HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 10/19/1999 - ITEMS RELATING TO THE ANALYSIS AND CONSTRUCTION OF I AGENDA ITEM SUMMARY ITEM NUMBER: I A-B DATE: October 19, 1999 • FORT COLLINS CITY COUNCIL STAFF • Eric Bracke SUBJECT: Items Relating to the Analysis and Construction of Intersection Improvements at the Intersection of State Highway 14 (Mulberry) and Lemay Avenue Utilizing Federal Congestion Mitigation and Air Quality (CMAQ) Funds. RECOMMENDATION: Staff recommends adoption of the Resolution and of the Ordinance on First Reading. FINANCIAL IMPACT: This Federal-Aid Project is for the total amount of$1,375,721 of which$1,090,000 is federal dollars and$285.721 is local funds. The Colorado Department of Transportation will reimburse the federal portion of the project in the amount of$1,090.000. The Lemay Crossing P.U.D. will also have financial responsibility for a portion of the project, however, that amount has not yet been determined. Matching funds will come from existing appropriations in the Street Oversizing Fund ($205,721) and prior year reserves in the Transportation Services Fund($80.000). EXECUTIVE SUMMARY: A. Resolution 99-117 Authorizing the Mayor to Execute an Intergovernmental Agreement with the Colorado Department of Transportation Allocating $1,375,721 for the Analysis and Determination of Appropriate Intersection Improvements and the Construction of Said Improvements at the Intersection of State Highway 14 and Lemay Avenue. B. First Reading of Ordinance No. 152, 1999,Appropriating Unanticipated Revenue and Prior Year Reserves in the Transportation Services Fund and Authorizing the Transfer of Appropriations from the Street Oversizing Fund to the Transportation Services Fund for the Analvsis and Determination of Appropriate Intersection Improvements and the Construction of Improvements at the Intersection of State Highway 14 and Lemay Avenue. The City of Fort Collins successfully applied for Federal CMAQ funds for an Alternative Analysis of intersection improvements and the construction of those determined improvements at the intersection of SH 14 and Lemay Avenue. The intersection is currently experiencing both delay and accident problems. Pedestrian connectivity is also an existing problem and this project will build i DATE: October 19, 1999 2 ITEM NUMBER: 11 A-B a pedestrian bridge across the Poudre River and sidewalk along Mulberry to connect Lemay to Riverside. Approximately $300,000 of the project is dedicated to these pedestrian improvements. The proposed Mulberry Lemay Crossing project (WalMart) will add considerable traffic to an existing problem. Although the Mulberry Lemay Crossing PUD will be financially responsible for improvements to the intersection based on its impacts, staff is also interested in investigating the design of a modern roundabout at this location. Any federal CMAQ funds not expended for this project will be used for other City projects that meet the CMAQ criteria. The analyses will consider traditional improvements such as right turn lanes and double left turn lanes against a modem roundabout intersection. The evaluation criteria include the following: Level of service by movement and total Delay Accident rates Emissions Fuel consumption Safety (auto,bike,pedestrian) Aesthetics Costs(construction and long term maintenance) Driver Acceptance/ability to adapt to a new form of intersection Other Cities' experiences A technical/engineering group has been put together to begin this evaluation process. Staff from Traffic Engineering, Engineering, Transportation Planning, Police Services, CDOT, and the WalMart Engineering consultants are included in this group. Citizen participation will also be developed in the-upcoming weeks. The City has selected Balloffet&Associates along with Barry Crown to assist staff in this endeavor. Barry Crown is a renowned expert in modern roundabout design and will assist in that effort. The City will enter into contract with Balloffet following the execution of the Contracts between the City and CDOT. It is the intent of staff to present to City Council and the Colorado Department of Transportation the pros and cons of both alternatives in early January, 2000. Final design and construction of the project should occur in the summer of 2000. RESOLUTION 99-117 . OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION ALLOCATING $1,375,721 FOR THE ANALYSIS AND DETERMINATION OF APPROPRIATE INTERSECTION IMPROVEMENTS AND THE CONSTRUCTION OF SAID IMPROVEMENTS AT THE INTERSECTION OF STATE HIGHWAY 14 AND LEMAY AVENUE WHEREAS, the Colorado Department of Transportation has prepared and presented to the City an Agreement providing for the analysis and determination of appropriate intersection improvements and the construction of said improvements at the intersection of State Highway 14 and Lemay Avenue (the "Intersection"); and WHEREAS,said proposed Intergovernmental Agreement calls for the sum of$1,375,721 to be expended in furtherance of the foregoing purposes,which sum includes Federal Aid Project funds in the amount of$1,090,000, and City matching funds in amount of$285,721; and WHEREAS, Colorado law and the City Charter authorize governments to enter into contractual agreements with one another for the purpose of cooperating together in joint activities; and . WHEREAS, the Council has determined that it is in the best interests of the City that an Agreement be entered into with the State of Colorado for the purpose of analyzing and determining the appropriate improvements at the Intersection and the construction of said improvements. