SUBJECT
Resolution 2008-104 Excusing the Absence of Councilmember Diggs Brown From Future
Meetings of the City Council.
RECOMMENDATION
Staff has no recommendation on Resolution 2008-104.
EXECUTIVE SUMMARY
As a member of the country's armed services, Councilmember Brown has received orders for
deployment outside of the United States. This will be the last Council meeting for
Councilmember Brown until his deployment is over or until his term on the Council ends in
April 2009.
Resolution 2008-104 excuses Councilmember Brown from all regular and special Council
meetings during his deployment and recognizes his contributions as a Councilmember and
member of the armed services.
BACKGROUND
In addition to his service to the community as a member of the Fort Collins City Council, Major
Diggs Brown is an active member of the Colorado Army National Guard. Major Brown has
recently received orders for deployment outside of the United States, and this will be his last
Council meeting.
Under the City Charter, a Council seat is considered vacant if the Councilmember misses regular
and special meetings for 60 consecutive days, unless excused by resolution of the Council.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXCUSING THE ABSENCE OF COUNCILMEMBER DIGGS BROWN
FROM FUTURE MEETINGS OF THE CITY COUNCIL
WHEREAS, under Article II, Section 18 of the City Charter, if a Councilmember fails to
attend meetings of the Council for 60 consecutive days,a vacancy is considered to exist in the office
held by such Councilmember,unless such failure to attend meetings is excused by resolution of the
Council; and
WHEREAS, Councilmember Diggs Brown has received military orders for deployment
outside of the United States and will be unavailable to attend Council meetings for an unknown
period of time; and
WHEREAS, Councilmember Brown's term of office ends in April 2009; and
WHEREAS,under these circumstances,the Council is desirous of excusing Councilmember
Brown from future Council meetings.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That all absences of Councilmember Diggs Brown from meetings of the
Council due to military service occurring after October 21,2008 and until his return to Fort Collins
or until the end of his term, whichever shall first occur, are hereby excused by the Council.
Section 2. That the City Council wishes to recognize Councilmember Brown's service
to the community since his election on April 5, 2005, as a valued member of the City Council and
as liaison to the Citizen Review Board, Golf Board, Personnel Board, and Planning and Zoning
Board; as well as his participation as a member of the Ethics Review Board, Airport Study Group,
I-25 Corridor Policy Committee, and North Front Range EIS Project Regional Coordination
Committee.
Section 3. That the City Council wishes to express its gratitude to,and respect for, Major
Brown for his many years of service to the country as a member of our armed services, and wishes
him well in his next assignment.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 21 st
day of October A.D. 2008.
