FORT COLLINS CITY COUNCIL STAFF: Deryle O'Dell SUBJECT: First Reading of Ordinance No. 12, 1999, Appropriating Unanticipated Revenue in the General Fund for the Larimer County Multi-Jurisdictional Drug Task Force. III RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City has received a grant for the Multi jurisdictional Drug Task Force from the Colorado Division of Criminal Justice. As the administrator of the grant the City of Fort Collins will also receive $22,966 from Task Force participating agencies as a portion of their share of training, equipment and personnel costs. i EXECUTIVE SUMMARY: On November 17, 1998, Ordinance No. 195, 1998, appropriating$202,101 for Fort Collins Police Services as the administrator of the Multi jurisdictional Drug Chant,was adopted on second reading. At the time the agenda summary was prepared for Ordinance No. 195, 1998, Fort Collins Police Services neglected to include $22,966 in unanticipated revenue from the Task Force participating agencies. These dollars ($22,966) represent a portion of the $202,101 match that participating agencies must provide. The required City of Fort Collins match share of $87,608 is already appropriated and available. This appropriation is not a request to identify new dollars for the City's share. This action simply appropriates the$22,966 from the Task Force participating agencies in addition to the $202,101 in grant money appropriated under Ordinance No. 195, 1998. • ORDINANCE NO. 12, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR THE LARIMER COUNTY MULTI-JURISDICTIONAL DRUG TASK FORCE WHEREAS, the City of Fort Collins was awarded federal grant funds in the amount of $202,101 for the Larimer County Multi jurisdictional Drug Task Force; and WHEREAS,this grant is to be used by the Multi jurisdictional Drug Task Force to fund the investigation of illegal narcotics activities in Larimer County; and WHEREAS,Fort Collins Police Services is administering the grant for the Drug Task Force which includes the Fort Collins Police Department,Loveland Police Department,Larimer County Sheriff's Department, and the Colorado State University Police Department; and WHEREAS, the federal grant funds and local matching funds for the grant were appropriated in 1998 by Ordinance No. 195, 1998; and WHEREAS, the local matching funds consist of cash contributions as well as in-kind contributions in the form of law enforcement personnel staff time; and . WHEREAS, the City will receive additional local matching cash in the amount of$3,885 from the Colorado State University Police Department and $19,081 from the Larimer County Sheriffs Department,for a total amount of$22,966,which were not appropriated with the grant in Ordinance No. 195, 1998; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of TWENTY-TWO THOUSAND NINE HUNDRED SIXTY-SIX DOLLARS ($22,966) for expenditure in the General Fund for Police Services for the Multi jurisdictional Drug Task Force Grant Project. • Introduced, considered favorably on first reading, and ordered published this 19th day of January,A.D. 1999,and to be presented for final passage on the 2nd day of February, A.D. 1999.
