SUBJECT
First Reading of Ordinance No.014,2005,Appropriating Unanticipated Revenue in the Transit Fund
to Support Alternative Modes of Transportation in the Transportation Demand Management
Program.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT
These funds will require a local match of$46,983 which is currently budgeted in the 404 Fund—
Transportation Demand Management Program.
EXECUTIVE SUMMARY
These funds were received from the North Front Range Transportation & Air Quality Council's
Congestion Mitigation and Air Quality("CMAQ")grant program. This program is administered by
the Colorado Department of Transportation. This funding will permit additional financial support
of alternative modes in the SmartTripsTM program.
BACKGROUND
The Transportation Demand Management division applies annually for CMAQ funding to support
the behavior change programs, outreach, education, and awareness activities which are offered to
the public under the name SmartTripsTM. These programs are designed to contribute to the City of
Fort Collins' transportation goals of reducing traffic congestion and maintaining Fort Collins' status
in the air quality attainment standard by changing people's travel habits.Fort Collins SmartTripsTM
programs target commuters and other travelers and provide them with information, motivation and
skills to help them choose alternatives to driving alone. It provides coordination and resources for
employers,employees,businesses,schools,community organizations and individuals to help reduce
single-occupant automobile travel. Fort Collins SmartTripsTM includes a variety of employer-
oriented and community-based activities to encourage ridesharing,walking,bicycling,teleworking,
and public transit.

These programs have traditionally been supported with CMAQ funds and the required local match
from general fund. Because of the growth in our program and increasing interest in our business
outreach offerings we applied for and were granted $568,560 in CMAQ revenue, an increase of
$16,560 over the 2004 allocation.
ORDINANCE NO. 014, 2005
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
TRANSIT FUND TO SUPPORT ALTERNATIVE MODES OF TRANSPORTATION
IN THE TRANSPORTATION DEMAND MANAGEMENT PROGRAM
WHEREAS, Transfort has developed behavior change programs, outreach, education, and
awareness activities which are offered to the public under the name SmartTripsTM to promote
alternative forms of transportation; and
WHEREAS,an application for funding to promote the Transfort programs was approved by
the Colorado Department of Transportation ("CDOT") for $568,560 in the form of Congestion
Mitigation and Air Quality ("CMAQ") funds and is included in the CDOT's 2005 budget; and
WHEREAS, $552,000 is already included in the 2005 budget for Fort Collins; and
WHEREAS,the local matching funds needed,totaling$46,983,have been identified and are
appropriated and available in the Transportation Demand Management Program budget in the Transit
Fund; and
WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year do not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the CMAQ grant funds from
CDOT for promotion of the SmartTripsTM program, as described herein, will not cause the total
amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated
revenues to be received in that fund during any fiscal year; and
WHEREAS,it is the desire of the Council to appropriate$16,560 in additional CMAQ funds
from CDOT in the Transit Fund.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Transit
Fund the sum of SIXTEEN THOUSAND FIVE HUNDRED SIXTY DOLLARS ($16,560) for the
Transportation Demand Management division for use in the SmartTripsTM program.
Introduced, considered favorably on first reading and ordered published this 1st day of
February, A.D. 2005 and to be presented for final passage on the 15th day of February, A.D. 2005.
