SUBJECT
Second Reading of Ordinance No. 080, 2005, Appropriating Unanticipated Revenue in the
Transportation Services Fund to Be Used to Conduct the Downtown River District Improvement
Project.
RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY
The DDA and the City's departments of Transportation Planning,Engineering,Advanced Planning,
Natural Resources, and Utilities have initiated this Project to address the lack of sufficient public
infrastructure to support infill development and redevelopment in the Downtown River Corridor
area. This Project will be co-managed by the City and the DDA. The first phase of the Project
includes detailed design/preliminary engineering and cost estimating of needed transportation and
utility improvements for the area including Jefferson, Willow, Lincoln, and Linden Streets. The
transportation and utility improvements suggested by this Project will help the area achieve the
visions and goals set forth by City Plan and the Downtown River Corridor Implementation Program.
In response to Council concerns at the July 19th City Council meeting, staff would like to clarify
that the Downtown River District Improvement Project team includes representation from the City's
Natural Resources department and the public outreach efforts will offer extensive coordination with
all of the City's Boards, including the Natural Resources Advisory Board. This collaborative,
inclusive, team approach is standard protocol for all projects and staff are excited about working
with all of the various interests groups that will be involved with the Downtown River District
Improvement Project. To help address Council concerns more specifically, we have revised the
Ordinance to reference Natural Resources direct involvement with the project. The project area
map/graphic has also been revised to more clearly show the street names within the project area.
Ordinance No. 080, 2005, was unanimously adopted on First Reading on July 19, 2005.

RE: Downtown River District Improvement Project—City Council Meeting Follow-Up
In response to Council Member Ohlson's concerns at the July W City Council meeting, we would like to
clarify that the Downtown River District Improvement Project team includes representation from the City's
Natural Resources department and the public outreach efforts will offer extensive coordination with all of
the City's Boards, including the Natural Resources Advisory Board.
This collaborative, inclusive, team approach is standard protocol for all of our projects and we are excited
about working with all of the various interests groups that will be involved with the Downtown River
District Improvement Project.
To help address Council Member Ohlson's concern more specifically, we have revised the Agenda Item
Summary and Ordinance for the upcoming Council meeting on August 166 to reference Natural Resources
direct involvement with the project. We have also revised the project area map/graphic to more clearly
show the street names within the project area. We will work with the Clerk's Office staff to incorporate
these revised materials into the Council packets for the 2"d reading of this item on August W.

ORDINANCE NO. 080, 2005
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES
FUND TO BE USED TO CONDUCT THE DOWNTOWN RIVER DISTRICT
IMPROVEMENT PROJECT
WHEREAS, the City's departments of Transportation Planning, Engineering, Advance
Planning,Natural Resources and Utility Services are partnering with the Downtown Development
Authority("DDA")to conduct a Downtown River District Improvement Project(the"Project");and
WHEREAS, the purpose of the Project is to address the lack of sufficient public
infrastructure to support infill development and redevelopment in the Downtown River Corridor
area; and
WHEREAS, the first phase of the Project will include detailed design/preliminary
engineering and cost estimating of needed transportation and utility improvements for the area
including Jefferson Street, Willow Street, Lincoln Avenue, and Linden Street; and
WHEREAS, the transportation and utility improvements that may result from this Project
fit within the visions and goals as set forth by City Plan and the Downtown River Corridor
Implementation Program; and
WHEREAS, the City and the DDA have entered into an intergovernmental agreement,
whereby the DDA has agreed to provide the City with$200,000 to conduct the Project,and the City
has agreed to provide in-kind contributions, of up to $100,000, in the form of staff time and
available departmental resources; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year, does not exceed the current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the payment from the DDA
as referenced above will not cause the total amount appropriated in the Transportation Services Fund
- Downtown River District Improvement project to exceed the current estimate of actual and
anticipated revenues to be received during any fiscal year; and
WHEREAS, it is the desire of the City Council to appropriate the sum of$200,000 in the
Transportation Services Fund, representing payment from the DDA for their share of costs
associated with the Downtown River District Improvement Project.
NOW, THEREFORE,BE TT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated revenue in the Transportation
Services Fund - Downtown River District Improvement project, the sum of TWO HUNDRED
THOUSAND DOLLARS ($200,000),representing the Downtown Development Authority's share
of costs associated with the Downtown River District Improvement Project.
Introduced,considered favorably on first reading,and ordered published this 19th day of July,
A.D. 2005, and to be presented for final passage on the 16th day of August, A.D. 2005.

FINANCIAL IMPACT
Pursuant to an Intergovernmen greement between�,?? the Do own Development Authority
(the "DDA") and the City of Fort Collins, the DDAt is tjiovidi4$2t00,000 to the City to conduct
the Downtown River District Improvement ProjecOffie "Proj'ect"). The City will provide an in-
kind contribution to the projeof up to $100000, through staff time and departmental
resources. The DDA cash contribution will be used to hire a consultant team to assist with this
project.

BACKGROUND
The ultimate goal of the Project . o implement thg recommeq ,d improvements suggested by
many planning projects and studies c pleted for this area inCrent years.
The first phase of the Project inQjides d" ile ,design worke necessary transportation and
utility improvements for the area including Jefferson, Willow, Lincoln and Linden Streets.
Subsequent phases of the Project will include securing construction funding, final engineering,
and construction of the identified infrastructure improvements.
This project specifically addresses many of the high priority projects listed in the Downtown
River Corridor Implementation Program report:
1. Linden, Willow, and Lincoln Streetscape Improvements (Ist priority);
2. Linden/Jefferson intersection project (1st priority);
3. Lincoln Avenue Bridge—part of streetscape improvements (1 st priority);
4. Jefferson/Riverside Streetscape Improvements, portion along Jefferson
only (1st priority);
5. Linden/Willow Urban Design Features (2nd priority);
6. Gateway Features L3rdpriority).
This project will use the overal Downtown ver:Corridor` plementation Program and other
recent applicable planning pro s as a guided _evelop d filed engineering drawings for the
streetscape/roadways and utility improvements throughout this area. The design will address
roadway width, alignment, location, grade, surface treatment, on-street parking, and
Streetscape/lighting features plus resolve railroad, drainage, utility, natural features, and
environmental issues. The improvements will address all modes of transportation. In addition,
the project will include design plans for the following intersections: Jefferson/Linden,
Jefferson/Lincoln, Willow/Linden, Willow/Lincoln. The designs will address interim and
ultimate improvement levels and include cost estimates and a recommended phasing process as
well as potential funding strategies.
This project will include an extensive public involvement process, including potentially affected
interests such as the property and business owners within the project area, multiple City
departments, the Transportation Board and Planning and Zoning Board (as well as others as
appropriate), City Council, DDA, Downtown Business Association, Colorado Department of
Transportation, and railroad com anies.
