RECOMMENDATION Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY This Pay Plan continues in support of the practice of setting City pay range maximums at the market 70th percentile. Data from the public and private sectors, including reported published survey data and a special City of Fort Collins Compensation Survey, were used to determine the prevailing market rates for 100 benchmark jobs. Ordinance No. 139, 2005,was adopted 6-1 (Nays: Ohlson)on First Reading on November 2,2005. ORDINANCE NO. 139, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE 2006 CLASSIFIED EMPLOYEES PAY AND CLASSIFICATION PLAN WHEREAS, Section 2-566 of the City Code requires that the salaries of all classified employees of the city shall be fixed by ordinance of the City Council; and WHEREAS,the City of Fort Collins is committed to compensating employees in a manner which is fair, competitive and understandable; and WHEREAS, the annual market analysis conducted by the Human Resources Department includes public and private employer survey information for Northern Colorado and the Front Range, providing clear benchmark information for nearly one in four positions; and WHEREAS, City staff believes that the pay plan recommended by the City Manager is consistent with the Council objectives, including the philosophy of total compensation; and WHEREAS, the Council believes that the adoption of the recommended pay plan is in the best interests of the City and further believes that the allocation of individual salaries within the pay plan should be related to employee performance. NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Council hereby adopts the 2006 City of Fort Collins Pay and Classification Plan (the"Plan"),a copy of which is attached hereto as Exhibit"A"and incorporated herein by this reference. Section 2. That the effective date of the Plan shall commence with the January 2, 2006 pay period. Section 3. That the City Manager may modify the Plan by making pay equity adjustments within the established pay levels of the pay Plan, providing that the total cost of employee compensation does not exceed the budget as adopted by City Council. Section 4. That the City Manager is hereby directed by the Council to explore an employee compensation policy for the year 2007 and ensuing years that ties employee performance to employee compensation, and to report back to the Council with regard to such policy prior to submission of the 2007 pay plan to the Council. Data from the public and private sectors,including reported published survey data and a special City of Fort Collins Compensation Survey, were used to determine the prevailing market rates for 100 benchmark jobs. Although public sector employers are included in the survey, they represent only 11% of the employers. MSEC surveys 304 benchmark jobs. The former MSEC Utilities Compensation Survey and Parks and Recreation Survey are now included in the Front Range Compensation Survey. Colorado Municipal League(CML): CML reports compensation information from 176 jurisdictions in the State of Colorado, including 162 municipalities, 11 counties and 3 special districts. The surveyprovides information on 122 full- time and 27 part-time benchmark jobs commonly shared by most municipalities,as well as a second survey of 36 executive and management level jobs in the public sector. RESULTS: Pay Plan: The pay structures were again established by calculating the 70th percentile on benchmarks and allowing an approximate 10% difference between pay grades. Pay ranges still capture a 36% spread. The pay for each pay grade a°b en evi we by ca arin the benchmark jobs in each occupational group to similar j s m th ocal v e p l'0 ectors. This analysis permitted an evaluation of the competiti ness of a pa r e: Each the pay grades in an occupational group was similarly analyzed, Yl•if it was obseive at a stru a adjustment was needed,the pay ranges in that occupational group were adjusted. These analyses indicated that occupational groups needed to be adjusted to remain competitive with the market. The proposed average structure adjustment is 11.47%. The size of this adjustment is explained by the continuing movement in the prevailing wage for jobs in our market, and also the fact that our pay ranges have not been adjusted to the market since 2002. All
