SUBJECT
First Reading of Ordinance No. 143, 2008, Appropriating Unanticipated Grant Revenue in the
Recreation Fund for General Operating Support of the Adaptive Recreation Opportunities Passport
Project Program.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY
The City was awarded an $88,811 grant from the Department of Education via a sub-award from
Colorado State University. This Ordinance appropriates that grant money in the Passport Project.
BACKGROUND
On September 25, 2008, the Recreation Division received written notice that it had been awarded
an $88,811 grant from the Department of Education, via a sub-award from Colorado State
University. The Passport Project grant will enable the Adaptive Recreation Opportunities program
to provide a venue for transitioning youth with disabilities from the Poudre School District to
participate in a variety of recreational activities that will provide them with real-world experience
and allow them to develop confidence in their adult life pursuits, building important groundwork
for community participation and eventual employment.
The $88,811 will be disbursed over a three year period. The grant will pay for .10 Full Time
Employee (FTE) in year one for the project co-director, .05 in year two and three. The grant funds
a.5 FTE in years one and two, .25 in year three for a Transition Specialist. The grant also provides
funds for program supplies and travel, registration and lodging to the National Therapeutic
Recreation Conference in year three.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE
RECREATION FUND FOR GENERAL OPERATING SUPPORT OF THE ADAPTIVE
RECREATION OPPORTUNITIES PASSPORT PROJECT PROGRAM
WHEREAS,the City of Fort Collins has been awarded a grant in the amount of$88,811 (the
"Grant")from the Department of Education via a sub-award from Colorado State University for the
Adaptive Recreation Opportunities Passport Project program (the "Passport Project"); and
WHEREAS, the City's Passport Project provides a venue for transitioning youth with
disabilities from the Poudre School District by having the youth participate in a variety of
recreational activities that will provide them with real-world experience and allow them to develop
confidence in their adult life pursuits,laying important groundwork for community participation and
eventual employment; and
WHEREAS,the Grant will be disbursed over a three year period; and
WHEREAS, the Grant will pay partial salaries for the project co-director and a Transition
Specialist as well as provide for program supplies and travel,registration and lodging to the National
Therapeutic Recreation Conference; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year,provided that the total
amount of such supplemental appropriations,in combination with all previous appropriations for that
fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received
during the fiscal year; and
WHEREAS, City staff have determined that the appropriation of the Grant as described
herein will not cause the total amount appropriated in the Recreation Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during any fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated grant revenue in the Recreation Fund
the sum of EIGHTY-EIGHT THOUSAND EIGHT-HUNDRED AND ELEVEN DOLLARS
($88,811)for expenditure in the Recreation Fund for the Adaptive Recreation Opportunities Passport
Project program.
Introduced, considered favorably on first reading, and ordered published this 2nd day of
December, A.D. 2008, and to be presented for final passage on the 16th day of December, A.D.
2008.
