First Reading of Ordinance No. 52, 1998, Accepting a Donation and Appropriating Unanticipated
Revenue from an Anonymous Donor for the Continuation of the LINC (Library Information
Networking a Community) Program.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY:
Through the facilitation of the Community Foundation serving northern Colorado, an anonymous
donation of$100,000 has been made jointly to the Fort Collins Public Library and the Poudre School
District to enable the continuation of the LINC (Library Information Networking a Community)
program. The City's portion of the donation is $49,750.
1PACKGROUND:
Following the 1993 discussions of a joint City/School library in the new Fort Collins High School,
the Barton Early Childhood Center Library partnership was developed and was successful. In late
1994,the President of the Community Foundation wrote to the City and School District indicating
a donor's interest in seeing a proposal from both entities on how library service to children could be
improved. The donor wished the funds to be expended for fixed or capital items rather than ongoing
operation and maintenance costs. A team of representatives from the City and District developed
a proposal which benefited the community's youth and the community at large.
The City's portion of the original $400,000 donation was $195,000. The money was spent on
enhancing the Mini Library's homework collection, doubling the number of community bookdrops
and a courier to service them,the addition of four Kid's Catalog workstations to the public library,
a subscription to the General Periodicals Index (an online resource allowing dial-in users access to
275 periodical titles), providing funds for the Barton Early Childhood Center to remain open as a
LINC site during the summer, and the installation of the LINC Electronic Resource Center at the
Main Library to support students in their research needs.
In July 1996,the Community Foundation notified Susan Kirkpatrick(liaison between the donor and
the Foundation) and said the donor was more than pleased with the project and issued a challenge
in the hope of creating more interest in and more sites for the program by matching dollar-for-dollar,
up to $100,000. A proposal outlining ideas for the next evolution of LINC, an estimated budget,
what was accomplished and what was learned, was submitted to the donor in October 1996. An

update to the proposal was sent to the Community Foundation in 1997 explaining that the City's in-
kind contribution would come from a grant received from the State of Colorado Technology
Learning Committee in the amount of$175,000. These funds will be used for computer hardware
and equipment to furnish 3 computer labs at the Harmony Library,the Northside Aztlan Community
Center, and Barton Early Childhood Center; software, courseware and databases;
telecommunications costs to connect the Northside Aztlan Community Center and Barton Early
Childhood Center to the Internet; computer workstation furniture; and consulting fees for software
development and training.
This Ordinance appropriates $49,750 in unanticipated revenue in the General Fund on continuation
and expansion of electronic resources, continuation of material purchases to meet children's and
teens homework needs, continuation of the Barton Early Childhood Center as a LINC site,
promotion of LINC programs, dial-in access to school holdings and electronic information, and
continuation of the LINC bookdrop service.
ORDINANCE NO. 52, 1998
OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE FROM AN
ANONYMOUS DONOR FOR THE CONTINUATION OF THE
LILAC (LIBRARY INFORMATION NETWORKING A COMMUNITY) PROGRAM
WHEREAS,an anonymous donor has,through the Community Foundation serving northern
Colorado,agreed to make a donation to the City and to the Poudre School District in the amount of
$100,000 to be used to enable continuation of the LINC program provided the City and School
District raise in-kind dollar-for-dollar contributions; and
WHEREAS,the City wishes to accept its share of the donation in the amount of$49,750 and
appropriate said funds for purposes consistent with the wishes of the donor; and
WHEREAS, the City's in-kind contribution will come from a grant received in 1997 from
the State of Colorado Technology Learning Committee in the amount of$175,000 which is alread}
appropriated in the Library's 1998 budget; and
WHEREAS, the City has agreed to use this generous donation to continue and expand
electronic resources, continue material purchases to meet children's and teens homework needs.

WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year.

appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the unanticipated revenue
from the anonymous donor referenced herein will not cause total appropriations to exceed the current
estimate of actual and anticipated revenues for fiscal year 1998.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that upon receipt,there is hereby appropriated from unanticipated revenue in the General
Fund the sum of FORTY NINE THOUSAND SEVEN HUNDRED FIFTY DOLLARS ($49,750)
for expenditure in the General Fund for continuation of the LINC program in the Fort Collins
community.
Introduced, considered favorably on first reading, and ordered published this 7th day of
April, A.D. 1998, and to be presented for final passage on the 21 st day of April, A.D. 1998.
