RECOMMENDATION Staff and the Art in Public Places Board recommend adoption of the Resolution. FINANCIAL IMPACT The Transformer Cabinets Mural Project art budget is $12,380 to be used for design, materials, installation, and contingency for this project. The funds for this project have been appropriated in the Art in Public Places(APP)Reserve Account in the Light & Power Utility Fund. The Art in Public Places program has a maintenance fund for the long-term care of the APP art collection. EXECUTIVE SUMMARY This Resolution will approve expenditures of $12,380 for design, materials, installation and contingency for a project for artist Sandy Toland to paint murals on five transformer cabinets located in the alley west of College Avenue and north of Laurel Street. BACKGROUND Section 23-303 of the Code, which was added in 1995, established Art in Public Places Reserve Accounts within the Light and Power, Water, Wastewater and Storm Drainage Funds, and designated them for use in acquiring or leasing works of art,maintenance,repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 020, 1995. The Council permanently adopted the Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998. June 7, 2005 -2- Item No. 27 Under Section 23-303 of the Code, APP money in a utility account can only be used for works of art that provide betterment to that utility,or that are otherwise determined by the City Council to be for a specific utility purpose that is beneficial to the rate payers. The Art in Public Places Board moved to select an artist for this project using an RFP process through the City's Purchasing Department. The Selection Committee chose artist Sandy Toland. Ms. Toland worked with the Utility project team to create a design concept appropriate to the site. This design concept was reviewed and recommended by the Utility Project Team and the APP Board. The APP Board reviewed the design for this project at the board's regular meeting on April 20, 2005. The City's Art in Public Places Program is collaborating with the City's Utility Department(Light and Power) on this special project. This project functions to ease the ongoing graffiti mitigation efforts on behalf of Light and Power, improve the aesthetic value of the selected location, and ultimately encourage respect for the area and the transformer cabinets owned by the city. The specific transformer cabinets to be painted are located in the alley running between Laurel and Myrtle,just west of College Avenue. Four cabinets are next to each other on the south edge of the main parking lot cast of the alley, and one large cabinet is located on the northwest corner of the same parking lot. The artist worked with the team to develop concepts for the mural designs. The team developed concepts to cover the four adjacent boxes with images of different seasons and locations. Specifically,the mural would have imagery related to the activities and stores surrounding the alley, and the mural landscape would run from the mountains, down to the foothills, city, and plains. For the cabinet on the northwest corner of the parking lot,the artist developed the theme of a music box, using abstracted imagery of musical instruments. This box, as well as the other four, will be painted with bright, luminous colors that will make them stand out and add a bit of whimsy to the alley. A written description and drawing of the proposed work of art are attached.The final piece may vary from this description. ATTACHMENTS 1. Consideration of the current agenda III. Citizen Participation:none IV. Bobcat Ridge Public Improvements: Mr.Sears presents the project: a 2,600 acre site. It is the fast regional natural area;not currently open to the public. It is a three phase project including a soft trail,hard trail,and cabin with other historical buildings. There is a corral that will be renovated as a station for the park ranger. Historically the site was used as a ranch.Then site includes a parking lot,house,and trail system. Artwork could be incorporated into the shelter,parking lot,or entrance sign. Ms.Martin states that mini-projects within the Natural Areas Department public improvements project can be pooled together for one larger APP project. Mr.Sears states that a shelter is needed for the site,and that a historic aesthetic is requested for its design if it becomes part of the APP project. Ms.Dale motions to use the Design Consultant Resource List to select an artist for this project. Mr.Tollison seconds the motion. Unanimously approved- V. Resevoir Ridge Public Improvements: Project presented by Mr.Sears: it is an area gifted by the Udall family. Artists were part of the family,and an artist studio is located on-site. Mr.Sears envisions the studio to be used as a place for meetings;possibly an interpretive center. It was built in 1950,and has a large deck that can hold 20-30 people. It would also be a good site for art classes,and school groups to meet. The site is under design now. If needed,Natural Areas will add funds to subsidize an APP project budget. Mr Howe motions to use the Design Consultant Resource List to select the artist for the project. Ms.Carr seconds the motion. Unanimously approved VI. Nix Facility Improvements: Mr.Sears presents the project: it will include the restoration of a loafing shed;and the addition of a new one to store equipment. New department offices will be on-site within the renovated historic house,or a new office facility will be constructed. Mr.Moore requests that a similar theme and aesthetic that was used for the Nix Farm Project with artist Joe McGrane be used for the improvement of this site Ms.Carr motions to commission artist Joe McGrane to work on the Nix Facility Improvement Project. Ms.Dale seconds the motion. Unanimously approved. VII. Transformer Cabinets Project: Ms.Martin states that the project used an RFP process to select the artist. Wayne Sterler from the Utilities Department,a member of the project team is present to support the artist and answer related questions. The location of the project is in an alley behind the Garment District on College Avenue and Laurel Street.Artist