RECOMMENDATION Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY A vacancy currently exists on the Human Relations Commission due to the resignation of Jenny Lopez Filkins. Councilmembers Roy and Kastein reviewed the applications on file and conducted interviews.The Council interview team is recommending Paige Backlund Jarquin to fill the vacancy. RESOLUTION 2005-016 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING AN APPOINTMENT TO THE HUMAN RELATIONS COMMISSION WHEREAS, a vacancy currently exists on the Human Relations Commission due to the resignation of Jenny Lopez Filkins; and WHEREAS, Council wishes to fill said vacancy. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following named person is hereby appointed as a members of the Human Relations Commission, with a term to begin immediately and to expire as set forth after the name: Human Relations Commission Expiration of Term Paige Backlund Jarquin December 31, 2005 Passed and adopted at a regular meeting of the City Council held this 15th day of February, A.D. 2005. Why do you want to become a member of this particular board or commission? I have worked in local, national and international settings in the capacity of a human relations advocate and I am applying to become a member of the Human Relations Commission because I feel I have much to contribute to the realm of antidiscrimination and race relations in our community. Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) 1 believe the Human Relations Commission should address the high dropout rate of Latino and Native American students in the public school system (the dropout rate for those two populations in Poudre Valley Schools is almost double the enrollment rate). A leading antecedent to poverty, low levels of education because of dropout is a preventable precursor that deserves heightened attention. Concerned parents and community members should have a forum, rather than the local opinion columns in the newspaper,in which they can register complaints and receive the attention they require. 2) The issue of public confidence arises when reviewing the aspiring accomplishments of the Human Relations Commission.As part of a bureaucratic system,to gain public acknowledgement as a trustworthy resource and advocacy association should be foremost in the Commissions networking and outreach efforts. By working directly with community-based advocacy organizations and community leaders, who in turn work directly with community members,this goal can be attained. 3) In order to end discrimination,a realistic approach to community-wide diversity education is required. Forums and meetings that include community partners as well as local politicians and residents are an effective outreach and education tool. By incorporating community leaders into the model, "word-of-mouth"peer-to-peer communication will incur furthering the cause of community-wide diversity education. List any abilities,skills, certificates, specialized training, or interests you have which are applicable to this board or commission: Strategic planning, community assessments, networking, organizing, and community outreach. Immigration, women's issues,crisis intervention, and gang involved youth. Nationally registered EMT,fluent in English and Spanish, excellent interpersonal skills and leadership qualities.
