alignment of Minor Arterial CR 9 as well as Collector streets Custer Drive and Rigden Parkway to reflect the roadway network approved as part of the Rigden Farm ODP. i 2. Correct representation of Vermont Drive, Pinecone Circle, and Red Mountain Drive in the Dakota Ridge development. Show as Collector Streets to match current on-ground i conditions. DATE: March 7, 2000 2 ITEM NUMBER: 18 The MSP incorrectly represents the portion of the Dakota Ridge road network that was constructed to Collector Street standards. The MSP incorrectly shows Vermont Drive cutting through the site of Stewart Case Park. The actual Collector roadway alignment travels around the park site via Vermont Drive, Pinecone Circle, and Red Mountain Drive. Staff recommends that the correct Collector Street network in this area be shown to match current on-ground conditions. 3. Correct representation of Hearthfire Way south of Douglas Road to conform to built conditions and approved Hearthfire ODP. The MSP incorrectly identifies CR 13 south of Douglas Road ultimately connecting to CR 9 as a Collector Street. The approved Hearthfire ODP shows the Collector portion of the road (Hearthfire Way) in a more eastern alignment. Phase I of this roadway network has already been built to Collector design standards. The streets that will ultimately connect to CR 9 as part of the Richards Lake Development will be Local,not Collector roads. 4. Correct classification of Waterfield 2nd Filing PUD roads Merganser Road and Garganey Drive. Merganser Road is currently shown on the MSP as a Collector to its northern termini. It is to be built as a Collector only partially. The northern portion of Merganser in the Waterfield development will be built as a Local road. The northern portion of this road network will not generate Collector-level volumes. Garganey Drive is currently shown as a Collector roadway on the MSP but will be built to Local road standards with a cul-de-sac at its western terminus. Environmentally sensitive areas preclude a through Collector road in this location. Traffic on this road will not meet Collector-level volumes. 5. Correct alignment of Timberwood Drive and Snow Mesa Drive to conform to approved Poudre Valley Harmony Campus ODP. Update the MSP to reflect the roadway network approved as part of the Poudre Valley Hospital Harmony Campus ODP. Extend Collector-level Timberwood Road west to its intersection with Timberline Road. Extend Collector-level Snow Mesa Drive north to its intersection with Harmony Road. 6. Add the connection of Rolland Moore Drive as a Collector roadway, connecting Shields Street to Centre Avenue. Rolland Moore Drive is to be extended from Shields Street to a connection with Centre Avenue. This connection will serve to connect a four-lane arterial (Shields) with a high volume collector that operates more like a minor arterial roadway(Centre). Rolland Moore Drive will be the only connection from Shields to Centre Avenue along the one-mile stretch between Prospect and Drake Roads. This Collector roadway connection will serve the Natural Resources Research Center(NRRC)and Horticulture Center activity planned for the area. Reference Attachment #3 for Master Street Plan with proposed amendments incorporated. RESOLUTION 2000-44 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING REVISIONS TO THE MASTER STREET PLAN WHEREAS, the City developed and the Council approved a City Master Street Plan, most recently updated in October 1999, as a component of the City's Transportation Master Plan; and WHEREAS, City staff prepared revisions to the Master Street Plan that more accurately reflect actual or approved planned roadway alignments and classifications; and WHEREAS, the Planning and Zoning Board and the Transportation Board have considered and approved these proposed revisions to the Master Street Plan and recommend the adoption of the revised Master Street Plan. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that the proposed revised Master Street Plan, dated March 7, 2000, incorporated herein by this reference and on file in the office of the City Clerk, is hereby adopted by the City Council and hereafter maintained in the Office of the City Clerk.
