HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 03/07/2000 - FIRST READING OF ORDINANCE NO. 24, 2000 APPROPRIAT AGENDA ITEM SUMMARY ITEM NUMBER: 15 DATE: March 7, 2000 FORT COLLINS CITY COUNCIL STAFF: Toe Frank SUBJECT: First Reading of Ordinance No. 24, 2000 Appropriating Unanticipated Revenue and Prior Year Reserves in the General Fund for the Northern Colorado Regional Communities I-25 Corridor Plan. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The total budget for this project is S300,000, shared among the seven funding jurisdictions. The City's share ($137,280) has been provided for in the 1999 Budget. The appropriation for the first phase of the project was approved by City Council in 1999. The City has received final payment from the other municipalities for completion of the project. This Ordinance appropriates the remaining balance of$54.240 needed to fund the project. EXECUTIVE SUMMARY: In 1999, eight jurisdictions in Northern Colorado agreed to prepare a plan for the I-25 corridor between Berthoud and Fort Collins. Seven jurisdictions agreed to share in the cost of preparing the plan, based upon population, as has been the case in the past for other regional projects. The Plan, when completed, vgill address design, local transportation networks, and protection of important natural areas and open lands. The planning effort is underway and is expected to be completed in 2001. . ORDINANCE NO. 24, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR RESERVES IN THE GENERAL FUND FOR THE NORTHERN COLORADO REGIONAL COMMUNITIES I-25 CORRIDOR PLAN WHEREAS,the City of Fort Collins, along with Latimer County, City of Loveland, Town of Berthoud. Town of Johnstown, Town of Timnath, Town of Windsor and Weld County have agreed to prepare a plan for the I-25 corridor between Berthoud and Fort Collins, the Northern Colorado Regional Communities I-25 Corridor Plan (the"Plan"); and WHEREAS, the total budget for the Plan is $300,000 and seven of the jurisdictions have agreed to share in the cost of preparing the Plan; and WHEREAS,the City of Fort Collins' share of the cost of the Plan in the amount of $13 7,280 was provided in the 1999 Budget; and WHEREAS,S 108,320 was received from the other jurisdictions for the first phase of the Plan and appropriated in September 1999; and WHEREAS,the City has now received the remaining funds from the other jurisdictions in • the amount of$54,400 and wishes to appropriate this amount for the completion of the Plan; and WHEREAS, S27,590 of the total amount of $54,400 was received in 1999 and is now included in General Fund prior year reserves, and $26,810 has been received in 2000; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years,notwithstanding that such reserves were not previously appropriated; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins also permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from prior year reserves in the General Fund the sum ofTWENTY SEVEN THOUSAND FIVE HUNDRED NINETY DOLLARS ($27,590) for expenditure in the General Fund for the I-25 Regional Corridor Plan. • Section 2. That there is hereby appropriated from unanticipated revenue in the General Fund the sum of TWENTY SIX THOUSAND EIGHT HUNDRED TEN DOLLARS ($26,810) for expenditure in the General Fund for the I-25 Regional Corridor Plan..
