RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. EXECUTIVE SUMMARY This ordinance makes the necessary Code amendments involving the restructuring of Administrative Services and Communication and Technology Services. These changes are recommended to ensure a more consistent approach towards improving accountability and increasing efficiencies in the services these two areas support. BACKGROUND Over the last six months, the City Manager has worked with Council and staff to frame the big- picture outcomes and goals for the City. Council and staff are engaged in a new approach (Budgeting for Outcomes) to more effectively define our key services and align our resources to achieve the results that are most important to our citizens. In a complementary and parallel strategy,the City Manager has identified some key organizational changesto: • Improve our business and service practices • Be more responsive and accountable to our customers • Solve problems and deliver services more efficiently • Be more accountable • Partner, collaborate and use resources more effectively A major consolidation is already underway. Code Enforcement and the Neighborhood Resources services are consolidating efforts under a new office entitled Neighborhood Services that will be housed in Community Planning and Environmental Services. The goal is to strengthen customer June 7, 2005 -2- Item No. 18 advocacy and case management and provide a more consistent approach to problem solving and enforcement. The "merger" is scheduled for completion in July. Another major change involves restructuring of Administrative Services and Communication and Technology Services. The services provided in these two areas support all of the City's direct services to citizens. The issues that surface and are addressed by work in these areas consistently involve the City Manager's office. Again, to ensure a more consistent approach, improve accountability and increase efficiencies, the following organizational changes are recommended: 1. Finance and Budget will be integrated under the Deputy City Manager 2. Operation Services(Fleet and Facility Management)will be relocated under the Utilities General Manager. 3. Human Resources will be integrated with Legislative Services Communication and Public Involvement Services under an Assistant City Manager (formerly the Assistant City Manager / Administrative Services Director) 4. Information Technology, Geographic Information Systems, and the JD Edwards Financial System will be integrated under another Assistant City Manager (formerly the Assistant City Manager/Communications and Technology Director). 5. The Economic Advisor will remain in the City Manger's Office under the direction of the City Manager. The proposed ordinance would revise the administrative structure shown in the Code to reflect these changes. Working as an effective team, the City Manager, Deputy City Manager, and two Assistant City Managers are committed to improve the services that support the Council's policy work as well as the foundation systems for our organization. ORDINANCE NO. 071, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING CHAPTER 2, ARTICLE 5 OF THE CODE OF THE CITY OF FORT COLLINS PERTAINING TO ADMINISTRATIVE ORGANIZATION WHEREAS,the City Charter provides that the administrative branch of the City government is to be composed of such offices, service areas and agencies as are established by the City Council by ordinance upon report and recommendation of the City Manager; and WHEREAS, the administrative organization of the City appears in Section 2, Article 5 of the City Code; and WHEREAS, the City Manager has recommended certain changes to such administrative structure, and the Council concurs with the recommendations of the City Manager. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Sections 2-500 and 2-501 of the Code of the City of Fort Collins are hereby repealed in their entirety,with Sections 2-502 through 2-506 to be renumbered as Sections 2-500 through 2- 504.