Sandy Toland states that in the project she uses the word"box"playfully,because the cabinets are boxes,and she incorporates this theme into the mural. She will use acrylic paint,and a sacrificial(wax based)varnish. The site for the project was selected by the Department of Light and Power. Ms.Toland states that the project should take approximately nine weeks to complete. Ms.Dale motions to accept Sandy Toland as the artist for the Transformer Cabinets Project. Mr.Howe seconds the motion. Unanimously approved VHI. Huidikoper Park: Project presented by Hetry Bixby. The 8.5 acre site,is located next to Lincoln Jr.High School and the Boys and Girls Club. The site includes a baseball field,soft trail,tennis courts,and shelter. It is a rural site. History of the site: 24 acres of land was donated by Mr.Huidikoper to build a school. There is currently no theme for the project. Ms.Bixby requests the use of the Design Consultant Resource List. Funds may be added from the Parks Department to the APP budget if needed. Ms.Nixon-Cunningham motions to use the Design Consultant Resource List to select the artist for the project. Ms.Carr seconds the motion. Unanimously accepted IX. Provincetowne Park Project presented by Matt Day from the Parks Planning Department. This project will not begin until late this year,and the name of the location will change. It is a six acre site between College and Lerray,south of Trilby. The site is next to a natural area Design will begin at the end of the year. Themes for the project will involve community input. Mr.Howe motions to use the Design Consultant Resource List to select an artist for the project. Ms.Hixon-Cunningham seconds the motion. Unanimously approved X. Staff Reports: M.Martin updates the Board on current APP projects. Ms.Martin also presents a concept for a memorial bench submitted by artist Joe McGrane. This is a very early stage in the program,and no specific parameters have been determined for the scope of the project yet. The memorial bench would be a component of the Memorial Catalogue. The concept can be applied to living memorials;not strictly for the deceased XI. Other Business: none XII. Four cabinets are next to each other on the south edge of the main parking lot, east of the alley, and one larger cabinet is located on the northwest comer of the same parking lot. The project team thought the mural should relate to the activity and business surrounding the alley, and to the regional landscape from the mountains, down to the foothills, the city, and into the plains. For the cabinet on the northwest comer of the parking lot, the artist uses a music box theme. With abstract imagery based on musical instruments, it suggests the vibrancy and rhythm of music often heard in the downtown area. k I Artist's new concepts for transformer cabinets. Nor- 41 RESOLUTION 2005-065 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE LIGHT AND POWER UTILITY FUND TO COMMISSION AN ARTIST TO DESIGN AND PAINT MURALS ON TRANSFORMER CABINETS LOCATED IN THE ALLEY WEST OF COLLEGE AVENUE AND NORTH OF LAUREL STREET WHEREAS, Section 23-303 of the City Code established the Art in Public Places Reserve Accounts in the Light and Power, Water, Wastewater and Storm Drainage Funds for use in the acquisition or leasing of works of art, maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 020, 1995 (the"Guidelines"); and WHEREAS, the City's Electric Utility has completed construction projects at sites that are not appropriate for public art; and WHEREAS,pursuant to Section 23-303 of the City Code, 1%of the funds appropriated for those projects was set aside in the Art in Public Places Reserve Account in the Light and Power Fund to be used for public art; and WHEREAS, Utility staff and the Art in Public Places Board (the "Board") propose using those funds for a project that would enhance five transformer cabinets located in the alley west of College Avenue and north of Laurel Street (the "Art Project"); and WHEREAS,the Board moved to select an artist for the Art Project through an RFP process with the City Purchasing Department; and WHEREAS,the Selection Committee selected Sandy Toland(the"Artist")to create a design concept appropriate for the Art Project; and WHEREAS,the Board evaluated the Artist's final design at its regular meeting on April 20, 2005, pursuant to the Guidelines; and WHEREAS,based on that evaluation, the Board voted to recommend the Artist's proposal to paint murals on the transformer cabinets with imagery related to different seasons and locations and in particular to the activities and stores surrounding the location of the transformer cabinets;and WHEREAS,the estimated cost to create the Art Project,including commission of the Artist, fabrication, installation and contingency for the Art Project, is $12,380; and WHEREAS,those funds have been appropriated in the Art in Public Places reserve account in the Light and Power Utility Fund to provide for the artist design fees, fabrication,installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval,because the cost of the art exceeds $10,000; and WHEREAS,pursuant to Section 23-303 of the City Code, monies credited to Utility Art in Public Places reserve accounts shall be expended only for the acquisition of works of art that provide a betterment to such utility or that are otherwise determined by the City Council to be for a specific utility purpose that is beneficial to the rate payers of such utility. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Council hereby finds that the Art Project proposed provides a betterment to the Electric Utility. Section 2. That the Council hereby authorizes the expenditure of up to TWELVE THOUSAND THREE HUNDRED EIGHTY DOLLARS ($12,380) from the Art in Public Places reserve account in the Light and Power Fund for the Art Project, which consists of murals painted on five transformer cabinets located in the alley west of College Avenue and north of Laurel Street, which project was proposed by the artist Sandy Toland, and the conceptual design of which was reviewed and approved by the Art in Public Places Board on April 20, 2005.
