RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT Police Services applied to the Law Enforcement Terrorism Prevention Program and the State Homeland Security Program for federal grant funding to purchase an armored rescue vehicle for the Police Services Special Weapons and Tactics (SWAT) Team. Council appropriated $77,643 in federal funds for this project in Ordinance No. 107, 2007. The 2005 State Homeland Security Program grant amount was then increased by $30,302. This Ordinance appropriates the unanticipated $30,302 for this purchase and decreases the financial impact of the equipment purchase to the City by that amount. EXECUTIVE SUMMARY Police Services received federal funding to apply to the purchase an armored rescue vehicle for the use of the Police Services SWAT Team. Additionally, $48,000 in seized assets from the Larimer County Drug Task Force was applied to the purchase. The total cost of the vehicle was $203,529. The purchase was made in February 2008,and the vehicle is currently in use. After the initial grant award notifications were received, an additional $30,302 was awarded from the 2005 State Homeland Security Program. This Ordinance appropriates the unanticipated $30,302 for this purchase. The total amount of federal funding received for this purchase is now$107,945. ORDINANCE NO. 146, 2008 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATED AMOUNTS BETWEEN ACCOUNTS AND PROJECTS FOR POLICE SERVICES WHEREAS, Fort Collins Police Services has purchased an armored rescue vehicle for the Special Weapons and Tactics (SWAT) Team with $77,643 in grants from the Law Enforcement Terrorism Prevention Program and the State Homeland Security Program and appropriated by Ordinance No. 107, 2007; and WHEREAS, the State Homeland Security Program grant (the "Grant')has been increased by $30,302; and WHEREAS, this ordinance appropriates the unanticipated revenue from the Grant to the armored vehicle purchase and decreases the financial impact of the equipment purchase to the City; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff have determined that the appropriation of the Federal Grants as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year; and NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of THIRTY THOUSAND THREE HUNDRED TWO DOLLARS($30,302)for expenditure in the General Fund towards the armored rescue vehicle purchase.
