SUBJECT
Second Reading of Ordinance No. 105, 2008, Appropriating Unanticipated Grant Revenue in the
General Fund for a Cultural Resources Survey and Authorizing the Transfer of Matching Funds
Previously Appropriated in the Advance Planning Budget.
RECOMMENDATION
Staff recommends adoption of this Ordinance on Second Reading.
EXECUTIVE SUMMARY
This Ordinance,unanimously adopted on First Reading on September 2,2008,appropriates$35,000
from the Colorado Historical Society for preparation of the Historic Context for Post-World War II
commercial and residential architecture in Fort Collins, for the period from 1945 and 1967. A
professional consulting firm will be hired to develop the historic context on post World War II
commercial and residential architecture in Fort Collins, to conduct the intensive-level survey, and
to prepare cultural resource inventory forms for 62 properties.

EXECUTIVE SUMMARY
This Ordinance appropriates $35,000 from the Colorado Historical Society for preparation of the
Historic Context for Post-World War II commercial and residential architecture in Fort Collins, for
the period from 1945 and 1967. A professional consulting firm will be hired to develop the historic

planning context, combined with an intensive-level survey and documentation will identify
important architectural and historical resources and characteristics of this period,greatly facilitating
staff and Landmark Preservation Commission review time.
ORDINANCE NO. 105, 2008
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE GENERAL FUND FOR A CULTURAL RESOURCES SURVEY
AND AUTHORIZING THE TRANSFER OF MATCHING FUNDS
PREVIOUSLY APPROPRIATED IN THE ADVANCE PLANNING BUDGET
WHEREAS, the City has seen an increase in the number of requests for demolition of Post
World War Il era buildings and structures,each of which must be reviewed for compliance with City
Code requirements, including historic preservation requirements; and
WHEREAS, the City has been awarded a grant from the Colorado Historical Society in the
amount of$35,000; and
WHEREAS,the grant funds are to be used for the preparation of a comprehensive survey for
the Historic Context for Post-World War It commercial and residential architecture in Fort Collins,
for the period from 1945 to 1967; and
WHEREAS,the grant requires$15,000 of matching funds,which have been allocated in the
current Advance Planning Department's budget; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amountof such supplemental appropriations,incombination with all previous
appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the grant funds,as described
herein, will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during the fiscal year; and
WHEREAS, Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpected and unencumbered amount or portion thereof from one project to another
project, provided that the purpose for which the transferred funds are to be expended remains
unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of THIRTY FIVE THOUSAND DOLLARS($35,000) for expenditure in the
General Fund for the preparation of the Historic Context for Post-World War II commercial and
residential architecture in Fort Collins.

Section 2. That the unexpended appropriated amount of FIFTEEN THOUSAND
DOLLARS($15,000) is authorized for transfer from the Advance Planning operating budget in the
General Fund to the grant project.
