SUBJECT
First Reading of Ordinance No. 145, 2008, Appropriating Unanticipated Grant Revenue From the
Office of National Drug Control Policy and the Office of Community Oriented Policing
Methamphetamine Initiative in the General Fund for the Larimer County Drug Task Force.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT
The City has received two grants for the Larimer County Drug Task Force. No matching funds are
required for either grant.
EXECUTIVE SUMMARY
The City has received two grants for the Larimer County Drug Task Force. The first is from the
Office of National Drug Control Policy for January 1-December 31, 2009 in the amount of
$105,000. The second is from the Office of Community Oriented Policing Methamphetamine
Initiative in the amount of$133,280.
BACKGROUND
Fort Collins Police Services applied to the Office of National Drug Control Policy on behalf of the
Larimer County Drug Task Force for federal grant monies to help fund the investigation of illegal
narcotics activities in Larimer County. This grant award will be used to offset operating expenses
of each participating agency.As the grant administrator,Police Services will ensure private funding
to other participating agencies for their share of the federal funds.The City has received notification
of the grant award in the amount of$105,000. This appropriation is not a request to identify new
dollars for the Police Services budget. This action appropriates the $105,000 in new federal grant
money.
Fort Collins Police Services initially applied for the second grant through Senator Ken Salazar on
behalf of the Larimer County Drug Task Force.The funds were appropriated by the U.S.Senate,and
Police Services was invited to apply to the Office of Community Oriented Policing for a grant under
the Methamphetamine Initiative.The City has received notification of the grant award in the amount
of $133,280. These funds are dedicated to the purchase of investigative equipment to support

narcotics investigations. This appropriation is not a request to identify new dollars for the Police
Services budget. This action appropriates the $133,280 in new federal grant money.
The Latimer County Drug Task Force is a multi jurisdictional investigative team that currently
includes Fort Collins Police Services, Loveland Police Department, and the Colorado State
University Police Department.
ORDINANCE NO. 145, 2008
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE FROM THE OFFICE
OF NATIONAL DRUG CONTROL POLICY AND THE OFFICE OF COMMUNITY
ORIENTED POLICING METHAMPHETAMINE INITIATIVE
IN THE GENERAL FUND FOR THE LARIMER COUNTY DRUG TASK FORCE
WHEREAS, the Office of National Drug Control Policy has awarded Fort Collins Police
Services ("FCPS") federal grant money in the amount of$105,000 ("Grant I"); and
WHEREAS, the Office of Community Oriented Policing Methamphetamine Initiative has
awarded FCPS federal grant money in the amount of$133,280 ("Grant IP'); and
WHEREAS, Grant I is to be used by the Larimer County Drug Task Force (the "Task
Force")to help fund the investigation of illegal narcotics activities in Larimer County and to offset
operating expenses; and
WHEREAS, Grant II is to be used by the Task Force to purchase investigative equipment
to support narcotics investigations; and
WHEREAS, the Task Force consists of representatives from Fort Collins Police Services,
Loveland Police Department, and the Colorado State University Police Department; and
WHEREAS, the City and FCPS will administer the two grants for the Task Force; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the grant funds as described
herein will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund
the sum of TWO HUNDRED THIRTY EIGHT THOUSAND TWO HUNDRED EIGHTY
DOLLARS ($238,280) for expenditure, upon receipt, in the General Fund for Police Services for
the Multi jurisdictional Drug Task Force Grant Project.
Introduced, considered favorably on first reading, and ordered published this 2nd day of
December, A.D. 2008, and to be presented for final passage on the 16th day of December, A.D.
2008.
