Resolution 2005-010 Adopting the Recommendations of the Parks and Recreation Board
Regarding Building Community Choices Disbursements.
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
The City Council appropriated funds into the Capital Projects Fund - Building Community
Choices - Community Park Improvements Project in 2000, 2001, 2003 and 2004 for community
park improvements. Unexpended appropriations in this project, total $429,257 as of 12/31/04, of
which $404,000 which will be used for park improvements in 2005.
EXECUTIVE SUMMARY
In 1997, voters approved a Building Community Choices Capital Improvement Program,
dedicated towards funding Natural Areas and Parks Projects. The program is funded by a one-
quarter cent sales and use tax, due to expire on December 31, 2005. The Building Community
Choices program for Natural Areas and Parks projects included $576,692 in funding for
improvements to community parks. The fund has a current balance of $429,257, all of which
has been appropriated in prior years.
In 2002, the City Council adopted Ordinance No. 044, 2002, appropriating proceeds totaling
$50,000 from a Great Outdoors Colorado grant to be used with Building Community Choices —
Community Park Improvements appropriations, totaling $260,000, to construct the following
improvements: (1) Rolland Moore Park - tennis courts and parking improvements; (2) City Park
- for a new basketball court; (3) Lee Martinez Park - sidewalk improvements. Improvements to
the tennis courts at Rolland Moore Park and the sidewalk improvements at Lee Martinez Park
have been completed. The new City Park basketball court and parking improvements at Rolland
Moore Park will be developed in 2005.
The four community parks (City, Edora, Lee Martinez, Rolland Moore) are without adequate
sidewalks. Presently, people use grass areas and park streets for access to the park from
surrounding neighborhoods. Sidewalks between many internal facilities at the parks are also
lacking. Building sidewalks will improve safety and access to and through these parks. ADA

accessibility is very limited and would be greatly improved by the new sidewalks as well.
The total cost of sidewalk improvements is estimated to be$244,000.
Funds will also be used to make improvements to the ball field lights at Rolland Moore Park and
the west ball field at Edora Park. New visors will be added to the lights to reduce spillage and
glare at the fields. The total cost of the light improvements is estimated to be $25,000.
The Parks and Recreation Board, at its December 8, 2004 meeting recommended 8-0 that
funding be allocated for these community park improvements. Minutes of the Board meeting are
attached.

Call Meeting to Order: Jessica MacMillen called the meeting to order at 5:45 p.m.
Agenda Review: No changes.
Items of Note: Marty suggested moving the Agenda item on Oak Street Plaza
Conceptual Design from item #9 to item #6 in order to provide the Parks Planning staff
with an opportunity to leave early for another obligation. All agreed.
Citizen Participation: None
Approval of Minutes: On a motion by Ann Hunt, seconded by Dean Hoag,the Board
voted unanimously to approve the minutes of the October 27'meeting.
Bobcat Ride Manaaement Plan
Mark Sears and Rick Bachand of Natural Resources presented an update on the outreach
efforts for the Bobcat Ridge Management Plan.
Rick outlined the citizen outreach efforts that Natural Areas has hosted since Bobcat
Ridge was first purchased last year. On July 1, 2004,they met with approximately 30
neighbors that live adjacent to the property and asked them what their concerns were.
They were also able to dispel several rumors about what the City was planning for the
property and answer some questions presented by the citizens. They held 10 public tours
during the summer, two public open houses in November, met with the Natural
Resources Board two weeks ago, and met with the Parks and Recreation Board several
times over the past months. Citizens were given questionnaires about the property at each
of the outreach sessions,and feedback from those questionnaires, as well as feedback
from the Boards was reflected on the presentation boards around the room.
Rick stated that each of the presentation boards represented a chapter in the Management
Plan, i.e.,physical resources,plant communities,wildlife, cultural resources,
archeological findings, and education. The plan was developed by assessing the
biological and ecological resources of the property, feedback from the citizen
questionnaires, and feedback from presentations made to the Natural Resources Board

BCC Community Park Improvements
Marty explained that we have not yet spent all of our BCC money for Community Park
improvements. He added that they are in the process of finishing up several projects, and
that there were a few more projects they wanted to get the Board's input on so they would
have direction on how to finish them up.
Craig passed around a handout that showed the funding schedule,the allocated funds to
date, and proposed allocation of remaining funds. The proposed allocation listed Rolland
Moore and Edora Park ballfield lights and sidewalks, City Park sidewalks and Lee
Martinez sidewalks,totaling$270,000 out of the remaining funds of$268,592. Marty
explained that while it does not seem exciting to put in sidewalks,they needed to be put
in for accessibility, as they were never put in when these parks were first developed.
Lance made a motion to approve the expenditures as outlined. Del seconded the motion
and all Board members were in favor.

ADOPTING THE RECOMMENDATIONS OF THE PARKS AND RECREATION
BOARD REGARDING BUILDING COMMUNITY CHOICES DISBURSEMENTS
WHEREAS,in April 1997,the voters of the City of Fort Collins approved a one-quarter cent
sales and use tax (the "Building Community Choices Capital Improvements Tax") to fund the
construction of certain capital improvement projects identified in Ordinance No. 29, 1997; and
WHEREAS, among the projects identified in Ordinance No. 29, 1997,was the Community
Park Improvements Project,which would add improvements to City-owned communityparks(City
Park, Edora, Lee Martinez, and Rolland Moore); and
WHEREAS, Section 2(a) of Ordinance No. 29, 1997, requires that the design, cost, and
scheduling of projects identified in the said ordinance be determined by the City Council;provided
that no decision regarding the design or cost of any of the projects substantially may change the
character or eliminates components of the projects; and
WHEREAS, Parks and Recreation staff has developed management plans for the City's
communityparks that include prioritized lists of improvements needed at each park,and propose the
following list of improvements to be funded from the Building Community Choices - Community
Park Improvements Project:
Sidewalk Improvements in compliance with ADA requirements
City, Edora, Lee Martinez, and Rolland Moore Parks $ 244,000
Ballfield Lighting Improvements - reduce glare
Edora and Rolland Moore Parks 25,000
Total $ 269,000
WHEREAS, the aforementioned projects were presented for discussion to the Parks and
Recreation Board on December 8,2004,and the Parks and Recreation Board recommended approval
of the projects by the City Council; and
WHEREAS,the proposals recommended by the Parks and Recreation Board provide a public
benefit to the Fort Collins community by supporting outdoor recreation and programming activities,
and promote the utilization of public accommodations within the City; and
WHEREAS, existing appropriations totaling $269,000, are available in the Building
Community Choices - Community Park Improvements Project; and
WHEREAS, it is the desire of the Council to authorize the use of existing appropriations,
totaling $269,000, in the Building Community Choices - Community Park Improvements Project
to construct sidewalk improvements at City, Edora, Lee Martinez, and Rolland Moore Parks and
make improvements to ballfield lighting at Rolland Moore and Edora Parks.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that funds in the total amount of TWO HUNDRED SIXTY NINE THOUSAND
DOLLARS($269,000)in the City's Building Community Choices-Community Park Improvements
Project be distributed in accordance with the recommendations of the City's Parks and Recreation
Board as follows:
Sidewalk Improvements in compliance with ADA requirements
City, Edora, Lee Martinez, and Rolland Moore Parks $ 244,000
Ballfield Lighting Improvements - reduce glare
Edora and Rolland Moore Parks 25,000
Total $ 269,000
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