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Mayor be,and hereby is,authorized to enter into an Intergovernmental Agreement between the City of Fort Collins and the Colorado Department of Transportation,which Agreement shall provide for the analysis and determination of appropriate intersection improvements and the construction of said improvements at the intersection of State Highway 14 and Lemay Avenue at a cost not to exceed $1,375,721, including $285,721 of City matching funds, with any funds not expended for said project to be used for other City projects which meet federal criteria for expenditure. Passed and adopted at a regular meeting of the City Council held this 19th day of October, A.D. 1999. Mayor ATTEST: City Clerk ORDINANCE NO. 152, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR RESERVES IN THE TRANSPORTATION SERVICES FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS FROM THE STREET OVERSIZING FUND TO THE TRANSPORTATION SERVICES FUND FOR THE ANALYSIS AND DETERMINATION OF APPROPRIATE INTERSECTION IMPROVEMENTS AND THE CONSTRUCTION OF IMPROVEMENTS AT THE INTERSECTION OF STATE HIGHWAY 14 AND LEMAY AVENUE WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins (the"Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V,Section 9,of the Charter,also permits the City Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years, notwithstanding that such reserves were not previously appropriated; and WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended appropriated amount or portion thereof from one fund or capital project to another fund or capital project,if the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, the City of Fort Collins applied for federal Congestion Mitigation and Air Quality(CMAQ)funds to be used for an Alternative Analysis of Intersection Improvements and the construction of those improvements at the intersection of State Highway 14 and Lemay Avenue;and WHEREAS, the aforementioned intersection is experiencing both delay and accident problems which are expected to continue with the proposed Mulbem.Lemay Crossing project; and WHEREAS,the Colorado Department of Transportation(CDOT)has made available to the City the sum of One Million Ninety Thousand Dollars ($1,090,000) in CMAQ funds to be used, along with City matching funds, for an analysis of intersection improvements, and for the construction of those improvements,at the intersection of State Highway 14 and Lemay Avenue(the Project'); and WHEREAS,the estimated cost of the Project is One Million Three Hundred Seventy-Five Thousand Seven Hundred Twenty-One Dollars ($1,375,721); and WHEREAS,staff has identified$1,375.721 from various sources to be appropriated for the Project; and • WHEREAS,the City Council has adopted Resolution 99-117 authorizing the Mayor to enter into an Intergovernmental Agreement between the City of Fort Collins and the Colorado Department of Transportation,which shall provide for the analysis and determination of appropriate intersection improvements and the construction of those improvements at the intersection of State Highway 14 and Lemay Avenue at a cost not to exceed $1,375,721, to be funded from $1,090,000 in federal Congestion Mitigation & Air Quality funds and local City matching funds totaling $285,721. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund,the sum of ONE MILLION NINETY THOUSAND DOLLARS ($1,090,000),in federal Congestion Mitigation&Air Quality funds, upon receipt from the Colorado Department of Transportation, to be used for the analysis and determination of appropriate intersection improvements, and for the construction of those improvements, at the intersection of State Highway 14 and Lemay Avenue, with any funds not expended for said project to be used for other City projects which meet federal criteria for expenditure. Section 2. That the unexpended appropriated amount of TWO HUNDRED FIVE THOUSAND SEVEN HUNDRED TWENTY-ONE DOLLARS($205,721)is hereby authorized for transfer from the Street Oversizing Fund to the Transportation Services Fund and appropriated therein to be used for the analysis and determination of appropriate intersection improvements,and for the construction of those improvements, at the intersection of State Highway 14 and Lemay Avenue. Section 3. That there is appropriated for expenditure from prior year reserves in the Transportation Services Fund the sum of EIGHTY THOUSAND DOLLARS ($80,000)to be used for the analysis and determination of appropriate intersection improvements,and for the construction of those improvements, at the intersection of State Highway 14 and Lemay Avenue.
